Sirisena easily wins Sri Lankan presidency

Former health minister and one-time ally Maitripala Sirisena easily defeated two-term incumbent Mahinda Rajapaksa, who called a presidential election two years early. Hoping to take advantage of a scattered opposition, Rajapaksa believed he would slide to an easy reelection to a third six-year term. Instead, Sirisena, the general secretary of Rajapaksa’s own party, the Sri Lanka Freedom Party (SLFP, ශ්‍රී ලංකා නිදහස් පක්ෂය), promptly resigned as Rajapaksa’s minister and led 25 SLFP members of the Sri Lankan parliament into the opposition coalition, upending what Rajapaksa thought would be a cakewalk.

Despite the fact that, like Rajapaksa, Sirisena comes from the country’s Sinhalese majority and practices Buddhism, he won significant support from Tamil-speaking Moors (who practice Islam) and Tamils (who practice Hinduism). That, in tandem with the support of a significant set of elites and Sinhalese voters who had soured on Rajapaksa’s decade-long rule, was enough to deliver to him 51.28% of the vote, versus just 47.58% for Rajapaksa.

In the space of six weeks, Sirisena has gone from the general secretary of the SLFP and top minister in the Rajapksa government to the president-elect and head of the titular coalition led by the opposition United National Party (UNP, එක්සත් ජාතික පක්ෂය), which traditional draws more support from Tamil-speaking minorities and which also embraces a more free-market liberal and center-right ideological persuasion.

Despite ominous warnings that Rajapaksa would deploy the military if he lost the election, the incumbent stepped down and moved out of the presidential palace, Temple Trees, immediately, paving the way for what could be a surprisingly easy and peaceful transfer of power for a country where elections and politics often collide in violence.

While Sirisena is the clearest winner of Thursday’s vote, Indian prime minister Narendra Modi is nearly as much of a winner. That’s because Sirisena is expected to strengthen ties with India at the expense of the People’s Republic of China. Increasingly, Rajapaksa looked to Beijing, not New Delhi, for international support, including billions in soft loans from the Chinese government, which in turn looked to Sri Lanka as its foothold in south Asia and the Indian Ocean. No longer. Sirisena has pledged to cancel several Chinese development projects that had become increasingly controversial.

Putin tops world power rankings

It’s far from scientific, but less than 24 hours after Republicans appeared to defeat US president Barack Obama in midterm congressional and gubernatorial elections, Russian president Vladimir Putin defeated him to the top spot on Forbes‘s 72 Most Powerful People in the World.USflagRussia Flag Icon

The rankings don’t really mean that much in the grand scheme of things, of course.

The Forbes rationale?

We took some heat last year when we named the Russian President as the most powerful man in the world, but after a year when Putin annexed Crimea, staged a proxy war in the Ukraine and inked a deal to build a more than $70 billion gas pipeline with China (the planet’s largest construction project) our choice simply seems prescient. Russia looks more and more like an energy-rich, nuclear-tipped rogue state with an undisputed, unpredictable and unaccountable head unconstrained by world opinion in pursuit of its goals.

Hard to argue with that, I guess.

But the rankings represent a nice snapshot of what the US (and even international) media mainstream believe to be the hierarchy of global power. Though I’m not sure why Mitch McConnell, soon to become the U.S. senate majority leader, isn’t on the list.

So who else placed in the sphere of world politics this year?

  • Obama ranked at No. 2 (From the Forbes mystics: ‘One word sums up his second place finish: caution. He has the power but has been too cautious to fully exercise it.’).
  • Chinese president Xi Jinping, who took office in late 2012 and early 2013, ranked at No. 3. (Tough break for the leader of the world’s most populous country!)
  • Pope Francis, ranked at No. 4, even though Argentina lost this year’s World Cup finals to Germany.
  • Angela Merkel, ranked at No. 5, third-term chancellor of Germany and the queen of the European Union.
  • Janet Yellen, ranked at No. 6, the chair of the US Federal Reserve.
  • Mario Draghi, ranked at No. 8, the president of the European Central Bank.
  • David Cameron, ranked (appropriately enough) at No. 10, the Conservative prime minister of the United Kingdom, who faces a tough reelection battle in May 2015.
  • Abdullah bin Abdul Aziz Al Saud, No. 11, the king of Saudi Arabia.
  • Narendra Modi, No. 15, India’s wildly popular new prime minister.
  • François Hollande, No. 17, France’s wildly unpopular president.
  • Ali Khamenei, No. 19, Iran’s supreme leader, especially as Iranian nuclear talks come to a crucial deadline this month.

