Voting will continue until the morale (and turnout) improves

UPDATE: As it turns out, turnout amounted to just 7.5% in the first two days of voting on Monday and Tuesday. No wonder authorities wanted to keep polls open today — at this rate, they might want to consider opening voting through the whole week. But the high apathy indicates just how uncompetitive this election is — and quite possibly how apathetic Egyptians are about el-Sisi’s soft authoritarianism and his promises to bring austerity economics in a bid to jumpstart Egypt’s private sector.

Now here’s a measure for increasing voter turnout that I’ll bet the European Union’s leaders never considered:egypt_flag_new

Amid disappointing turnout during the first and second days of the presidential elections, a judicial source has said the High Elections Committee decided to extend the presidential elections for a third day until Wednesday, with voting to last until 9pm on Tuesday.

The High Elections Committee said the elections were extended for another day due to the heat wave, the increasing demand in the evening and the difficulty to extend the voting hours until late at night.

If you don’t like the turnout, just keep the polls open until you do.

Furthermore, Egypt’s military-led government is harassing Egyptians to vote and threatening non-voters with fines of around $72. Interim president Adly Mansour encouraged Egyptians to ‘impress the world’ with a large turnout, and his government proclaimed Tuesday a public holiday, closing banks and other official offices.

If you’re surprised at what seems like a ridiculous aberration for a fair election, don’t be — the ‘election’ is more of a coronation than a truly competitive contest.

The wide frontrunner in the race is Abdel Fattah el-Sisi (pictured above), until late March the army chief of staff and defense minister of the country. It was his decision in July 2013 to overthrow Mohammed Morsi, Egypt’s first directly elected president in a free and fair election. Though Morsi’s government had tried to pull the country in a more Islamist direction, and though mainstream and secular Egyptians gathered in the millions throughout June and early July 2013 protesting its excesses, el-Sisi’s military regime spent the rest of the year cracking down on the Muslim Brotherhood (الإخوان المسلمون), which it designated a ‘terrorist group,’ and just about anyone else who criticized military rule too loudly, including journalists.

In the months leading to el-Sisi’s resignation from the military, he waged an all-but-in-name shadow campaign for the Egyptian presidency, with the apparent backing of the Egyptian military elite.

El-Sisi faces secular leftist Hamdeen Sabahi, who narrowly finished in third place in the first round of the May 2012 presidential election. El-Sisi, who has become genuinely popular in his quest to crack down on the Muslim Brotherhood and in his efforts to stabilize Egypt, is expected to win by a wide margin. Many of Egypt’s top political movements, including the Tamarod (تـمـرد‎) protest movement that opposed Morsi, former Arab League secretary-general Amr Moussa and his supporters, many of Egypt’s most established secular liberal parties, and even many Salafists, who are technically even more conservative than the Muslim Brotherhood, are backing el-Sisi’s candidacy.

When the military government held a referendum in January (Egypt’s third since the fall of former president Hosni Mubarak in February 2011) on amending the constitution, Egyptian voters approved it by a margin of 98.13% to 1.87%. A detailed look at the European parliamentary election results (part 1)

We now have most of the results from across Europe in the 28-state elections to elect all 751 members of the European Parliament.European_Union

At the European level,  the center-right, Christian democratic European People’s Party (EPP) emerged with about 25 more seats than the center-left, social democratic Party of European Socialists (PES).

That immediately gives former the EPP’s candidate for the presidency of the European Commission, former Luxembourgish prime minister Jean-Claude Juncker, a boost in his efforts to actually become the Commission president. But it’s still far from automatic, despite Juncker’s aggressive posture at a press conference Sunday evening:

“I feel fully entitled to become the next president of the European Commission,” Juncker, a former Luxembourg prime minister, told supporters late yesterday in Brussels after the release of preliminary results. Premier for 18 years until he was voted out of office in December, Juncker also gained recognition in his dual role as head of the group of euro-area finance ministers during the debt crisis.

Juncker (pictured above) still must to convince the European Council to propose him as Commission president, and he’ll still need to win over enough right-wing or center-left allies to win a majority vote in the European Parliament.

UKIP’s Farage is winning the British debate on Europe

It’s not hard, watching the two debates over future British membership in the European Union, to see why Nigel Farage, the leader of the euroskeptic United Kingdom Independence Party (UKIP), is such a successful politician.United Kingdom Flag IconEuropean_Union

In the last of two debates with deputy prime minister Nick Clegg, the leader of the Liberal Democrats, Farage asked voters in his closing remarks to ‘join the people’s army and topple the establishment that got us into this mess.’

British viewers apparently agree — in an instant Guardian poll following the debate, they believed that Farage won the debate by a margin of 69% to 31%. The debate precedes the May 22 elections to determine the United Kingdom’s 73 members in the European Parliament.

