Chalabi’s legacy, for good and for bad, is a post-Saddam Iraq

Ahmed Chalabi, known to most Americans as the Iraqi exile who shepherded faulty intelligence to the Bush administration that became the basis for the 2003 U.S.-led invasion of Iraq, died today at age 71 of a heart attack.iraq flag icon

Chalabi died in his home in Baghdad.

Though Iraq today is as clear a candidate for failed state as anywhere in the world, that obituaries will dutifully report that fact — Chalabi died at home in Baghdad — is perhaps the most salient element of Chalabi’s checkered legacy. No single Iraqi national was more responsible for bringing together the elements that would topple Saddam Hussein’s brutal Baathist regime in Iraq.

It’s true, of course, that Chalabi was a corrupt and shadowy figure, and you could have suspected that from the 1980s onward when he fled Jordan amid charges of bank fraud and embezzlement from the Petra Bank that Chalabi founded and ran throughout the decade.

It’s also true that Chalabi’s Iraqi National Congress (INC, المؤتمر الوطني العراقي) never had any true grassroots following in Iraq during the Saddam era. When Chalabi finally returned to Iraq in the aftermath of the 2003 US invasion, he quickly found that Iraq’s Shiites turned to figures who hadn’t fled into exile for decades — religious authorities like Ali al-Sistani and Muqtada al-Sadr in the 2000s and Ammar al-Hakim in the 2010s, all of whom had far more credibility with everyday Iraqis.

It’s equally true that Chalabi was one of the most vocal advocates for the ‘de-Baathification’ process that disbanded Iraq’s national military and excluded many Sunni figures (not all of whom were necessarily sympathetic to Saddam) from Iraq’s new government. That decision is now viewed as perhaps the most destabilizing thing that Paul Bremer’s Coalition Provisional Authority would do in Iraq. Chalabi, who hoped to narrow the political competition in post-Saddam Iraq, helped create the sense of alienation among Iraqi’s Sunnis that would, in turn, lead to the sectarian conflict and civil war of 2006 and 2007. In an interview last year with Al Monitor, even Chalabi agreed that his vision for a democratic Iraq hadn’t materialized, though he mostly blamed the United States for that:

Iraq is now in a very difficult situation. This is not what we had hoped for when we worked to liberate the country from the regime of [former President] Saddam Hussein. However, what happened was not a surprise.

What happened could have been avoided. The fundamental problem lies in the fact that the United States was working in contrast to what we were working on, and what we had planned. The United States went in the direction of announcing an occupation, while our goal (in the Iraqi opposition), according to an agreement before the start of military operations in 2003, was to form a sovereign national Iraqi government that was recognized by a decision from countries in the [UN] Security Council. [This government would] be committed to holding free elections, so that it could subsequently ratify a constitution.

And yes, it’s true that as Washington became increasingly disenchanted with Chalabi, he turned to Iran as his patron. US policymakers pinned their hopes on other Shiite leaders, like Ayad Allawi, a London-based exile who founded the Iraqi National Accord in 1990, and eventually Nouri al-Maliki, the leader of the Islamic Dawa Party (حزب الدعوة الإسلامية‎). Allawi proved to have as little grassroots support as Chalabi, and he lasted less than a year as prime minister. Maliki proved to be a far more skilled politician than Allawi, but his initial success as a unifying nationalist in the 2009 elections gave way to an increasingly sectarian administration that excluded prominent Sunnis from the vice-presidency and key ministries and that became increasingly alienated from US officials. Disappointment with Iraq’s squabbling politicians was so bad that, after the 2013 elections, Chalabi incredulously became a candidate for prime minister in 2014 before Islamic Dawa and its allies eventually coalesced around Haider al-Abadi. Turkey’s election result the best possible outcome

Though there’s plenty to be pessimistic about in the five months since Turkey’s last parliamentary election in June, the result in today’s repeat snap elections is perhaps the best possible outcome for the various domestic and international actors with a state in Turkey’s continued stability.Turkey

The Adalet ve Kalkınma Partisi (AKP, the Justice and Development Party), the conservative Islamist party that has dominated Turkish politics since 2002, scored the most crushing victory in its history — more than when it initially came to power and more than its prior peak in the 2011 elections. That’s despite a turbulent election campaign marred by an early October suicide blast in the capital city of Ankara, the deadliest terrorist attack in the history of the modern Turkish republic.