Four lessons as Modi wave extends to Maharashtra, Haryana

Voters in two of India’s largest states elected regional assemblies last week on October 15 — in Maharashtra and Haryana.India Flag Icon

In both cases, the conservative, Hindu nationalist Bharatiya Janata Party (the BJP, भारतीय जनता पार्टी) will take power of state government for the first time in Indian history in what was the first major electoral test for prime minister Narendra Modi (pictured above), who swept to power nationally in May after promising to bring a new wave of economic prosperity, reform and good governance to India.

In Maharashtra, India’s second-most populous state, with over 112 million people, and home to Mumbai, India’s sprawling financial and cultural center, the BJP won a plurality of the vote and the largest number of seats in the 288-member regional assembly, where it will form a coalition government with either its longtime ally, the far-right, Marathi nationalist Shiv Sena (शिवसेना) or a more intriguing option, the center-left Nationalist Congress Party (NCP, राष्ट्रवादी कॉँग्रस पक्ष), which unexpectedly offered to support a BJP government shortly after the results were announced on October 19:

In Haryana, a state with just 25.4 million people, which forms much of the hinterland of New Delhi, the BJP won an outright majority of seats in the 90-member legislative assembly:

There are at least four narratives about what happened in these two absolutely pivotal state elections, the first since India’s national election cycle in April and May. Keep in mind that, together, the two states have a population of 137 million, larger than Japan.

The first narrative confirms the BJP’s political dominance in the honeymoon period of the Modi era. The second narrative is its direct analog, the post-independence nadir of the Nehru-Gandhi family and the chief opposition party, the Indian National Congress (Congress, भारतीय राष्ट्रीय कांग्रेस).

The third narrative, with almost as much national importance as the first two, is the rift between the BJP and its longtime ally, Shiv Sena, and the possibility that Shiv Sena will be shut out of the next Maharashtra government.

The fourth and final narrative has to do with India’s third parties, especially as the election relates to the anti-corruption Aam Aadmi Party (AAP, आम आदमी की पार्टी, Common Man Party), which didn’t even bother contesting the Haryana elections and may soon lose its one-time grip on Delhi’s government. Modi showcases newly muscular Indian foreign policy

Indian prime minister Narendra Modi took power less than five months ago, but he’s already made five major world visits, including to Japan, to the BRICS summit in Brazil and this week, Modi is sweeping through an action-packed five-day visit to the United States.India Flag Icon

His current visit to New York and Washington has the air of triumph about it, and his speech to nearly 19,000 fans at Madison Square Garden certainly marks one of the very few times that a foreign leader has drawn such genuine support from an American audience. It’s all the more amazing, given that for much of the last decade, the US government refused Modi a visa to travel to the United States, due to his questionable role in the 2002 Hindu-Muslim riots, which took place four months after Modi became the chief minister of Gujarat state.

India’s foreign relations with major world powers like the United States, Russia and China aren’t always easy, and its relationships with other south Asian neighbors, especially Pakistan, can often be downright frosty.

Nevertheless, there are at least two reasons why Modi has such a strong opportunity to maximize India’s role on the world stage today — and none of it has to do with India’s economy, which is growing far slower than it needs to sustain truly transformational gains.

The first is the world’s growing multipolarity, which must seem especially multipolar from New Delhi’s view. Neighboring China is poised to become the world’s largest economy within a decade. India also has longstanding ties with Russia dating to the Soviet era that are now especially relevant as Russian president Vladimir Putin reasserts his country’s might in its ‘near-abroad.’ That makes cooperation with India, the world’s second-most populous country, a strategic advantage for any major power, and it gives India considerable leverage.