If former prime minister Margaret Thatcher was the British answer to US president Ronald Reagan, Farage (pictured above) is its answer to Newt Gingrich in his ability to lead an anti-establishment political revolution. In the same way that Thatcher reshaped the Conservative Party in the anti-government, pro-market mould of the US-style conservatism, Farage is reshaping the way that Britons conceive the debate over EU membership, just as Gingrich rewired the nature of political debate in the United States — by attacking the consensus of a longstanding political elite through a simple, compelling message that scrambles the traditional lines between left and right.

Farage is doing to ‘Brussels’ exactly what Gingrich did to ‘Washington.’

Farage’s performance has been so smooth, it’s tantalizing to wonder just how well he might do in a four-way televised debate in the campaign for the May 2015 parliamentary elections alongside not only Clegg, but also Conservative prime minister David Cameron, and Labour Party leader Ed Miliband — or how effective Farage might be leading the ‘no’ campaign in the pending 2017 EU membership referendum, a vote that Cameron was forced to promise to hold (if reelected next year) largely as a result of UKIP’s rise in popularity over the past two years.

Here are just three examples from Wednesday’s debate that show just how effective Farage can be — he manages to argue against EU membership as a champion of greater globalization, of protecting minorities and the working class, and of greater world peace.

You don’t have to buy what Farage is peddling in order to acknowledge that he’s devastatingly effective in framing the UK-EU debate in uniquely new and powerful ways.

It’s no longer an academic point.

A March 26-27 YouGov poll for The Sun shows a three-way race in the European elections: Labour wins 28%, UKIP wins 26% and the Tories win 24%, leaving the LibDems far behind at 11%. Nearly one in two Conservative voters from 2010, and nearly one in five Labour voters, plans to back UKIP. Among the most likely to vote, UKIP leads with 30%.

Kosovo, Crimea and Putin’s ‘всех нагнули’ theory of foreign affairs

In his wide-ranging speech announcing the Russian Federation’s annexation of Crimea from Ukraine, president Vladimir Putin had some choice words for the West: If you don’t like what Russia did in Crimea, you only have yourselves to blame — on the basis of the precedent in Kosovo in 1999.kosovoRussia Flag Icon

Though the officially translated remarks smooth over Putin’s salty language, it appears he used the slang term ‘всех нагнули,’ which, as Masha Gessen describes in Slate, is fairly graphic:

“It was our Western partners who created the precedent; they did it themselves, with their own hands, as it were, in a situation that was totally analogous to the Crimean situation, by recognizing Kosovo’s secession from Serbia as legitimate,” said Putin. And then, as he cited American statements on Kosovo, he got more and more worked up until he said, “They wrote it themselves. They spread this all over the world. They screwed everybody—and now they are outraged!” (The Kremlin’s official translators, who are forever civilizing the Russian president’s speech, translated this sentence as “They wrote this, disseminated it all over the world, had everyone agree, and now they are outraged!” The expression Putin used, however, was “vsekh nagnuli,” street slang for having had nonconsensual anal sex with everybody, rather than for having everybody agree.)

Gessen, in an otherwise fabulous essay that starts with her own days as a war reporter in the late 1990s in Serbia and Kosovo, retells the story of the Primakov loop — a moment that Gessen argues represents a key pivot point in US-Russian relations, when the NATO governments essentially left Russia out of the loop with regarding its campaign against what was then still Yugoslavia and the regime of Serbian strongman Slobodan Milošević.

Ironically, even as the 1999 Kosovo precedent has increasingly become a flash point in the current war of words between Moscow and Washington, Serbians went to the polls on the same day as the Crimea referendum. They elected a majority government under  center-right Progressive Party leader Aleksandar Vučić, a government that will be firmly focused on accession to the European Union, which has dangled the economic incentives of EU membership to advance a political settlement between Serbia and Kosovo.

Nonetheless, to understand the Putin doctrine of the 2010s, it’s worth revisiting the origins of the Primakov doctrine of the 1990s, which defined US-Russian relations and European-Russian relations in the same ‘zero-sum game’ terms.

Update, 10:00 pm:  So who won? Who lost?

Liberal leader Philippe Couillard more than held his own in this debate — it’s hard to believe it was his first leadership debate.  He was calm, he was cool, he looked like a premier.  He didn’t refrain from engaging premier Pauline Marois, and he certainly scrapped over several issues, including the PQ’s proposed Charter of Values, Marois’s record on job creation and on Marois’s leadership.

Marois played defense all night long, and not only because she’s defending her existing government.  Her attempts to blame the previous Liberal government of Jean Charest, I think, fell flat — those attacks could have been more effective.  But just about everyone ganged up on Marois tonight, and she was alternatively aggressive and defensively brittle — and that’s even before the debate turned to the sovereignty issue.  It wasn’t her best night.

François Legault obviously believes he has more votes to win from the PQ than from the Liberals — and it showed in the way he went after Marois.  Legault took plenty of shots at Couillard too, especially in trying to defend his image as the clear champion of the private sector in the election.

