What is happening in Iraq, Fallujah and al-Anbar province?

So is it 2004 or 2014?  Iraq is once again making headlines, and second-guessing over both George W. Bush and Barack Obama’s performance with respect to the US occupation of Iraq is in the news with the publication of former defense secretary Robert Gates. iraq flag icon

What do you need to know about Iraq these days?  Here’s a list of the top 10 question you probably have about the current turn of events there — and probably more than you wanted to know about the state of governance in Iraq today.

So did terrorists take control of Iraq last weekend?

Not quite.  A group called the Islamic State of Iraq and the Levant (ISIS or ISIL, الدولة الاسلامية في العراق والشام, ad-Dawla al-Islāmiyya fi al-‘Irāq wa-sh-Shām‎), which formerly styled itself as Iraq’s local branch of al-Qaeda, took control last Friday of parts of Fallujah and Ramadi, the two largest cities in al-Anbar province.  There are signs, however, that ISIS may already be retreating from Fallujah, with Sunni tribesmen (particularly loyal to neither the government nor ISIS) now wresting back control of both cities.  Iraq’s Shiite prime minister Nouri al-Maliki signaled earlier this week that he planned on launching a military offensive to retake the city using Iraqi national forces, a move that seems surely to cause even more sectarian tensions between Sunni and Shiite Iraqis.  For those of you who’ve forgotten, al-Anbar, at over 53,000 square miles, is the largest of 19 governorates in Iraq, by far the largest province.  Its population is just 1.56 million of Iraq’s 31 million people, but it forms part of the heart of Iraq’s Sunni population — about 97% of Iraq’s population is Muslim and about one-third of them are Sunni.  Al-Anbar’s geography is even more strategically vital, because it borders much of eastern Syria, northern Saudi Arabia and the northeastern tip of Jordan.

What is ISIS? I thought that was the spy agency in the animated Archer series.

ISIS formed in 2003 as a conglomerate of diverse Sunni groups, largely as a response against the US invasion.  It fairly quickly pledged allegiance to al-Qaeda and soon even became as al-Qaeda in Iraq, and it had its heyday between 2004 and 2006, when US forces killed its leader Abu Musab al-Zarqawi.  But ISIS’s modern iteration only really emerged in spring 2013, when it started making mischief in northern Syria, and the Syrian cities of Homs and Aleppo.  ISIS, like most hardcore Salafist groups, wants to institute sharia law throughout the Middle East, and ISIS’s leaders dream of creating a new caliphate that stretches from Arabia to central Africa.  More realistically, it’s now fighting for dominance in northern Syria and Sunni-dominated western Iraq.  Western media outlets are quick to proclaim this weekend’s turn of events as ‘al-Qaeda regains ground,’ but ISIS is really more interested in holding power in Iraq and Syria than in exploding planes into buildings in New York City.  Its current leader is Abu Bakr al-Baghdadi, is still sympathetic to al-Qaeda’s wider anti-American goals, though, and that’s earned him a $10 million bounty, courtesy of the US state department.

Why is Fallujah such a big deal, anyway?

Fallujah holds an important symbolic value because it was the hub of the Sunni counterinsurgency early in the US occupation of Iraq and, in 2004, it became the site of some of the heaviest fighting during the US occupation.  One story about Fallujah in National Journal this week managed to quote seven Americans (and not a single Iraqi citizen) about the costs of Fallujah’s recent tumult, and an NPR piece noted that many US veterans are crestfallen that their sacrifices a decade ago may have been for naught.  That tells you just how important Fallujah is in the narrative of the US involvement in Iraq.

After the first battle of Fallujah in April 2004, US forces were actually forced by insurgents to withdraw, though in the second battle in November 2004, US troops finally took the city, but not without a year or two of further guerrilla attacks.  The two battles of Fallujah were responsible for some of the highest casualties of the Iraq War, though many more Iraqis died (some by the controversial use of white phosphorus) than US or allied troops.

The city, which lies on the banks of the Euphrates River, is just 69 kilometers away from Baghdad and, taken together with Ramadi, the capital of al-Anbar governorate, comprises one of the chief Sunni-majority cities in Iraq.  Deposed president Saddam Hussein took extra special care to keep Fallujah in his good graces between 1979 and 2003.