The second is the nature of Modi’s election in May. With 336 seats in the Lok Sabha (लोक सभा), the lower house of the Indian parliament, Modi’s Bharatiya Janata Party (the BJP, भारतीय जनता पार्टी) has the strongest majority and boldest mandate than any Indian government since 1984. While no one knows whether Modi can use that strength to revitalize India’s public sector and institute reforms to boost its private sector, the magnitude of his victory forced the world to take notice. If, as Modi promises, he can introduce robust economic reforms, a more liberalized Indian economy could birth a lucrative market of over 1.25 billion consumers, especially if Modi can lift India’s poor into a middle-class standard of living.

When Modi appointed Sushma Swaraj (pictured above earlier today with Modi, former US president Bill Clinton and former US secretary of state Hillary Clinton), the former leader of the Lok Sabha, as India’s new external affairs minister, it was a gesture of respect for an ally of the BJP old-guard leaders, such as LK Advani, who have largely been pushed aside in the Modi era. But it should have also been a sign that Modi, known for his micromanaging style, would take a hands-on approach to foreign policy.

Given the emphasis that Modi placed on good governance and economic reform, it might be surprising that he’s spent so much time in his first five months on international relations. Modi has so far been cautious on economic policy — for example, his first budget in July featured far more continuity than rupture, disappointing some of his booster.

So what do five months of Modi’s foreign policy tell us about what we might expect over the next five years?

Plenty — especially on the basis of his international efforts as Gujarat’s 13-year chief minister.

Here’s a look at how Modi’s efforts in reaching out to five other global powers already provide strong hints to the Indian prime minister’s worldview, and how we might expect India to engage the rest of the world for the foreseeable future. Jayalalithaa scrambles India’s southern regional politics

It says something about the strength of India’s democracy that a regional leader who controls the third-largest bloc of MPs in the Lok Sabha (लोक सभा), the lower house of the Indian parliament,  and who has developed something of a personality cult as chief minister of her home state of Tamil Nadu, can fall from power broker to convicted felon in the blink of an eye.India Flag Icon

So it goes for Jayalalithaa (pictured above), a former star of Tamil cinema, who has towered over Tamil Nadu’s politics for the past three decades — she first served as chief minister from 1991 to 1996, again for four months in 2001, from 2002 to 2006 and, most recently, since May 2011 regional elections, when her party, the AIADMK (All India Anna Dravida Munnetra Kazhagam) won a landslide victory. She is known throughout the state as Amma, a Tamil word for ‘mother.’

With over 72 million people, Tamil Nadu is the sixth-most populous in India, and it has a population equivalent to Turkey’s. Its Tamil-speaking population also makes it unique among India’s states as a key cultural link with Sri Lanka, the island nation to India’s southeast.

In the most recent national elections in April and May 2014, her party won 37 out of 39 constituencies in the state of Tamil Nadu, a rare performance in withstanding the electoral wave that brought prime minister Narendra Modi’s Hindu nationalist Bharatiya Janata Party (the BJP, भारतीय जनता पार्टी) its biggest mandate, by far in Indian history.

But on Saturday, Jayalalithaa’s luck ran out when a Karnataka-based court sentenced her to a four-year jail term in a corruption case that resulted, suddenly, in her demotion from office. The court found Jayalalithaa guilty in a ‘disproportionate assets’ case, essentially convicting her for illegally obtaining up to 530 million rupees (around $8.7 million) in unexplained income. That forced her to step down immediately as chief minister and report to prison, though she’ll have an opportunity to appeal the verdict.

She is now the first sitting chief minister to be found guilty of corruption charges.

If the conviction holds, it will be a rare victory for anti-corruption reformers in India. Among the strongest regional politicians, few are as powerful or as popular as Jayalalithaa. That give the case national importance. If the Indian judiciary can hold to account someone like Jayalalithaa, whose face plasters billboards, subsidized food halls and even bottled water in Tamil Nadu, no one in India can credibly believe that she (or he) is above the law. It’s a powerful precedent, and it’s a sign to global investors of the growing strength of Indian legal institutions.