Françoise David of Québec solidaire was perhaps even more calm and collected than Couillard, and a thoughtful presence on the stage tonight — it’s the same tactic she used in 2012 during the debates, and it largely worked tonight, too.  But she has the luxury of being able to float above the fray because her party’s in fourth place.  Like Legault, she targeted Marois much more than Couillard.  She was particularly effective with her deliberate answers on religious freedom and the Charter, and her attempt to reclaim the sovereignty issue from the PQ.

Perhaps the biggest surprise of the night is how little revolved around the question of sovereignty and Québec independence.  About half of the sovereignty section, which itself ran about 30 to 40 minutes, was devoted to the issue of the Charter.  Also missing from the debate was any mention of Marois’s early attempts to rewrite Bill 101 on the use of French language, which have now fallen by the wayside with the debate over the Charter.

Nothing in tonight’s debate will reverse the growing trend toward the Liberals and away from the PQ.  That doesn’t mean Couillard will certainly be Québec’s premier, but he did nothing tonight to disqualify himself.  Marois’s aggressive defensiveness played poorly to me, and she did nothing to help her cause along undecided voters. David, especially, may have pulled a few voters away from the PQ tonight.  It will be interesting to see if she and Legault, in particular, will focus their aim on Couillard if the Liberals’ polling lead grows even further over the next week or two.

Crimea prepares to ‘vote’ in status referendum

The March 16 vote comes barely three weeks after Russian troops essentially took control of the peninsula.

The Crimean crisis, and the wider Ukrainian crisis, have been widely discussed throughout the international media, so there aren’t too many original points I can make about Sunday’s vote.

The most obvious, perhaps, is that no one expects Crimea’s election to be either free or fair, in any normal sense of those words.  Though self-determination is one element from which nation-states today derive legitimacy, consider the context of the Crimean referendum with the context of September’s referendum on Scottish independence — the referendum date was settled more than a year in advance, the terms agreed by both UK prime minister David Cameron and Scottish first minister Alex Salmond, the debate focusing on the economic and other policy implications of independence.

It’s also important to remember that Crimea, ultimately, remains a sideshow.  The more compelling story about Ukraine today is that its acting government is working, largely with success, to bring calm to the rest of the country.  US and European financial support is likely to shore up Kiev’s shaky finances, preventing Ukraine’s pending sovereign default, and a May 25 presidential election could restore some semblance of political stability after the fall of corrupt president Viktor Yanukovych on February 22 (though that won’t end the cultural and economic imbalances that have caused such a strong east-west divide in Ukraine).

A phony choice?

Crimea’s referendum will be a slapdash affair meant to rubber-stamp the newly constituted Crimean parliament’s decision to seek Russian annexation.  That’s clear from the tilted nature of the referendum’s wording.  Crimeans will choose between two options, worded in Russian, Ukrainian and Tatar:

1.  Do you support Crimea joining the Russian Federation as a federal subject?

2.  Do you support restoration of the 1992 Crimean constitution and Crimea’s status as a part of Ukraine?

The second option, as many scholars have written, is needlessly complicated, because there’s some doubt over which version of the 1992 Crimean constitution that the referendum option references.  The original version states that Crimea is an independent state; only later was the constitution revised for Crimea’s current status, an autonomous republic within Ukraine.  So there’s some suspicion that if Crimeans support the second option, it’s a vote for Crimean ‘independence’ from Ukraine that would, in essence, still bring Crimea under Russian control. Miliband’s EU hedge makes a disastrous referendum more likely

edmiliLabour leader Ed Miliband announced yesterday that, if elected prime minister after next year’s general election, he would not hold a referendum on the United Kingdom’s continued (now 41-year) membership on the European Union.United Kingdom Flag Icon

At first glance, it sounds like exactly the type of pledge that plenty of pro-European British constituencies, including much of the business community, would applaud — eliminating the uncertainty of the United Kingdom’s future within the European Union that features prominently in the current government’s referendum promise.

It’s hard to see what Miliband has to gain politically or strategically with his new pronouncement on a future EU referendum, a essentially in reaction to Cameron’s position from last year.  It will satisfy neither pro-European nor anti-European voices, allows Cameron to bill himself as a champion of democratic choice, adds additional uncertainty (especially with the likelihood of a new Berlin-led EU treaty effort in the years ahead), and locks Miliband into what could be incredibly short-sighted  policy.