Though the AKP will not win the two-thirds majority that it hoped for to enact the constitutional changes that president Recep Tayyip Erdoğan wants to rebalance powers away from the national assembly and to the presidency, the result gives the AKP a clear mandate to govern without seeking a coalition partner. The AKP’s path to a majority victory wasn’t pretty, and there’s a compelling case that Erdoğan has seriously damaged his legacy and, he further undermined the rule of law, fair elections, internal security and press freedom over the past five months. But the victory means that Turkey will not face a third election in the spring and all the destabilization that another months-long campaign period would mean.

Most surprisingly, the AKP managed its overwhelming victory while the leftist, Kurdish-interest Halkların Demokratik Partisi (HDP, People’s Democratic Party) still won enough support to win seats in the national assembly. That feels like something of a miracle, given the increasingly tense atmosphere across southeastern Turkey, where polling took place under conditions of near civil war between Turkish military forces and the radical guerrilla group, the Partiya Karkerên Kurdistanê (PKK, Kurdistan Workers’ Party).

While HDP leader attorney Selahattin Demirtaş has called for a peaceful approach to the fight for greater Kurdish autonomy, AKP officials, including Erdoğan and prime minister Ahmet Davutoğlu have tried to tie the party to the more militant PKK as a years-long ceasefire, the product of advanced peace talks between the Turkish government and PKK leaders, unravelled in July in the wake of a suicide bombing in Suruç (and attributed to the jihadist ISIS/Islamic State/Daesh). Turkey’s hurdle rate for winning seats in the national parliament is 10%. That means, with around 10.6% of the vote, the HDP is entitled to 59 seats, but with just 9.99%, the HDP would have won exactly zero seats. The latter outcome, just five months after the HDP celebrated the first time an expressly Kurdish party won seats in the Turkish assembly, would have greatly undermined Demirtaş’s argument that Turkish Kurds can work through the democratic system for greater autonomy, self-government and other minority rights.

It’s certainly not the outcome Erdoğan would have been hoping for because, had the AKP taken those 59 seats, it would have the elusive two-thirds majority Erdoğan has sought since winning the Turkish presidency last August. In the long run, however, even if Erdoğan dislikes it, it’s much better that the Kurdish minority feels like it can benefit through democratic participation.  Continue reading Turkey’s election result the best possible outcome

A deadlocked assembly could mean a third election in Turkey

Since the initial June parliamentary elections in Turkey, the country has weathered more instability than at any other period since the Islamist Adalet ve Kalkınma Partisi (AKP, the Justice and Development Party) came to power.Turkey

On the eve of fresh elections this weekend, consider all that’s happened since the June elections when the AKP lost its parliamentary majority:

  • Coalition talks failed between prime minister Ahmet Davutoğlu and the two secular opposition parties that were most likely to support an AKP-led government.
  • Since 2011, the value of the lira has fallen by 50% against the U.S. dollar and Turkey’s once galloping economic development is slowing — to just a projected 3.2% in 2015.
  • A suicide bombing on July 20 in the southern city of Suruç killed 33 people. In response, Kurdish forces attacked Turkish police after Turkish officials downplayed the need to secure areas of southeastern Turkey that are most heavily populated by the Kurdish minority.
  • Turkish forces responded to the Suruç attack by joining the military effort against ISIS/Islamic State/Daesh, the Sunni radical group that has extended its ‘caliphate’ across eastern Syria and western Iraq.
  • Turkish forces also used the Suruç attack to wage a much more aggressive attack against the militant  Partiya Karkerên Kurdistanê (PKK, Kurdistan Workers’ Party), escalating a conflict that had previously been working its way toward a peaceful settlement between Turkey’s government and the PKK’s jailed leader, Abdullah Öcalan.
  • Another suicide bombing on October 10 in the Turkish capital of Ankara at a peace rally became the deadliest terrorist attack in modern Turkish history, further polarizing Turkish voters who alternative pointed fingers at ISIS, the government and the PKK.
  • Critical media voices have been harassed or prosecuted by a government whose record on press freedom was already deteriorating.