Pakistan’s Sharif caught between opposition and military

Amid the chaotic urban anarchy of Karachi and the lawlessness of tribal border areas near Afghanistan, it’s rare that Islamabad becomes the central focus of political instability in Pakistan.Pakistan Flag Icon

But that’s exactly what’s happening this week in the world’s sixth-most populous country, and if protests against Pakistani prime minister Nawaz Sharif explode into further unrest, it could trigger a constitutional crisis or even a military coup. That Pakistan’s fate is now so perilous represents a serious step backwards for a country that, just last year, marked the completion of its first full five-year term of civilian government and a democratic transfer of power.

Imran Khan (pictured above), the leader of the Pakistan Tehreek-e-Insaf (PTI, پاکستان تحريک انصاف, translated as the Pakistan Movement for Justice), is leading protests in the Pakistani capital calling for Sharif’s resignation relating to allegations of voter fraud in last year’s national elections. Sharif, in turn, is pressuring the country’s powerful military to guarantee order in Islamabad and the ‘red zone’  — a highly fortified neighborhood where many international embassies and the prime minister’s house are located and where Khan and his supporters have threatened to march if Sharif refuses to step down. Khan has increasingly escalated his demands, and he now seems locked in a high-stakes political struggle with Sharif that could end either or both of their careers.

In last May’s parliamentary elections, Sharif’s conservative, Punjab-based Pakistan Muslim League (N) (PML-N, اکستان مسلم لیگ ن) ousted the governing center-left, Sindh-based Pakistan People’s Party (PPP, پاکستان پیپلز پارٹی‎). Khan’s anti-corruption party, the PTI, won 35 seats, the second-largest share of the vote nationally, and the largest share of the vote in regional elections in Khyber Pakhtunkhwa, the northwestern border region near Afghanistan that is home to nearly 22 million Pakistanis, largely on the strength of Khan’s denunciation of US drone strikes on the region. Though Khan and the PTI hoped for a better result, it was nevertheless their best result by far since Khan entered politics in 1996.

Earlier this week, Khan directed his party’s legislators to resign from of the national assembly and three of the four regional assemblies. (The PTI wouldn’t, after all, be resigning its seats in Khyber Pakhtunkhwa, where it controls the government).

Khan’s protests dovetail with similar protests led by Muhammad Tahir-ul-Qadri (pictured above), a Sufi cleric and scholar who leads a small but influential party, the Pakistan Awami Tehreek (PAT, پاکستان عوامي تحريک, translated as the Pakistan People’s Movement). Like Khan’s PTI, the PAT is an anti-corruption and pro-democratic party. Tahir-ul-Qadri, who returned to Pakistan in 2012 after living for seven years in Toronto, has been described as the ‘Anna Hazare’ of Pakistan, in reference to the Hindu social activist who’s fought against corruption in India, and he protested the PPP with equal gusto.

Early Thursday, there were hopes that negotiations among the parties could relieve the political crisis’s escalation, if not wholly end it. But it’s more complicated that, because of the delicate role that the military still plays in the country’s affairs.

Will Prabowo Subianto become Indonesia’s next president?

In Indonesia’s presidential race, it’s the young Jakarta governor who has to assure voters he’s a Muslim and not, as the dirty-trick accusations suggest, a secret Christian.

With the campaign to elect Indonesia’s next president in full gear, everyone assumed that the political phenomenon that is Widodo (know universally in Indonesia as ‘Jokowi’) would easily win on July 9.

Though the race was invariably set to tighten, it’s now a toss-up — and Prabowo Subianto (pictured above), a Suharto-era ‘military strongman,’ may yet manage to steal an election that’s long been considered Jokowi’s to lose.

Jokowi’s meteoric rise began with his surprise election as Jakarta’s governor in September 2012. Since then, he’s accomplished an astonishing amount of policy reforms, including the implementation of a universal health care program for Jakarta.

Going into the April parliamentary elections, the Indonesian Democratic Party of Struggle (PDI-P, Partai Demokrasi Indonesia Perjuangan) named Jokowi as its presidential candidate, ending months of speculation with an announcement designed to maximize  excitement over Jokowi’s presumed candidacy — and also foreclosing the possibility that former president Megawati Sukarnoputri would make a third consecutive run.

Though the PDI-P won the April elections, it didn’t do nearly as well as polls indicated, garnering just 18.95% of the vote, narrowly leading Golkar (Partai Golongan Karya, Party of the Functional Groups), the vaguely liberal party founded by Indonesia’s late 20th century strongman, Suharto. Golkar continues play a strong role in Indonesian politics today, most recently as the junior partner in the government led by Susilo Bambang Yudhoyono (‘SBY’) since 2004.