Most of all, it shows why so many Brits, including plenty of Labour supporters, fear that Miliband doesn’t have the skills to make it to 10 Downing Street. Continue reading Miliband’s EU hedge makes a disastrous referendum more likely

Swiss immigration vote threatens access to EU single market

2007SVPAn infamous campaign poster from the 2007 Swiss election that depicts a flock of white sheep inside Switzerland, with one kicking a black sheep outside — the implication being that the right-wing Swiss People’s Party (SVP, Schweizerische Volkspartei in German; UDC, Union démocratique du centre in French) would tighten immigration policies to keep out migrants and perhaps reverse the trend of greater immigration to Switzerland in recent years.  Critics pointed out the nastier racist undertones of the poster.swiss

It’s that advertisement that I had in mind today as Swiss voters elected by a narrow 50.3%-to-49.7% margin to adopt an initiative ‘against mass immigration’ that would introduce quotas to Swiss immigration, despite the wishes of the Swiss government and Swiss business interests and the warnings of top EU officials.  The result threatens the existing treaties between Switzerland and the European Union that guarantee the free movement of persons, one of the four ‘core’ EU freedoms.

It’s a significant victory for the SVP, which has emerged as a major force in Swiss politics through its forceful advocacy of a nationalist, conservative agenda to restrict immigration and oppose greater EU integration.

The result means that the Swiss government now has three years either to renegotiate or revoke the bilateral agreement finalized in 2002 with the European Union over free movement of persons.  That treaty is part of a larger package that provided Switzerland access to the EU single market in exchange for enacting certain aspects of EU policy, and it’s part of a wider process that has more closely integrated Switzerland with the European Union over the past decade.  The country’s historic independence means that it’s never seriously pursued EU membership — Switzerland joined the United Nations only in 2002, after all.   Continue reading Swiss immigration vote threatens access to EU single market

Will New Zealand get a new flag later this year?

New Zealand prime minister John Key opened the door to a national referendum later this year on changing the country’s flag, which would end a longstanding debate over whether it too closely resembles Australia’s flag.new zealand icon

That’s not a joke.

Key (pictured above, hoisting the Australian flag) suggested the referendum might be held at the same time as parliamentary elections in the island country of 4.4 million, and it’s an idea that proves relatively popular among Kiwis:

The idea has gained support from former Governor-General Dame Catherine Tizzard.  “Our flag and the Australian flag is so often confused for one another and the symbolism of our flag is a bit out-dated,” she says.

While Phoenix and All Whites Footballer Ben Sigmund agrees the trans-Tasman flags are too alike.  “Our flag is too much like the Australian flag so John Key I think you should change it mate.”

Critics may have a point.  Canadian officials made a famous protocol faux pas in 1984 when former Australian prime minister Bob Hawke was met New Zealand flag instead of the Australian.

Both share in common the Union Jack in the upper left quadrant, a nod to their status as former British colonies, members of the Commonwealth and countries that have retained the British monarch — Queen Elizabeth II is the queen of Australia and the queen of New Zealand, too, though both countries have a governor-general that acts as the head of state when the British monarch isn’t in town.  Both share a blue ensign (Pantone 280C for color nerds) as the background to their flags.

Both flags also reference the four main stars in the Southern Cross constellation visible in the southern hemisphere, though the Australian version includes a fifth star that shines less brightly and a sixth star below the Union Jack, the seven-pointed ‘Commonwealth’ star — six points represent Australia’s six states and the last point represents the territories.

The current New Zealand flag replaced the British Union Jack in 1902.

As anticipated by Key, any referendum would present a choice between the current flag and another alternative put forward by the government.  One option that Key has mooted is the ‘silver fern’ flag — the silver fern, an unofficial symbol of New Zealand that dates back to the country’s military insignia during the South African War, adorns the one-dollar coin and the coat of arms:

A new flag might also reference the Māori, the indigenous Polynesian people in New Zealand, a group that today represents 14.6% of the country’s population and has mobilized to develop increasing political power.  Hone Harawira, the leader of the Māori Party, would support a new flag, but would prefer that it include the motif of the current Māori flag:

Taken together, the desire to differentiate New Zealand’s flag from Australia’s, the inclusion of the silver fern, the push to remove the Union Jack, and the push for Māori representation on the flag opens an unlimited number of potential choices:

Proponents of the current flag point to tradition and to the country’s common cause with the United Kingdom:

John Banks, leader of New Zealand’s ACT party said: “No. Men fought under that flag and sacrificed their lives in many war campaigns.  “I’m a bit old-fashioned, I don’t want the name of the country changed, or the flag, or God Save the Queen.”

Key leads the center-right New Zealand National Party, and he must call elections before November 2014.  He’ll be looking to win a third consecutive term in office.  Since coming to power in 2008, Key’s administration has raised the goods and services tax, privatized some public sector assets, responded to a major earthquake in Christchurch (New Zealand’s second-most populous city), enacted the Wellington Agreement to provide greater defense cooperation with the United States and propelled the Trans-Pacific Partnership among the United States, several Asian countries and several Latin American countries.

Key doesn’t advocate New Zealand’s transition from a constitutional monarchy to a republic, unlike Russel Norman, the co-leader of the Green Party, which hold 14 seats in the 120-member House of Representatives.

Key’s party controls 59 seats, and his government commands the support of 64 members, including independent and small-party allies.  The opposition New Zealand Labour Party controls just 34 seats.  David Cunliffe, the former health and communications minister, won the party’s leadership last year, despite wider support among the parliamentary caucus for his opponent, Grant Robertson.