14 potential game-changers for world politics in 2014

Though I rang in the new year with a list of 14 world elections to watch in the coming year (and 14 more honorable mentions to keep an eye on), I wanted to showcase a few more thoughts about what to watch for in world politics and foreign affairs in 2014.

Accordingly, here are 14 possible game-changers — they’re not predictions per se, but neither are they as far-fetched as they might seem.  No one can say with certainty that they will come to pass in 2014.  Instead, consider these something between rote predictions (e.g., that violence in Iraq is getting worse) and outrageous fat-tail risks (e.g., the impending breakup of the United States).

Brian Schweitzer, Montana’s foremost foreign policy expert

In the United States, it’s never too soon to start thinking about the next presidential race, even though the 2016 primary season won’t kick off for another 24 months, and voters have to get through the 2014 midterm elections in November before fully turning to 2016.USflagmontana

But this fairly engaging snippet comes from David Weigel’s Slate interview with former Montana governor Brian Schweitzer:

The Iranian deal makes sense. We linked up with the Saudis before and after World War II. Look, unlike virtually every member of Congress, I have a pretty good firsthand knowledge of the Middle East. The day after I got out of graduate school, after I defended my thesis, I went straight to Libya. I was there for a year; I was in Saudi Arabia for seven. I learned to speak Arabic. I can explain to you, in a way that almost no one else in the country can, the difference between a Sunni and a Shia. I can explain to you who and what the Wahhabis are in Saudi Arabia. I can talk to you about why we, the United States, initially got involved with the Saudi royal family, what we got out of the deal. I can explain to you why we knew Saddam Hussein had weapons of mass destruction. We knew, because we supplied chemical weapons to him so he could poison the Iranians. The Iranians are Persian, not Arab; they haven’t got along for several thousand years.So we’ve had a bad history with Iran because of what we did in 1953, replacing an elected official with a dictator. If we can build a relationship that’s a little more even-handed, if we can get them to back away from their nuclear ambition—let’s face it, their neighbors don’t even like that—if we were to step up and said we’re no longer just going to take the Saudis’ position all the time, you don’t have to worry about us attacking you from Afghanistan or Iraq, if you agree to back away from your nuclear ambitions, we’ll be neutral.

When was the last time that you heard a candidate for US president — on either the Republican or Democratic side — who has such an immediately strong command of foreign policy, especially the historical cause-and-effect that so few US policymakers seem to understand?  When was the last time that a governor with such a command of foreign policy? And it’s not California or New York or Texas, but Montana, a landlocked Western state with a population of just over one million people.

Here’s a checklist:

  • Schweitzer speaks Arabic. (who knew?)
  • Schweitzer opposed the war on Iraq, which now seems like a no-brainer. (But in any event…)
  • He opposes the continued US occupation in Afghanistan, given that US forces essentially the nullified the Taliban’s reach in 2001-02.
  • He thinks Edward Snowden, the consultant that leaked the extent of the National Security Agency’s global and internet surveillance efforts, should be pardoned.
  • France and the United Kingdom have more capitalist health care systems because their governments negotiate hard over prices (that’s an argument that takes some brass, I’ll note).
  • The drug war ‘appears’ to have been lost, though Schweitzer didn’t mention the ongoing (and ridiculous) paramilitary US anti-drug efforts in Latin America today.
  • In mentioning the 1953 coup against Iranian president Mohammad Mossadegh, he demonstrates that he knows Iran’s history — and US-Iranian relations — predates 1979.
  • He knows that the United States supplied chemical weapons to Iraq in the 1980s, which Saddam Hussein used against Iranians.  (If you’re keeping score, that was the last time chemical weapons had been used in the Middle East prior to the Syrian attack outside Damascus in August 2013).

I wish Weigel had asked Schweitzer more about the US drone program, the difference between covert and clandestine operations, the use of both special forces and the Central Intelligence Agency, targeted killings of both foreign nationals and US citizens, the destabilization of Yemen and Somalia by US forces in the 2000s and 2010s, and the controversial US killing of Pakistani Taliban leader Hakimullah Mehsud, whose death virtually meant the end of any peace talks with the Pakistani government and its new prime minister Nawaz Sharif.

Oh, and don’t forget this gem: ‘If you ask generals whether we should stay in a war a little longer, that’s like asking a barber whether you need a haircut.’