Yudhoyono is term-limited after winning the 2004 and 2009 presidential elections in landslide victories, though he’ll leave office with somewhat mixed ratings. His own party, the Partai Demokrat (Democratic Party) won just 10.2% in the April legislative elections, falling to fourth place overall. 

Golkar, in turn, only narrowly outpaced Prabowo’s party, the nationalist Gerindra (Partai Gerakan Indonesia Raya, the Great Indonesia Movement Party), which he formed in 2008 when he left Golkar, hoping to use a new party vehicle to power his own 2009 presidential run.

For much of 2013, earlier this year, and even after the parliamentary elections, Jokowi led every poll survey in advance of the July 9 election. But Prabowo, age 62, has hammered against Jokowi, age 53, for his relative inexperience, chipping away at what’s perhaps Jokowi’s chief strength — his novelty, reformist instincts, and the lack of any trace of corruption.

Prabowo is neither novel nor reformist nor corruption-free.

He’s a battle-toughened veteran of Indonesian politics, who has shifted from one alliance to another over the past decade.

Some critics argue that he’s essentially ‘Suharto 2.0’ — or worse.

Most publicly available polls from May and early June still show Jokowi with a lead, sometimes even with a double-digit lead. But there’s a sense that, as the parties engaged in post-April elections over alliances and running mates, and as Prabowo and Jokowi have engaged on the campaign trail and in three of five scheduled presidential debates, the race is tightening — and the momentum is with Prabowo. Dirty tricks, including rumors that Jokowi is Christian and that Jokowi is Chinese, have marked the campaign in its final weeks.

it’s hard to know exactly where the candidates stand because polling is still unreliable in Indonesia and, moreover, there’s been a lack of recent polls from more reliable pollsters. But a poll taken between June 1 and 10 by the DC-based International Foundation for Electoral Systems and the Indonesian Survey Institute found 42% of Indonesian voters support Jokowi and 39% support Prabowo, with 19% undecided. Other pollsters are rumored to have withheld polling that shows Jokowi’s lead sharply narrowing or, in some cases, a Prabowo lead.

In opposition since leaving Golkar six years ago, Prabowo has powered Gerindra into a force in Indonesia with a platform of populist rhetoric high on economic nationalism in a country with particular anxiety about global markets since the 1997-98 Asian currency crisis that caused a 13% contraction in the Indonesian economy in 1998, precipitating Suharto’s downfall after three decades in power.

So far, so good? A look at Modi’s first weeks as India’s PM

It’s been just over a month since the historic election that vaulted Narendra Modi to the top of India’s government, and he took office on May 26, nearly four weeks ago.India Flag Icon

So how has his tenure as India’s prime minister gone so far?

Fairly smoothly, though of course it’s still far too soon to tell just whether Modi (pictured above with Bhutanese prime minister Tshering Tobgay), ushering in a new government with the slogan of ‘minimum government, maximum governance,’ can achieve the transformational economic and other policy achievements.

With his first day in office, Modi made global headlines by inviting Pakistani prime minister Nawaz Sharif to attend his swearing-in ceremony, which saw the two regional leaders hold closed-door discussions on Modi’s second day in office.

On June 1, his government marked the relative seamless creation of the new state of Telangana, out of what was formerly a much larger Andhra Pradesh, and the rise of its first chief minister Kalvakuntla Chandrashekar Rao (known as ‘KCR’), though KCR is already making headlines for his blunt approach to press freedom.

Modi has already started to outline his economic policy priorities, which will kick off with a concerted effort to lower inflation. His government will unveil its first federal budget in July, but for now, Modi has signalled that he’s willing to deliver tough policy to improve fiscal discipline that will almost certain including cuts to fuel subsidies and further liberalization of India’s economy, especially with respect to foreign investment. That was clear enough from Indian president Pranab Mukherjee’s address to the Indian parliament earlier this week.