Would ‘lottocracy’ be a better form of government than democracy?

Winston Churchill is attributed with the quote, ‘Democracy is the worst form of government, except for all those others that have been tried.’

But it’s William F. Buckley who said, ‘I am obliged to confess I should sooner live in a society governed by the first two thousand names in the Boston telephone directory than in a society governed by the two thousand faculty members of Harvard University.’

Alex Guerrero, assistant professor of philosophy, medical ethics and health policy at the University of Pennsylvania (and also a law school classmate of mine), thinks Buckley may have been on to something, and he makes the case for selecting representatives not by elections, but through a lottery system in Aeon today:

First, rather than having a single, generalist legislature such as the United States Congress, the legislative function would be fulfilled by many different single-issue legislatures (each one focusing on, for example, just agriculture or health care). There might be 20 or 25 of these single-issue legislatures, perhaps borrowing existing divisions in legislative committees or administrative agencies: agriculture, commerce and consumer protection, education, energy, health and human services, housing and urban development, immigration, labour, transportation, etc.

These single-issue legislatures would be chosen by lottery from the political jurisdiction, with each single-issue legislature consisting of 300 people. Each person chosen would serve for a three-year term. Terms would be staggered so that each year 100 new people begin, and 100 people finish. All adult citizens in the political jurisdiction would be eligible to be selected. People would not be required to serve if selected, but the financial incentive would be significant, efforts would be made to accommodate family and work schedules, and the civic culture might need to be developed so that serving is seen as a significant civic duty and honour.

At first read, it sounds like a nightmare out of an Arthur Miller play.  Three hundred random US citizens would congregate to tackle a discrete issue like climate change, health care reform, or immigration reform.

What’s so bad about democracy? 

Before you dismiss the idea outright, it’s important to bear in mind the long, long list of problems with elections, in their current form in the United States and in other mature democracies — and that’s saying nothing about the question of free and fair elections in countries where democratic institutions are less robust.  The business of policymaking of a typical 21st century government is typically too complex for direct democracy to thrive in most jurisdictions. The need to become informed about the nuances of even major policy decisions would quickly overwhelm all of us.  Experiments with direct democracy, through the proliferation of ballot initiatives to decide key issues, have worked better in some places (Switzerland) than in others (California).  The limitations of direct democracy have meant that, outside the classical era of Athenian democracy and a few referendum-driven jurisdictions, ‘democracy’ for most people today means representative democracy.  Voters elect legislators and executives on the basis of a plethora of policy positions.

Of course, by gaining efficiency, indirect democracies lose precision — voters will choose one candidate over another for many reasons, and no voter’s policy priorities may line up entirely with any candidate.

Moreover, we can see the other problems of representative democracy in modern US politics.  Marketing and advertising, since at least the onset of the television era, can now be more important than policy positions.  Accordingly, representatives spend more time today raising money from donors than tending to the business of lawmaking, undermining the one-person-one-vote principle that undergirds representative democracy.  As Alex notes, the current process is subject to all sorts of problems.  The influence of money and lobbyists can lead to agency and electoral capture.  Collective action problems are rife — interest groups who care deeply about an issue can skew policies to their favor, even at the expense of the widely dispersed gains that might otherwise accrue to the rest of the population.  Protectionism, tariffs and free trade is a classic example.

Gerrymandering, barriers to entry and the advantages of incumbency massively reduce competition within the political marketplace.  It’s left us with a system where, as Alex writes, ’44 per cent of US Congresspersons have a net worth of more than $1 million; 82 per cent are male; 86 per cent are white, and more than half are lawyers or bankers.’ It’s a system where Congressional reelection rates in the United States routinely exceed 90% — even in a massive ‘wave’ election like the 2010 midterms that saw a Republican wave, the reelection rate was still 85%.  Part of that you can blame on gerrymandering, but more so on the natural preferences and geopolitical distribution of urban and rural voters — and perhaps even more so on the US electoral system (i.e., single-member plurality districts instead of proportional representation).  

Tradition, financial and political infrastructure, a first-past-the-post electoral system and path dependence mean that, in the United States, two political parties reign supreme.  When those two parties agree on policy preferences, it means there’s effectively no competition within the political marketplace on many key issues — in the past three decades, this has included drug legislation, foreign policy, national security, military affairs, gun regulation, financial regulation, home ownership policy and other matters.  In many cases, the bipartisan consensus has turned out to be wrong.

Electoral competition, too, is rife with short-term thinking.  In a world where public servants are focused on reelection in two years (the US House of Representatives), four years (the US president) or six years (the US Senate), there will always be a temptation to focus on short-term benefits at the expense of long-term costs.  Say what you want about the People’s Republic of China, but the governing Chinese Communist Party has to contemplate long-term effects of its policies, because there’s no alternative party to blame.  In the US system, Democrats and Republicans can rotate in and out of office and blame each other for perpetuity.  Not so in China — the CCP has to own its policy decisions or face a massive popular revolt.