Keep your eyes on this one — I knew Schweitzer was an impressive two-term governor who won election as a Democrat in a very Republican state (Mitt Romney won Montana in the 2012 presidential election by a margin of 55.3% to just 41.8% for US president Barack Obama).  But I had no idea the depth of his foreign policy knowledge.  Impressive, even though the Democratic presidential nomination seems today like it’s almost certain to be Hillary Clinton’s for the taking.

Though US president Barack Obama and his administration’s top officials — secretary of state John Kerry, national security adviser Susan Rice and defense secretary Chuck Hagel — will continue to set the tone for US foreign policy through January 2017, US voters will elect all 435 members of the House of Representatives and one-third of the Senate, the upper house of the US Congress.

In particular, the Republican Party hopes to finish what it started with the 2010 midterm elections by winning control of both the House, where it currently enjoys a 232-to-200 majority, and the Senate, where the Democratic Party (and two independent allies) holds a 55-45 lead.  A bevy of gubernatorial elections (in 36 out of 50 states) will also decide who controls 12 out of the 15 most populous US states, including California, Florida, New York, Texas.

Midterm elections — and control of Congress — can effect huge results on American foreign policy.  Just recall the way that the 2006 midterm elections forced the nearly immediate resignation of former president George W. Bush’s defense secretary, Donald Rumsfeld, and signaled a new era in the US occupation in Iraq.

If the Republicans succeed, it would make Congress a much more muscular voice of opposition to Obama’s signature foreign policy initiatives — most notably with regard to Iran, with which the administration hopes to reach a deal on Iran’s nuclear energy program.  But the enhanced scrutiny from the US Senate Foreign Relations Committee and other committees to hold hearings on everything from Iran to the 2011 Benghazi consulate attack in Libya to the Obama administration’s ongoing global efforts to stop terror from Pakistan to Somalia to Yemen, could complicate Obama’s final two years in office.  The Republicans would also be able to pass legislation designed to embarrass the Obama administration or attempt to rein in executive power.

The legacy of Mohamad Chatah — and his tragic assassination

Mohamad Chatah, a leader of the ‘March 14’ coalition in Lebanon and former ambassador to the United States, was killed in a Beirut car bomb blast on Friday in perhaps the most chilling political assassination in Lebanon since former prime minister Rafic Hariri was killed in 2005. Lebanon

Just a couple of hours before his death, Chatah tweeted the following message out to the world:

It’s a macabre epitaph for a man who spent his career pulling his country away from the impact of both Sunni and Shiite militants in favor of a vision of a modern, moderate and prosperous Lebanon.  Chatah, who was born in Tripoli, the Sunni-dominant city in Lebanon’s north, was a top advisor to Hariri, and other relatively anti-Assad prime ministers, including Rafic Hariri’s his son Saad and Fouad Siniora.  An economist who worked at the International Monetary Fund between the 1980s and 2005, Chatah served as Lebanon’s ambassador to the United States between 1997 and 2000.  After Hariri’s assassination in 2005, Chatah returned to Lebanon, where he served as a vice-governor of Lebanon’s central bank and, from 2008 to 2009, its finance minister.

Since the 2005 assassination, Lebanese politics has been polarized between the ‘March 14’ coalition (comprised of moderate Sunnis and Maronite Christians) that opposed the role Syria played in internal Lebanese affairs and the ‘March 8’ coalition (comprised of mostly Shiite Lebanese, Greek Orthodox, other Sunnis and a minority of militant Maronites) that were more pro-Syria.  Druze political leaders, the most prominent of which is Walid Jumblatt, are often play the determining role in which coalition holds power.  As Syria has descended into civil war, however, the two coalitions have taken increasingly strong positions over Syrian president Bashar al-Assad.  Even as most of Lebanon’s political elite have strained to keep their country from being sucked into Syria’s violence, the ‘March 8’ coalition is much more sympathetic to Assad and the ‘March 14’ coalition much less so.

Chatah was certainly among the most vocal opponents of both Assad and of Hezbollah (حزب الله‎), the Shiite militia and political group that is now openly and notoriously working to support the Alwaite (a Shi’a sect) Assad regime and has ties to the Islamic Republic of Iran, whose leadership is also Shiite.  Sunni Salafists from Lebanon are also fighting openly and notoriously on behalf of chiefly Sunni anti-Assad rebels.  Just last week, Chatah wrote an open letter to Iran’s new president Hassan Rowhani to help reduce Hezbollah’s role in Syria in the hopes of stabilizing Lebanon.  It’s hard not to see Chatah’s death as a direct message from Assad supporters to the ‘March 14’ coalition.