In the June elections, the AKP won just 256 seats in the Türkiye Büyük Millet Meclisi (Grand National Assembly), 20 short of a majority. It was the first time since the AKP first came to power in the 2002 elections that it failed to win a majority, scuttling Recep Tayyip Erdoğan’s to consolidate power in the Turkish presidency after won Turkey’s first-ever direct election to the mostly ceremonial office last summer.

The AKP fell so low because, for the first time in Turkish history, a pro-Kurdish party, the leftist Halkların Demokratik Partisi (HDP, People’s Democratic Party), ran for election on a unified list and won enough support to meet the 10% electoral hurdle for winning seats in the National Assembly. Nine things to watch as Canada’s next Trudeau era begins

Defying expectations in August that pitted the Liberal Party in third place at the beginning of the election campaign in August, Justin Trudeau has now won a clear majority government and a mandate for change in Canada’s 42nd federal election.Canada Flag Icon

So what does that mean for Canada, for US-Canadian relations and for Canada’s role in the world in the weeks and months ahead?

Here are nine policy areas to keep an eye on as Trudeau begins the rapid transition to 24 Sussex Drive, appoints a cabinet and tackles a full agenda of issues that could dominate what will likely be a full four-year term with the kind of parliamentary mandate that should make it much more easier than Trudeau ever expected to enact his policy preferences.

Climate change. As the Paris summit on climate change approaches in November, Canada’s government will go from being one of the most skeptical participants at the conference to one of the most enthusiastic supporters of action to reduce carbon emissions. Keep an eye on Stéphane Dion, the former Liberal leader from 2006 and 2008 and a former environmental minister, to play a vocal and supportive role. Nevertheless, global climate change policy is mostly set by the G-2 — i.e., the United States and China. So Trudeau’s role at the summit, while productive, will be more about style than any actual substance. Joyce Murray, a popular left-wing MP and British Columbia’s former environmental minister, who was the runner-up to Trudeau in the 2013 Liberal contest, is also a rising star to watch on environmental matters.

Economic policy. At the start of the campaign, the traditionally more centrist Liberals advanced a tax policy to the left of the New Democratic Party (NDP) by promising a middle-class tax cut to be paid for by slightly higher taxes on those who earn roughly more $200,000 annually. During the campaign, as Canada officially slipped into a shallow recession, Trudeau doubled-down by pledging to engage in deficit spending over the next three years to stabilize Canada’s economy, protect jobs and boost infrastructure. It was this move, again outflanking the NDP (whose leader Thomas Mulcair promised to maintain the Conservative Party’s devotion to balanced budgets), that may have convinced voters that Trudeau, and not Mulcair, represented the most striking contrast with Conservative prime minister Stephen Harper.

Ralph Goodale, a former finance minister under Paul Martin; Bill Morneau, a 52-year-old newcomer first elected last night from the Toronto’s business world and Scott Brison, a former Progressive Conservative MP who defected to the Liberals over a decade ago, could all be leading contenders for finance minister. Why the ‘brosé summit of 2015’ was more about Russia than the United States

The way the US and international media portrayed Monday evening’s meeting between US president Barack Obama and Russian president Vladimir Putin, you might think that the diplomatic maneuvering at the United Nations General Assembly over Syria’s civil war amounted to a fight-to-the-finish struggle for the two countries, both of which are permanent members on the UN Security Council. UNSyria Flag IconRussia Flag IconUSflag

But that’s just not true because the stakes in Syria for the United States are far, far lower. It is tempting to view every disagreement between the United States and Russia as a zero-sum game, with a clear winner and a clear loser, but that’s false.

Here’s why.