That all assumes, too, that voters make well-informed, rational decisions.  As Bryan Caplan argues in The Myth of the Rational Voter: How Democracies Choose Bad Policies, borrowing from the insights of economic theory, ‘democracy’ fails primarily due to irrational and ill-informed voters:

In the naive public-interest view, democracy works because it does what voters want.  In the view of most democracy skeptics, it fails because it does not do what voters want.  In my view, democracy fails because it does what voters want.  In economic jargon, democracy has a built-in externality.  An irrational voter does not hurt only himself.  He also hurts everyone who is, as a result of his irrationality, more likely to live under misguided policies.  Since most of the cost of voter irrationality is external — paid for by other people, why not indulge?  If enough voters think this way, socially injurious policies win by popular demand.

It’s also worth asking how truly ‘democratic’ elections have become.  Since the 20th century, government has become so complex that many policy decisions are two steps removed from the ballot box, with legislators ceding control to specialized regulators.  In the United States, the wide-ranging administrative and regulatory state nearly amounts to a fourth, unelected branch of government.  Critics of the European Union have long pointed to a ‘democratic deficit’ within the growing EU institutions.  Despite a growing role for the elected European Parliament and perhaps a more representative era in selecting the European Commission, the key decisions of European integration (including the creation of the single market and monetary union) were made more by treaty than at the ballot box.

Mubarakization watch: Egypt referendum results

For the record, the results of last week’s constitutional referendum are in — voters approved Egypt’s new constitution by a margin of 98.13% to 1.87%, though on a turnout of just 38.6%. egypt_flag_new

With the opponents of the new constitution boycotting the vote, including the supporters of Morsi and the Muslim Brotherhood, the lopsided margin makes some sense.  The turnout was higher than the 32.9% recorded for the December 2012 constitutional referendum hastily organized to approve the Islamist-friendly constitution promulgated by former president Mohammed Morsi, and it’s only a little lower than the 41.9% turnout in the March 2011 constitutional referendum when optimism ran highest after the collapse of the regime of former president Hosni Mubarak.

But it’s not a great sign for Egyptian democracy that such wide majorities endorsed two very contradictory visions for Egypt’s constitution within the same 13-month period.  It’s also not a great sign that the ‘July 3’ regime, the military government that ousted Morsi last summer and headed by interim president Adly Mansour and defense minister and armed forces chief Abdel-Fattah El-Sisi, dispersed and harassed opponents of the new constitution in the days leading up to the vote.  By most accounts, the current government hasn’t been as heavy-handed as the Mubarak regime in the 2005 and 2010 votes, which amounted to show elections, but that’s setting the standard for Mansour and El-Sisi fairly low.

Amnesty International on Wednesday harshly condemned the military regime’s use of force and the infringement of human rights since taking power seven months ago.  The interim government has repeatedly used lethal force to break up protests, largely in support of the Morsi regime.  In a world where the government continues to refuse to allow the Muslim Brotherhood to compete freely and fairly, though, a cloud of doubt will hang over not only the constitutional referendum, but the next two sets of elections.

It’s worth noting that the new constitution marks an improvement in some areas over the 2012 constitution that Morsi pushed through (after initially trying to take dictatorial powers in November 2012) — it theoretically holds Egypt to the standard of international treaties on human rights, takes a zero-tolerance approach to torture, reduces the role of Islam in governance, and improves women’s rights and the rights of religious minorities.

Egypt’s constitutional referendum enshrines re-Mubarakization

That’s the number of the Egyptians who voted to ratify Egypt’s new constitution in December 2012 — at 68.8% of the electorate, it constituted more than enough votes to enact it, thereby promulgating the Muslim Brotherhood’s Islamist vision of constitution reform in the world’s largest Arab country a new constitution.

The turnout in the March 2011 constitutional referendum was even higher.  In that vote, 14.2 million Egyptians (77.3% of the electorate) approved changes to the previous constitution that were designed to launch a more democratic and representative government by the Supreme Council of the Armed Forces that effectively took control after the fall of former president Hosni Mubarak in February 2011.

So as Egyptians vote today (and tomorrow), it will be the third such post-Mubarak constitutional referendum.

It’s the first vote since the July 2013 military coup that pushed Mohammed Morsi, Egypt’s first elected president, from power.  Its passage is all but assured, in light of the arrest or dispersion of many opponents of the new constitution:

“I am telling them, they will be faced with force, decisiveness and strength never seen before,” interior minister Mohammed Ibrahim said on state TV on Monday. “Everyone rest assured, we are watching your back”… State television showed Ibrahim on Monday inspecting some of the 350,000 police and army personnel, including special forces and paratroopers backed by armored vehicles and helicopters, currently being deployed to streets across the country to secure the polls and encourage a high turnout.