Chatah was buried earlier today amid anti-Hezbollah chants, and Saad Hariri blamed Hezbollah directly on Friday:

“Those who assassinated Mohammad Shatah are the ones who assassinated Rafik Hariri; they are the ones who want to assassinate Lebanon,” the former prime minister said.

“The suspects are those who are running away from international justice and refuse to appear in the Special Tribunal for Lebanon; they are the ones opening the window of evil and chaos to Lebanon and the Lebanese and are drawing regional fires,” he added…. “Anger exists and we are heartbroken and we will remain heartbroken. But wisdom is needed so that we can build the Lebanon we dream of,” he added.

Why Menendez is such an awful Senate Foreign Relations Committee chair

Was Jesse Helms a better chair of the Senate Foreign Relations Committee than Bob Menendez?  USflag

Menendez, who took over the committee earlier this year when former senator John Kerry was appointed as US secretary of state, is making headlines this week for a bill that would largely derail a still delicate US-Iranian rapprochement.  He introduced a Senate bill yesterday that, if enacted, would mark a serious setback in the nuclear negotiations between the United States (and the other members of the ‘P5 + 1’ team that includes the five permanent members of the United Nations Security Council, plus Germany) and Iran.  The bill would institute a new round of punitive economic sanctions on Iran on the heels of a six-month deal between negotiators and the administration of Iran’s new moderate president Hassan Rowhani that all parties hope could lead to a more permanent accord.  On Thursday, ten Democratic committee chairs sent a letter to Senate majority leader Harry Reid in opposition to Menendez’s bill, and the White House has warned Menendez that his legislative efforts aren’t helping negotiations.

Though Menendez’s bill, co-sponsored with Republican senator Mark Kirk of Illinois, is called the ‘Nuclear Weapon Free Iran Act,’ there’s no firm evidence that Iran even wants to build a nuclear weapon, though plenty of US policymakers suspect that Iran has secret designs on building one.  Rowhani and his foreign minister Javad Zarif have disclaimed interest in nuclear weapons, and Iran’s supreme leader Ali Khamenei has argued that nuclear weapons are a violation of Islamic law.

The bill would introduce new sanctions if Iran violates the terms of the current agreement or fails to come to a permanent agreement with the ‘P5 + 1’ team.  In essence, it would put an economic sanctions gun to Iran’s head — the bill demonstrates no respect for a process of negotiation between two sovereign states.  It seems more designed to score low-hanging political points for conservative Democrats than to engage seriously on finding a mutually acceptable path for Iran’s energy program that also makes the Middle East more stable.  Menendez, a longtime ally of the American Israel Public Affairs Committee (AIPAC), is siding with Israeli prime minister Benjamin Netanyahu, who has attempted to derail the Iran deal at every turn.

As James Traub wrote in Foreign Policy earlier this week:

 The reason why Menendez and others really are marching on a path to war is that they are demanding an outcome which Iran manifestly will not accept: zero enrichment. As Daryl Kimball, director of the Arms Control Association, puts it, “This is a strategy based upon hope that is not supported by the evidence of Iranian actions over the past decade, its past statements, or common sense.”….

I have no idea why Menendez and other Democrats believe that more pressure will make Iran abandon a core tenet of the revolution and thus undermine their claim to rule. (I asked for an interview, but the New Jersey senator was not available.) Maybe they believe it because [Netanyahu] has made zero enrichment his own bottom line.

So who is Menendez, and how did he rise to become the preeminent foreign policy official in the legislative branch of US government?

Menendez is the son of Cuban immigrants who came to the United States in 1953 for economic opportunity (not, as you might believe, to flee Fidel Castro, who was in 1953 still six years away from overthrowing the US-supported dictatorship of Fulgencio Batista).  Menendez spent his childhood in New Jersey and rose to political prominence in the Democratic machine politics of Union City, which was once known as ’10 Percent City,’ and not because its residents were tithing Christians.  Initially a protégé of Union City mayor and New Jersey political powerbroker William Musto, Menendez broke with his mentor only after Musto’s indictment for skimming.  Though Musto was ultimately convicted and served five years in prison, he still managed to defeat Menendez when the future senator challenged him for the mayorship in 1982.  But Menendez eventually won the office in 1986, then became a member of the New Jersey State Assembly, the New Jersey State Senate and in 1993, a member of the US House of Representatives.