Why Syria matters so much to Putin

Consider how important Syria and, in particular, Bashar al-Assad, is to Russia. Assad, these days, doesn’t control much of Syria’s territory, but he does retain power throughout many of the coastal cities where most of Syria’s weary population still resides. That’s important to Moscow because the Syrian coast hosts the only warm-water port for the Russian navy at Tartus.

But it’s so much more.

While the United States continues to project influence on a global basis and while China has expanded its regional reach into south Asia, sub-Saharan Africa and even parts of Latin America, Russia’s post-Soviet influence is more limited. The battle lines between Russia and the ‘West’ are no longer Vietnam or Afghanistan or even Poland or Hungary, it’s skirmishes within former Soviet republics like Ukraine and Georgia or fights over influence in central Asia.

Syria, however, retained the strong ties with Moscow that it developed under Assad’s father Hafez in the 1970s. Outside the former Soviet republics, there is virtually no other country that you could consider anything like a Russian ‘client state,’ with the exception of Syria. How Syria’s turmoil is rooted in an early-morning 1994 car crash

In the wee foggy hours of January 21, 1994, a speeding Mercedes crashed on the highway en route to Damascus International Airport.Syria Flag Icon

Its driver was 31-year-old Bassel al-Assad, the eldest son of Syria’s president, Hafez al-Assad, and he died instantly. His death scrambled what had been a long-planned succession for Syria’s aging ruler. From an early age, it had always been clear that Hafez was grooming Bassel — by far, the most popular and charismatic of Hafez’s sons — to succeed him.

His death forced Hafez to switch plans, despite more than a decade of work preparing Syria for Bassel’s eventual ascension and preparing Bassel to one day rule Syria with the same grip as his father had.

Bashar al-Assad, Bassel’s younger brother, was immediately recalled from London, where he had lived for two years engaged in post-graduate studies as an ophthalmologist. For the next six years, until his father’s death, Bashar underwent a transformation to prepare to take the reins of the family business.

Like Che Guevara in Cuba, Bassel’s face routinely greets everyday Syrians alongside Bashar and Hafez. Or at least it does in what little Syrian territory remains dominated by the Assad regime these days. As Syria’s hell continues through its fourth year, many Syrians must wonder whether their lives would have turned out differently under the other Assad son.

So as Russian fighter jets land at Bassel al-Assad airport in an escalating effort this month to boost the struggling Assad regime, it’s tantalizing to wonder what might have happened if the Latakia airport’s namesake had survived.

As Roula Khalaf wrote for The Financial Times in 2012, no one ever expected Bashar to one day become Syria’s president — least of all, probably, Bashar himself:

“Growing up, Bashar was overshadowed by Bassel,” says Ayman Abdelnour, a former adviser who got to know Assad during his university years. “That seemed to be a complex – he didn’t have the charisma of Bassel, who was sporty, was liked by girls and was the head of the Syrian Computer Society.” Bashar was “shy; he used to speak softly, with a low voice. He never asked about institutions or government affairs.” Assad was also close to his mother, Anisa Makhlouf, whose family played a central part in the regime. “A mama’s boy more than a papa’s boy,” is how one western politician describes the president.

In 2000, ready or not, Bashar assumed the presidency at age 35.

Even before Syria’s civil war began in 2011, the eye doctor-turned-strongman showed signs of weakness. There was an initial period of political freedom in the first year of his regime — though the period became known as the ‘Damascus Spring,’ the term now rankles with irony, and the thaw on political dissent clearly ended by 2002. In the wake of the US military’s overthrow of Iraqi president Saddam Hussein, the remaining Ba’athist regime in the Middle East, Assad spent much of 2003 and 2004 worried that neoconservatives might attack him next (a fear that was not entirely unfounded).

Bashar’s biggest miscalculation came in Lebanon, where nearly everyone believes Syrian forces assassinated former prime minister Rafic Hariri in 2005, a galvanizing moment for Lebanon that generated backlash among Lebanese of all backgrounds and religions. Ultimately, the furor over Hariri’s shooting forced Bashar to withdraw the Syrian troops that had occupied much of the country since Lebanon’s own civil war began in 1976.