That’s not the most reassuring statement that the referendum will be an incredibly free and fair election.  Nonetheless, the referendum is seen as the first step in a series of elections that will mark Egypt’s ‘transition’ from military rule to a more lasting democracy.  The current atmosphere augurs poorly for future elections set to take place later this year.  Under the constitutional reforms, Egypt’s interim government will have three months from the date of the new constitution’s enactment to call either parliamentary or presidential elections, with the other elections to follow within six months from the date of enactment.  That means by the summer, Egypt should have both an elected president and an elected legislature.

Despite a genuinely robust marketplace of political actors in Egypt today, the constitutional process seems less like a real transition than a stitch-up for Abdel-Fattah El-Sisi to become Egypt’s next president.  El-Sisi (pictured above), who’s currently the minister defense and head of the armed forces, last week indicated he is edging ever closer to a formal run for the Egyptian presidency later this year.  While El-Sisi is a charismatic figure with genuine popularity throughout Egypt, it’s hard to believe that he represents much more than Mubarak 2.0 — a strongman willing to sustain a crackdown on Egypt’s Muslim Brotherhood.

More troubling is that hardly anyone in the past three regimes — the initial post-Mubarak SCAF government, the Islamist Morsi government, or the current military government — have prioritized Egypt’s crumbling economy.  Poor employment options for a young populace and stagnant economic growth were factors in the initial 2011 protests, but the economic situation has worsened over the past three years as Egypt’s political crisis has deepened.

El-Sisi’s closest competition — and perhaps the greatest hope for a civilian Egyptian government in 2014 — is Hamdeen Sabahi, a leftist, nationalist, neo-Nasserite figure who rose to prominence in the 2012 presidential election.  Though Sabahi actually won the highest number of votes in Cairo, he very narrowly trailed the two frontrunners, Morsi and former air force commander Ahmed Shafiq, thereby missing the subsequent runoff.  Sabahi, who formed the Egyptian Popular Current (التيار الشعبي المصري) in 2012, has allied with the wider umbrella group of secular liberals, the National Salvation Front (جبهة الإنقاذ الوطني‎) that’s headed by Mohamed ElBaradei.  Sabahi firmly opposed Morsi and initially supported Morsi’s removal, but he’s also indicated that he believes El-Sisi should remain within the military.  Given El-Sisi’s rising popularity and control of the current government, it’s difficult to know if Sabahi (or anyone for that matter) has the political power to defeat the general if he progresses with a presidential bid.

14 potential game-changers for world politics in 2014

Though I rang in the new year with a list of 14 world elections to watch in the coming year (and 14 more honorable mentions to keep an eye on), I wanted to showcase a few more thoughts about what to watch for in world politics and foreign affairs in 2014.

Accordingly, here are 14 possible game-changers — they’re not predictions per se, but neither are they as far-fetched as they might seem.  No one can say with certainty that they will come to pass in 2014.  Instead, consider these something between rote predictions (e.g., that violence in Iraq is getting worse) and outrageous fat-tail risks (e.g., the impending breakup of the United States).

14 in 2014: Scotland independence referendum

Separatists from Québec to Barcelona will be watching Scotland’s historic vote on independence in the autumn, which could end over three centuries of union between Scotland and England, bringing the United Kingdom as we know it to an end.

Scottish nationalists, buoyed by the economic hopes of North Sea oil, have increasingly floated the idea of independence since the 1970s.  Scotland’s rift with Tory prime minister Margaret Thatcher in the 1980s only alienated the country further from Westminster, and the election of Labour prime minister Tony Blair in 1997 led to the devolution of many Scottish domestic matters to a new regional parliament at Holyrood.  Since 2007, the Scottish government has been led by the Scottish National Party (SNP) and first minister Alex Salmond.  In the most recent May 2011 Scottish elections, the SNP was so popular that it won a majority government — a feat that the Scottish electoral system was specifically designed to avoid.

Salmond and his popular deputy first minister Nicola Sturgeon will lead the ‘Yes’ campaign for Scottish independence following the agreement that Salmond and British prime minister David Cameron struck in March 2013 on the referendum’s date and its terms.  Proponents are likely to paint a vision of Scotland as an independent nation that has more in common with the Nordic welfare states than with Anglo-American capitalism.  Though Scotland’s 5.3 million residents comprise just around 8.4% of the total UK population, Scotland has retained a proud and distinct culture and a discrete linguistic and intellectual tradition, and it veers politically to the left of England.