For nearly as long as he’s chaired the Senate Foreign Relations Committee, Menendez has been under investigation by a Florida grand jury in connection with potential misconduct with respect to one of Menendez’s top donors, Salomen Melgen, a Miami eye surgeon who moved to Florida from the Dominican Republic in 1980.  Though the nastiest rumors about Melgen and Menendez cavorting with underage prostitutes were probably false, Menendez admitted to violating Senate ethics rules when he forgot to reimburse Melgen for two private jet flights to the Dominican Republic in 2010.  Other accusations are less salacious but potentially illegal — Menendez is accused of intervening on Melgen’s behalf in respect of a billing dispute between Melgen and the federal government’s Medicare offices and in favor of a port security contract in the Dominican Republic that would have benefitted Melgen financially.  

The grand jury hasn’t issued any charges against Menendez, and prosecutors may ultimately choose to drop the matter, but it’s not best practices for the Senate’s top foreign policy voice to be implicated in an abuse of power scandal that involves, in part, international contracts.

Did Assad win the Syrian civil war this week?

It’s beginning to look a lot like the war in Syria is coming to an end — or, at a minimum, the nature of the two-year conflict is transforming into something quite different from what it was just a few days ago.freesyriaSyria Flag Icon

As a freak snowstorm covered much of the Middle East, threatening thousands of refugees from exposure to the cold, the Syrian opposition crumbled into opposing camps after the Islamic Front ( ‏الجبهة الإسلامية‎, al-Jabhat al-Islāmiyyah), a merger of seven jihadist rebel groups created in November, pushed opposition general Salim Idris out of power earlier this week from his perch as chief of staff of the Free Syrian Army (الجيش السوري الحر‎, al-Jaysh as-Sūrī al-Ḥurr) and executed several other moderate leaders in the Free Syrian Army.  Idris, who was in Qatar at the time of the jihadist push, reportedly returned to Turkey, not to Syria.

The merger last month transformed the Islamic Front, whose most important member is the Salafist-backed and Saudi-funded Ahrar ash-Sham (حركة أحرار الشام الإسلامية ), into the largest rebel fighting unit within the Syrian opposition, with up to 45,000 fighters (compare that to between 20,000 and 40,000 fighters in the Free Syria Army).  While the Islamic Front represents a much more pro-jihadist coalition than the moderate leadership of the Free Syrian Army, it’s important to keep in mind that it’s still separate from the most radical al Qaeda affiliates that are also fighting the Assad regime.  But though the al Qaeda-affiliated Jabhat al-Nusra (al-Nusra Front, جبهة النصرة لأهل الشام‎), which itself has up to another 15,000 fighters, is not a member of the Islamic Front, the two work closely together.  Another al Qaeda-affiliated group, the Islamic State of Iraq and the Levant (ISIS, الدولة الاسلامية في العراق والشام‎) boasts up to 15,000 more fighters.  It’s still unclear whether the Islamic Front will supplant, oppose or cooperate with ISIS and the al-Nusra Front.

Another 40,000 Kurdish fighters operate in the relatively autonomist Kurdish territory in the far northeast of Syria.

No matter how much control Idris and the moderates still retain over the Free Syrian Army (and, well, it doesn’t seem like much), it’s clear to everyone that the opposition is now nearly as much at war with itself as with the Ba’athist regime of president Bashar al-Assad.  The joint US and UK decision to suspend non-lethal aid to the northern Syria opposition reflects how seriously power has shifted away from the moderate FSA leadership and toward the more radical Islamic Front– US policymakers were probably distraught to hear that US supplies have now fallen under the control of the Islamic Front. (For the record, this is exactly why many policymakers opposed the call from John McCain, US senator from Arizona, to arm Syria’s opposition with fully lethal aid).

The week’s amazing putsch within the Syria opposition follows confirmation from a UN report that chemical weapons have been used at least four times in Syria’s civil war, including the massive attack in Ghouta last August, where over 1,000 Syrians died from exposure to sarin gas.  Nonetheless, Assad continues to cooperate with the Organisation for the Prohibition of Chemical Weapons, and the OPCW is optimistic it can still meet the first December 31 deadline for the removal of the first trance of chemical weapons.