But as historic as his inauguration is, which brings to power Modi’s conservative, Hindu nationalist Bharatiya Janata Party (the BJP, भारतीय जनता पार्टी) after a landslide victory in India’s April/May national elections with the largest mandate of any Indian political party since 1984, it’s been eclipsed by the presence of Pakistan prime minister Nawaz Sharif.

It was the first time that a Pakistani leader has ever attended an Indian inauguration, and the handshake between Modi and Sharif is an audacious start for the Modi era. Modi, who has evinced a hawkish line on foreign policy, especially regarding India’s Muslim-majority neighbors, Pakistan and Bangladesh, made the surprising invitation to Sharif late last week. Sharif, much to the world’s surprise, and likely in opposition to hardliners in his own conservative party, the Pakistan Muslim League (N) (PML-N, اکستان مسلم لیگ ن) and within Pakistan’s military and intelligence communities, accepted invitation over the weekend. 

Sharif joins a handful of regional leaders from within the South Asian Association for Regional Cooperation (SAARC) to attend Modi’s swearing-in ceremony, including Sri Lanka president Mahinda Rajapaksa and Afghanistan’s president Hamid Karzai.

Modi’s invitations weren’t without controversy at home — Modi’s hard-right, Hindu nationalist allies in Shiv Sena (SS, शिवसेना) opposed the outreach to Sharif, and Tamil Nadu leaders in both Modi’s National Democratic Alliance (NDA) and Tamil Nadu chief minister Jayalalithaa decried the invitation to Rajapaksa.

But Modi’s mandate is so sweeping that he has enough political capital to do just about whatever he wants, no matter what his allies think. Modi’s hawkish reputation, in combination with his parliamentary majority, could give him the space to pursue the kind of closer economic ties that have eluded prior Indian governments. A state-by-state overview of India’s election results

It quickly became clear early on Friday morning across India that Narendra Modi and his Hindu nationalist Bharatiya Janata Party (the BJP, भारतीय जनता पार्टी) were headed for a historical victory in India’s national elections, which took place across nine separate phases between April 7 and May 12. India Flag Icon

But to really understand the impact of the victory, it’s important to delve into the results on a state-by-state level. Where did the BJP massively exceed expectations? Where did it fall short? Where did regional leaders keep the ‘Modi wave’ at bay? Where did regional leaders fail? Each state tells us something about the future shape of India’s new political reality in New Delhi and about the future of state governance, which, after all, represents the most important level of government for most Indians, even in the Modi era.

For the record, here are the final results:

The BJP, together with its allies in the National Democratic Alliance (NDA) won 336 seats in the Lok Sabha (लोक सभा), the House of the People, the lower house of India’s parliament. It’s the largest mandate that any Indian party/coalition has won since 1984.

The ruling Indian National Congress (Congress, भारतीय राष्ट्रीय कांग्रेस) and its allies in the United Progressive Alliance (UPA) won just 58 seats. Not only did the Congress suffer the worst defeat of its history under the leadership of Rahul Gandhi, the great-grandson of India’s first post-independence prime minister Jawaharlal Nehru, it’s the first time that a non-Congress party has won an absolute majority in the Lok Sabha.

India’s election results: Modi wave largest mandate since 1984

Narendra Modi, Gujarat’s chief minister, has led the Hindu nationalist Bharatiya Janata Party (the BJP, भारतीय जनता पार्टी) to its best-ever victory. In India’s post-independence history, it’s the first time that the BJP — or any party — has won an absolute majority other than the  Indian National Congress (Congress, भारतीय राष्ट्रीय कांग्रेस).

Conversely, the Congress, the party of Indian independence and the party of Mahatma Gandhi and Jawaharlal Nehru, has suffered its worst defeat in the history of independent India. After a decade of rule, party president Sonia Gandhi and her son, party vice president Rahul Gandhi, face a long wilderness in the Modi era.

The BJP, by itself, will hold 284 seats, which gives it an absolute majority in the Lok Sabha (लोक सभा). Together with its allies in the National Democratic Alliance (NDA), it will hold 340 seats. That represents the largest mandate that any governing coalition has won since 1984, when Congress won over 400 seats under Rajiv Gandhi, who was waging the fight after his mother, Indira Gandhi, was assassinated by her SIkh bodyguards in the wake of Sikh riots.