Why you shouldn’t take Bush/Rubio foreign policy speeches seriously

Last week, two of the leading contenders for the Republican presidential nomination delivered Major and Very Serious Foreign Policy Addresses designed to establish their credibility on international affairs. USflag

Former Florida governor Jeb Bush, who delivered an address last Tuesday at the Ronald Reagan Presidential Library in California, and Florida senator Marco Rubio delivered an address to the Foreign Policy Initiative in New York. Bush and Rubio alike delivered plenty of bromides about projecting U.S. strength and toughness against the enemies of the United States, with plenty of withering attacks on the foreign policy of the Obama administration, including the likely Democratic presidential nominee, former secretary of state Hillary Clinton. But critics on both the right and the left panned the speeches as the same old neoconservative sauce poured back into a barely disguised new bottle.

From Slate‘s Fred Kaplan on the Bush speech:

His 40-minute speech, at the Ronald Reagan Presidential Library, was a hodgepodge of revisionist history, shallow analysis, and vague prescriptions.

From The American Conservative‘s Daniel Larison on Rubio:

Once again, Rubio fails to understand the limits of applying pressure to another state…. Rubio boasts about wanting to usher in a “new American century,” and these are the bankrupt, discredited policies he wants to use create it.

From Vox‘s Zack Beauchamp:

Jeb Bush didn’t mention his brother, George W. Bush, Tuesday night in his foreign policy speech. But he might as well have…. Jeb’s speech is a reboot of his brother’s neoconservative view of the world, albeit in a somewhat stripped-down form. He thinks American military power “won” the war in Iraq. The lesson we should learn, Bush suggests, is that a bigger US military commitment to the Middle East is the best way to solve its biggest problems.

Ultimately, these haughty foreign policy speeches have little to do with establishing a foreign policy vision. They’ve become part of the traditional bunting of a modern presidential campaign — like flag pins and campaign rallies and the increasingly customary mid-summer overseas trip in general election years (à la Barack Obama in 2008 or Mitt Romney in 2012) that, at best, amounts to a weeklong photo-op and pedantically positive news coverage. In a primary election, grand foreign policy addresses are one part presidential playacting and one part rallying the base.

For all the posturing, these speeches will all be long outdated by the time either Bush or Rubio hopes to take office in January 2017. Despite bluster on Cuba and Iran, it will be nearly impossible for any presidential administration, Democratic or Republican, to roll back US-Cuban normalization or to shred an international agreement on Iran’s nuclear energy program agreed among European, Chinese and Russian leaders, notwithstanding Rubio’s promise last week to do precisely that.

That’s assuming Cuba and Iran will even be foreign policy priorities in a year and a half.

One chart that explains Obama era Middle East policy

Within a half-century, the most important fact of the Obama administration might well be that it presided over an energy boom that de-linked, for the first time in many decades, US dependence on Middle Eastern oil and foreign policy.USflagIran Flag Icon

With the exception of a small peak in the mid-1980s, when prices tanked after the oil shocks of the 1970s, US imports of foreign oil are lower than ever — and that’s a critical component to understanding Tuesday’s deal between the P5+1 and Iran. Thanks, in part, to the shale oil and fracking revolutions, US oil reserves are at their highest levels than at any point since 1975. Obama’s top two foreign rivals could be vanquished in one week

It’s still irresponsible chatter to suggest that Russian president Vladimir Putin’s nine-day absence from public view is anything more serious than the flu.USflagRussia Flag IconISrel Flag Icon

But as Julia Ioffe wrote Saturday in The Washington Post, even if Putin’s absence is, as very likely, caused by something as mundane as the influenza epidemic currently sweeping through Moscow, it is becoming a more serious event because of the highly personalized system of Russian government where everything has become so micromanaged by Putin and his close allies. The longer Putin’s absence, the greater the chances of an internal coup or putsch, perhaps by the internal security forces, the siloviki, upon whose support Putin rose to power in the 2000s:

You can see why some in Russia are panicking right now—or veiling their discomfort in humor. It certainly doesn’t help that Putin’s disappearance comes at a particularly nervous time for the country. It is at war in Ukraine, its economy is shuddering under sanctions and historically low oil prices, and the opposition leader, Boris Nemtsov, was recently gunned down steps from the Kremlin. There is a sense in Moscow that the wheels are coming off. To Moscow’s chattering class, Putin’s disappearance confirms that impression.