Cameron, the leader of the center-right Conservative Party, will help lead the ‘No’ campaign, which has already been christened the ‘Better Together’ campaign.  But the relative unpopularity of Cameron and the Tories in Scotland means that he’ll need help from the centrist Liberal Democratic Party and the center-left Labour Party.  In particular, Alistair Darling, the former Labour chancellor of the exchequer under prime minister Gordon Brown (both of whom are Scottish) is chairing the ‘Better Together’ effort.  Although the ‘No’ campaign will try to convince Scots that they are, in fact, better off staying in the United Kingdom, it will also point to obstacles that an independent Scotland could face.  Chief among those obstacles might be Scotland’s position in the European Union — although Scots are generally more pro-EU than their English counterparts, it’s not clear whether an independent Scotland would automatically join the European Union or would be forced to apply for readmission.  Scotland would also face protracted negotiations with England (or perhaps the ‘United Kingdom of England, Wales and Northern Ireland’) over splitting the current UK debt burden, as well as defense, currency, immigration, citizenship and other myriad arrangements.

Polls show that Scottish voters today oppose independence — around 40% to 55% of voters would vote ‘No,’ and just around 25% to 35% would vote ‘Yes.’  But the campaigns won’t hit top speed until later in 2014 after the UK vote to elect members to the European Parliament.

In refusing Catalan vote, Rajoy risks isolating himself and Spain’s future

Catalan regional president Artur Mas called early regional elections for November 2012 for the express purpose of winning a mandate behind the call for greater autonomy and/or independence for Catalunya.  That didn’t work out so incredibly well for Mas and his autonomist center-right Convergència i Unió (CiU, Convergence and Union), which lost 12 seats in the 135-member Catalan parliament, and was forced to form a unity government with the pro-independence, leftist Esquerra Republicana de Catalunya (ERC, Republican Left of Catalunya).  Nonetheless, the election largely ratified the strength of the Catalan separatists, who control 87 seats to just 48 for Catalunya’s federalist parties. catalanmap

Three months ago, on September 11 — upon the celebration of Catalan national day — nearly 400,000 Catalan citizens formed a human chain stretching from the Pyrenees to the coast to emphasize just how fervently they support their right to self-determination.

Rajoy, much to his discredit, has ignored those Catalans, and Mas’s government has now set November 9, 2014 as the date for a referendum on Catalan independence — with or without the Spanish federal government’s blessing — after a vote last Thursday in the Catalan parliament that enjoyed the universal support of Mas’s Convergence and Union, the Republic Left and the Iniciativa per Catalunya Verds (ICV, Initiative for Catalonia Greens).  Rajoy (pictured above) and his justice minister Alberto Ruiz-Gallardón (pictured below) have made clear that not only is a referendum unacceptable under the Spanish constitution, but that they won’t be coerced into negotiating with Mas over devolving greater power (and funds) back to Catalunya, one of the wealthiest regions in Spain.  With over 7.5 million people, the region account for one-fifth of Spain’s economic output.

If the vote actually goes ahead next November (and there’s some reason to believe that Mas is bluffing), it could constitute the most severe constitutional crisis since Spain’s return to democracy in the late 1970s.

To some degree, it’s easy to sympathize with Rajoy.  Though he took office just over two years ago when the center-right Partido Popular (the PP, or the People’s Party) ousted the center-left government headed by José Luis Zapatero and the Partido Socialista Obrero Español (PSOE, Spanish Socialist Worker’s Party) in November 2011, Rajoy’s popularity has plummeted as he’s pushed Spain through higher taxes and budget cuts.  That fiscal adjustment is plausibly both the cause and effect of a cycle of economic depression that’s left Spain reeling, including an unemployment rate of 26.6% that may be peaking only after five years of GDP contraction.  Spanish finances remain in tatters, despite the budgetary efforts of both the Zapatero and Rajoy governments, and Rajoy simply can’t afford to send more euros to Barcelona.  It’s not difficult to see the slippery slope that would begin once Rajoy starts negotiating with Rajoy over Spanish federalism.  An equally pro-autonomy regional government in Euskadi (Basque Country), which is also wealthier than the Spanish average, will be sure to follow with their own demands.  Other regions, like Galicia and Andalusia, the latter one of Europe’s most economically forlorn, might also make demands for stimulus.

It’s equally easy to see the naked political game that Mas is playing.  You need only look to the way that the referendum will be structured — Catalans will first be asked, ‘Do you want Catalonia to be a state?’ Those who agree with the first question will subsequently be asked, ‘Do you want Catalonia to be an independent state?’  The vote will be an easy way for Catalans to register their disapproval with Madrid without taking the kind of steps that could truly rupture Catalunya from Spain and that could leave Catalunya as an independent country outside the European Union (if only temporarily).  Mas is clearly using the referendum as a game to strengthen his hand vis-à-vis negotiations with Rajoy and, perhaps, to maximize his own standing within the Catalan electorate.  Some relatively moderate voices within the CiU coalition have even said that the referendum should only be held if it’s ultimately deemed ‘legal’ by Madrid.  The shell game of posing two questions to determine whether Catalunya should be a state or an independent state conveniently blurs the line of independence — it’s such a cynical ploy that it’s hard to take Mas seriously as a statesman, despite the legitimate sentiment of millions of pro-independence Catalans.