It’s not hard to understand why Gujarat chief minister Narendra Modi is leading his Bharatiya Janata Party (the BJP, भारतीय जनता पार्टी) and its allies to a victory that will be the most resounding in Indian history since 1984.India Flag Icon

The truth has been there all along, as Narendra Modi became more than just a potential prime minister. Somewhere along the course of the election campaign and the nine phases of voting that began way back on April 7, Modi became a phenomenon.

Even before he leapt to the national stage, Modi perfected the art of campaigning by hologram, whereby a life-size avatar of Modi could address election rallies in multiple cities simultaneously:

His colorful kurtas — traditional body-length garments for men that Modi often wears with short sleeves — have become a downright fashion statement and have already attracted international attention. Here he is in a great photo from Sonia Paul of The Caravan:

Modi himself has admitted to a bit of cockiness about his fashion:

[Modi] confesses he likes to dress up well, is “god-gifted” in the way of mixing and matching colours and is happy at compliments on his dressing sense…. “Yes, I like to dress up well and stay clean. God has gifted me the sense of mixing and matching colors. So I manage everything on my own. Since I’m god-gifted, I fit well in everything. I have no fashion designer but I’m happy to hear that I dress well.”

Implausibly, as he brags about his 56-inch chest (critics joked it was more like a 56-inch belly), he’s also become something of a sex symbol among a certain segment of India’s population.

But when, as now seems inevitable, he becomes India’s next prime minister, the entire world will turn its attention to one of the oddest — and compelling — characters in international politics today.

Who’s who in Modi-world: A guide to the next Indian government

In just a few hours, India’s national election results will be released.India Flag Icon

If exit polls (and virtually all polls, leading up to India’s six-week elections) are correct, Gujarat’s chief minister Narendra Modi will have delivered his conservative, Hindu nationalist Bharatiya Janata Party (the BJP, भारतीय जनता पार्टी) and its allies to a potentially historic victory — and an equally historic defeat for the ruling Indian National Congress (Congress, भारतीय राष्ट्रीय कांग्रेस).

Whatever happens when election results are announced, there’s no doubt that Modi led one of the most ‘presidential’ campaigns in Indian history. If the BJP emerges victorious, as expected, it will be a mandate for Modi as much as for the BJP.

The magic number is 272 — if the BJP-led National Democratic Alliance (NDA) can win an absolute majority in the Lok Sabha (लोक सभा), the lower house of the Indian parliament, Modi will certainly be India’s next prime minister, and he’ll likely steer a relatively stable government that should last for its full five-year term.

If the BJP and its allies fall short of 272 seats, while still emerging as the largest bloc in the Lok Sabha, they will also likely form the next government by forging a series of alliances with regional parties, including any of the following:

  • the ruling, Dravidian AIADMK of Tamil Nadu’s chief minister Jayalalithaa;
  • the Uttar Pradesh-based Bahujan Samaj Party (BSP) of former chief minister Mayawati; or
  • the Biju Janata Dal (BJD), which is a former member of the NDA, and is forecast to win both state and Lok Sabha elections in the state of Odisha.

While regional allies might temper the Hindutva tendencies of a stronger BJP government, they might also prevent Modi from enacting the kind of economic reforms that he has promised to unleash greater GDP growth and development and to stymie bureaucratic waste and massive corruption.

In any event, almost every sign indicates that Modi will become India’s next prime minister, and he was already gathering with top BJP officials in Gujarat yesterday planning his new government (pictured below in a photo that Modi tweeted):

So who are the individuals that could become the most important officials in a Modi administration?

Here is Suffragio‘s guide to Modi-world — a list of 25 Indian politicians and leaders who are most expected to play a role in a government that promises to be very different than the current government.

The officials are divided into four categories:

  • the BJP’s ‘old guard,’ which controlled the party in the its first major stint in government between 1998 and 2004;
  • the BJP’s ‘new guard,’ the new generation of leadership with whom Modi is more comfortable;
  • the Gujaratis, the members of Modi’s own inner circle after 13 years of state government; and
  • the allies, those non-BJP party leaders who might be expected to take key roles within the NDA and otherwise in the next government.