Meanwhile, on Tuesday, in national elections, Israeli prime minister Benjamin Netanyahu’s center-right Likud (הַלִּכּוּד) is set to win fewer seats in Israel’s parliament, the Knesset (הכנסת) than the center-left Zionist Union (המחנה הציוני‎) of Labor Party leader Isaac Herzog and former justice minister Tzipi Livni. Though it’s too soon to write off a third consecutive mandate for Netanyahu, the March 17 vote is the toughest electoral fight for Netanyahu since he lost his first bid for reelection in 2001.

Even if Israeli president Reuven Rivlin, a former Likud speaker in the Knesset, convinces Likud and the Zionist Union to form a national unity coalition, polls show that Herzog, and not Netanyahu, would become prime minister. That would place deadening pressure on Netanyahu’s leadership of Likud, where capable replacements, such as former interior minister Gideon Sa’ar, are waiting in the wings.

Despite budget deal, Sweden must address immigration woes

There are two ways of looking at Sweden’s approach to immigration policy.Sweden

Under one view, the country’s generous asylum policy, with respect to Bosnia and Herzegovina in the 1990s as much as Syria today, isn’t just a human rights cause. It’s also an opportunity to buttress Sweden’s much-vaunted welfare system as birth rates decline and its population becomes older. The creation of a well-integrated, highly-skilled, prosperous and genuinely happy class of ‘New Swedes’ could one day provide a template for 21st century liberal  European (and Scandinavian) values.

Under another view, the country’s increasing immigrant population is becoming ever more isolated from mainstream social and economic networks. That, in turn, has created a quasi-permanent tier of second-class immigrants without the tools or the social capital to rise to prosperity within Swedish society, and that’s weakening a welfare system already under demographic strain. At worst, it is engendering resentment among Sweden’s new immigrants and potentially, a turn to radical Islam, thereby threatening Sweden’s liberal values. Even for Syrian professionals who now live in Sweden, securing housing, employment and a sense of normalcy often prove elusive.

Having secured a budget deal for 2015 (and, theoretically, through 2022) between his center-left government and the center-right opposition, the four-party Alliance, Swedish prime minister Stefan Löfven will narrowly avoid a snap election in March that could have strengthened the third force of Swedish politics, the anti-immigration Sverigedemokraterna (SD, Sweden Democrats), which won 12.9% of the vote in last September’s general election and 49 seats in the Riksdag, Sweden’s unicameral parliament.

Before Löfven struck the budget deal, polls showed that the Sweden Democrats could win as much as 17.5% in fresh elections, and that’s even while its charismatic, young leader Jimmie Åkesson was still officially on leave, due to exhaustion following the September vote.

Under the terms of the deal, the so-called ‘December Agreement,’ Löfven agreed to adopt the center-right’s proposed budget for 2015, though the Alliance agreed not to reject his government’s budgets in future years. The two blocs will also cooperate on a range of issues from defense and security policy to energy policy. It pushes Sweden one step closer toward a ‘grand coalition’ government, leaving both the Sweden Democrats and the the far-left Vänsterpartiet (Left Party) in opposition to the agreement. Re-Mubarakization watch: Mubarak released

It should come as a surprise to no one that Hosni Mubarak, Egypt’s president between 1981 and 2011, has been released from prison and cleared of all criminal charges stemming from his 30-year reign, including the violence deployed against the protesters who eventually forced Mubarak from power in February 2011 in  what would become the high-water mark of the Arab Spring.egypt_flag_new

There’s no more potent symbol that Egypt’s current government is simply a more military-strong version of Mubarak-era authoritarianism. Egypt’s re-Mubarakization could hardly be more complete:

“This is a political verdict. The judiciary has been procrastinating for four years so they could clear him after hope had been lost,” the father of Ahmed Khaleefa, 19, who was killed in 2011, told Reuters outside the court. “The verdict hit us like bullets. I consider that my son Ahmed died today.”