Pivoting to Modi: US-India relations in the Modi era

I write tomorrow in The National Interest about US-India relations — why they’re at such a nadir and how they could become even worse under the person that exit polls (and every other piece of evidence) say will become the next prime minister of India, Gujarat’s chief minister Narendra Modi.India Flag IconUSflag

Just six years ago, US president George W. Bush stood beside Indian prime minister Manmohan Singh to hail a landmark nuclear deal that welcomed India into the global nuclear club. Though it foresaw greater technological cooperation between the United States and India, its real power was in demonstrating US respect for the world’s largest democracy — and the world’s second-most populous nation-state.

Much of that goodwill today is gone, unfortunately, and US-India relations could take an even more ominous tumble during a Modi-led government dominated by his conservative, Hindu nationalist Bharatiya Janata Party (the BJP, भारतीय जनता पार्टी).

In brief, Modi (pictured above) will be a much different kind of Indian leader, who isn’t nearly as friendly to Westernization as the English-speaking elites in the ruling Indian National Congress (Congress, भारतीय राष्ट्रीय कांग्रेस). It doesn’t help that Modi was essentially banned from US and European travel for much of the past decade, though US and European officials may have had good cause for shunning Modi on the basis of his role in the 2002 communal riots in Gujarat.

Amid a dizzying amount of political change across Asia, India might prove to be the most difficult challenge for the Obama administration in its final 2.5 years:

But from the U.S. perspective, Modi’s rise could be the most challenging of all. Even though the bilateral relationship is now at its lowest point since Obama took office, its current state could feel warm and fuzzy compared to what lies ahead. Among the priorities of the Obama administration in its final two-and-a-half years, the challenge of restoring strong ties with India should lie at the top of the Asia agenda. No amount of pivoting will matter much if U.S. ties to the world’s largest democracy—and, despite its current stumbles, one of the world’s largest emerging economies—lie in tatters in January 2017.

I argue that the Obama administration needs to find a way to move past the diplomatic kerkuffle of the Khobragade affair that added so much needless tension to the US-Indian relationship, appoint a much stronger ambassador to India than the outgoing envoy Nancy Powell and work to encourage Modi’s instinct for greater economic freedom while discouraging Modi’s possible instinct to restrict India’s religion freedom.

Indian court ruling highlights women’s issues in election campaign

A decision earlier this week by a Delhi court that forcible sex between a husband and wife doesn’t constitute rape highlights an issue that has been increasingly part of India’s policy conversation during this campaign season — violence against women, in particular, and gender equality, more generally. India Flag Icon

The brutal rape and murder of a 23-year old in Delhi in December 2012 caused a national sensation and an outpouring of  sympathy and anger. The governing Indian National Congress (Congress, भारतीय राष्ट्रीय कांग्रेस) was immediately met with calls for legislation designed to increase urban safety for women and to institute stricter criminal penalties for rape. The girl, whose name was initially withheld from media reports, has come to be known by many pseudonyms, the most common of which is ‘Nirbhaya,’ which means ‘fearless one’ in Hindi.

In March 2013, following the conclusions of a panel committee established to consider legal reforms, India’s parliament enacted new, stronger anti-rape laws. Although the laws lengthened jail sentences for rape and related crimes and introduced the death penalty for repeat offenses, they also created new offenses, such as stalking and voyeurism, which weren’t previously illegal. The laws also expand the definition of rape, and they relax some of the burdens required for a conviction — for instance, a victim no longer has to prove physical struggle to show lack of consent.

Critics of the new laws argue that they still aren’t strong enough. For example, marital rape is still not illegal. Moreover, the legal reforms did nothing to address Section 377 of the Indian penal code, which criminalizes same-sex conduct, a statute that the Indian supreme court upheld last December, nor do they particularly address the challenges of transgendered Indians. (Though the Indian supreme court a month ago recognized transgender as a third gender category in a ruling that LGBT advocates hailed as a landmark decision.)

Even as activists worry that the current government’s steps don’t go far enough, they also worry that a government led by Narendra Modi and the conservative, Hindu nationalist Bharatiya Janata Party (the BJP, भारतीय जनता पार्टी) could be even worse. Exit polls, though not incredibly accurate in the past, forecast a strong Modi victory when election results are announced on May 16.