In the Mubarak era (until the very end), Egypt was governed by a secular autocrat backed by the full force of the Egyptian military.

Looking back today, the central power struggle during the Arab Spring wasn’t between the Mubarak regime and the youthful protestors gathered in Tahrir Square. It wasn’t even between Islamists and secularists.

It was an internal struggle between the Mubarak regime and the Egyptian army over succession. It was a fight between the entrenched conservative interests of the military and the more liberal elements of the Mubarak regime, including Mubarak’s son Gamal, a one-time potential successor, who had launched plans for a vigorous liberalization and economic reform program to address Egypt’s state-heavy, bloated economy. (Gamal, himself on trial for corruption, was released quietly in December 2013.) That, in part, explains why the military set itself as neutral between Mubarak and the protestors in 2012 — and why some protestors initially proclaimed the military as the guarantors of Egypt’s new revolution.

El-Sisi’s government may yet be forced to reform Egypt’s economy, especially if it wants to mollify the millions of unemployed workers among Egypt’s especially young labor force. He’s already started slashing fuel subsidies that suck around one-third of the Egyptian budget. He’ll have to do far more in the months and years ahead if he wants to consolidate his own power, and he’ll have to do it without upsetting the lucrative personal financial interests of the Egyptian ‘deep state.’

Now completely dominant in its power, the el-Sisi regime can afford to take a softer hand with former Mubarak era officials, who might prove useful in the difficult tasks ahead. Cynics will note that the decision to release  Mubarak, with the inevitable street protests it has generated, can also be a helpful exercise in identifying, detaining or imprisoning the government’s remaining liberal and Islamist opponents.

Liberals and revolutionaries who now decry Mubarak’s release largely have themselves to blame for welcoming el-Sisi’s initial move against Egypt’s first (and, for now, only) democratically elected government.

Liberals throughout Egypt, including the globally respected Mohamed ElBaradei, the former head of the International Atomic Energy Agency, applauded el-Sisi’s July 2013 push to depose Mohammed Morsi, an Islamist who narrowly won Egypt’s July 2012 president runoff. Morsi often exhibited insular thinking in surrounding himself with members of Egypt’s now-banned Muslim Brotherhood (الإخوان المسلمون) instead of the broad-based unity government he promised to build. Morsi also demonstrated hubris and considerable disrespect for the rule of law, notably when he tried to assume temporary dictatorial powers to push through an Islamist constitution for Egypt. But it was clear that, despite the awkward position of the United States, the military’s move amounted to a coup that ended Egypt’s experiment in democratic politics.

El-Sisi brutally dealt with the protesters (and journalists) not already cowed by years of protest, revolution and counterrevolution. Even as allies like ElBaradei withdrew their support, his military government moved with lethal determination to consolidate its control, killing hundreds and jailing many more throughout the rest of 2013 with a level of brutality previously unassociated with the military.

The government pushed through a new constitution, less Islamist than the Morsi-era document and, at face value, a much more liberal constitution, in January 2014 in a referendum that commanded the support of over 98% of voters.

In the aftermath of the referendum, the interim government essentially paved the way for el-Sisi to easily take the reins of permanent government in a carefully orchestrated transition, all presented under the aegis of Egypt’s newly democratic process.

At the end of May, Egypt held a presidential election that was so titled in favor of el-Sisi, who had resigned from the military for the purpose of running for president, won over 96% of the vote, massively defeating the more liberal nationalist candidate Hamdeen Sabahi, who placed a strong third place in Egypt’s contested May 2012 presidential election. El-Sisi’s margin of victory was so strong that it actually surpassed the margin claimed by Syrian president Bashar al-Assad in his own presidential ‘election’ and the margins won by Mubarak in his 1999 and 2005 ‘elections.’

By the time el-Sisi came to power, the remnants (‘felool‘) of the old Mubarak regime and the Muslim Brotherhood had both been exhausted as potential political competitors, given military forces a wider berth for abrasive oppression.

For his part, Morsi is still in prison awaiting a trial on charges of inciting deadly violence and murder. Many other leading members of the Muslim Brotherhood, including one-time presidential candidate Khairat el-Shater, are also imprisoned pending trial. No one expects charges against Morsi and other leading Islamists to be dropped.

Whatever the reasons for US president Barack Obama’s decision to fire defense secretary Chuck Hagel, it’s clear that Hagel’s brand of foreign-policy realism is falling ever further out of favor, as the Obama administration moves toward a more interventionist approach to foreign policy in its final two years.

Though the decision, in superficial ways, is similar to the 2006 resignation of former defense secretary Donald Rumsfeld, which also followed a devastating midterm election for president George W. Bush, Hagel’s experience at the Pentagon had little in common with Rumsfeld’s tenure.

Hagel, his worldview forged as a squad leader in the US army infantry during the Vietnam War, was always a cautious prairie conservative. As a former US senator from Nebraska, Hagel stood up to his own Republican Party over the conduct of the US occupation of Iraq in the mid-2000s.

That skepticism seemed to be pitch-perfect for the Obama administration in earlier years, when it was taking pains to extricate the United States from internal conflicts in the Middle East.

Obama successful ended the US occupation of Iraq, he studiously avoided taking sides in the Syrian civil war (even when it meant swallowing criticism for backing away from his ‘red line’ statement about the use of chemical weapons), and he kept US military assistance to a minimum in the NATO-led effort to support anti-regime rebels in Libya.

Critics have argued that the Obama administration has pursued a disengaged approach to world affairs, thereby explaining both Libya’s disintegration into chaos and, in no small measure, the vacuum that allowed the Islamic State group (الدولة الإسلامية‎) to wreak havoc throughout traditional Mesopotamia — eastern Syria and western Iraq.

That criticism seems to have resonated with Obama and his foreign policy and national security team, and Obama’s apparent decision to make a personnel change seems more important than the fact that Hagel is out and someone new is in. Telescoping that decision comes with the real costs involved with pushing a high-profile nomination through what will be a Republican-controlled Senate in January 2015. Hagel stumbled from the beginning, starting with the Congressional hearings upon his appointment and who seemed to lack the presence for the role. But neither he nor his successor is likely to call the shots on foreign policy.

What a Republican Senate means for world politics

On Tuesday, when tens of millions of US voters go to the polls, they are very likely to deliver a US Senate majority to the Republican Party.USflag

Six years into the administration of Democratic president Barack Obama and four years after the midterm elections that delivered control of the US House of Representatives to the Republicans and conservative speaker John Boehner, most polls and poll aggregate forecasts give the Republicans anywhere from a strong (70%) to moderate (74%) to an overwhelming (96%) chance to retake the Senate.

It’s not uncommon for the ‘six-year itch’ to reward the non-presidential party with gains in midterm elections. Throughout the post-war era, in every midterm election during the second term of a reelection president, the opposition party has made gains each time — with the exception of 1998, when the Democrats benefited from a strong economy and Republican overreach in pursuing  what would eventually become impeachment hearings against US president Bill Clinton over alleged perjury in the Monica Lewinsky affair.

It’s also not unheard of that foreign policy can drive larger narratives about presidencies.

Most recently, in 2006, Democrats recaptured both houses in midterm elections, forcing then-president George W. Bush to accept the resignation of his defense secretary Donald Rumsfeld, in light of the war in Iraq’s unpopularity and the unfolding sectarian civil war taking place there despite US military occupation. As it turns out, the 2006 midterms paved the way for a much more moderate tone to the final two years of the Bush administration and a change in strategy under Robert Gates, Rumsfeld’s successor, who ultimately stayed on as defense secretary until 2011, lending a sense of continuity to the Obama administration’s approach to defense policy.