Israeli security wall adds 2000s-era difficulty to Israeli-Palestinian peace talks

RAMALLAH — I’ve been in Israel and/or Palestine for all of less than 48 hours, but I’ve had a chance to see Jerusalem from both the Jewish side and the Palestinian side.  ISrel Flag Iconpalestine

One of the more difficult security issues over the 2000s, which sprung out of the violence of the Second Intifada between 2000 and 2005 is the construction of a wall between Israel proper, on the one side, and the Palestinian West Bank, on the other.

There are many reasons for the controversy, which remains a delicate issue for Israeli-Palestinian peace talks these days, to the extent that a glimmer of hope earlier this year, due largely to the efforts of Israeli justice minister Tzipi Livni and US secretary of state John Kerry, still exists.  That’s a doubtful proposition given that the US response to Syrian chemical weapons and its new deal with Iran over nuclear energy have both incensed Israeli prime minister Benjamin Netanyahu.  It’s especially doubtful, too, because hardline nationalist Israeli foreign minister Avigdor Lieberman has now returned following the reversal of his conviction earlier this month.

The first is among Israeli settlers themselves in the West Bank, who will find themselves especially isolated from the rest of Israel when the wall is completed.  That means that many traditionally hard-line, pro-settler types on the right of Israeli politics opposed the security border from its inception.

The second is that the wall isn’t exactly accurate — it tracks the 1949/1967 Green Line between Israel and the Palestinian Territories only very loosely.  Take a guess as to which side the Israel-built wall errs.  Up to 10% of the West Bank will be within the ‘Israeli’ side of the wall when it’s completed, largely on the basis of land seized from Palestinians in areas that lie on the Palestinian side of the Green Line.

That complicates life inordinately for Palestinians.

The wall’s construction, especially around Jerusalem, means that routes that once took a few minutes now take a half-hour or an hour (i.e., the road to Bethlehem).  There are also a litany of familiar complaints from the United Nations on down to other humanitarian groups, both Israeli and Palestinian, who believe that the security wall violates international law and that it impedes access to cultural and civic institutions that fall on the Israeli side of the wall.  UN action against the security wall, however, has been consistently vetoed by the United States, a permanent member of the UN Security Council, though even former US president George W. Bush a decade ago called the wall a problem:

Speaking about the Israeli security fence, Mr Bush said: ‘It is very difficult to develop confidence between the Palestinians and Israelis with a wall snaking through the West Bank.’

Two of the strongest complaints revolve around access to health care and access to water.  Currently, if you have a sudden illness in Ramallah, a Palestinian ambulance will rush you to the checkpoint, where you’ll wait for clearance and an Israeli ambulance to carry you the rest of the way to the best Palestinian hospitals in East Jerusalem.  The wall also means that much of the water and fertility of the Jordan Valley is now (or will be) on the Israeli side of the wall, leaving Palestinians in the position of being forced to buy water from Israel.  That’s hardly a satisfactory solution for Palestinians.  Continue reading Israeli security wall adds 2000s-era difficulty to Israeli-Palestinian peace talks

Why Saudi Arabia gave up its non-permanent Security Council seat

On Friday, just one day after it was awarded a non-permanent, two-year seat on the United Nations Security Council, Saudi Arabia abruptly announced to the world that it was rejecting the seat, much to the bafflement and diplomatic dismay of the rest of the world.saudi_flag_iconUN

It’s unprecedented for a country to make a years-long effort to win a non-permanent seat, only to turn around a day later to renounce the seat.

The Saudis denounced the Security Council’s inability to act in the Middle East and called for reform:

The manner, the mechanisms of action and double standards existing in the Security Council prevent it from performing its duties and assuming its responsibilities toward preserving international peace and security as required,” the Saudi Foreign Ministry said in a statement. “Allowing the ruling regime in Syria to kill its people and burn them with chemical weapons in front of the entire world and without any deterrent or punishment is clear proof and evidence of the U.N. Security Council’s inability to perform its duties and shoulder its responsibilities.”

Security Council reform is long overdue, but it’s hard to see the Saudis becoming the poster child for political reform in Turtle Bay.

So what gives?

Commentators pointed to several immediate reasons.  The Saudis are angry that US president Barack Obama failed to hold steady in his threat to use military force against Syria.  The Saudis are upset that the United States recently cut off military aid to Egypt’s new, undemocratic government.  The Saudis are worried that the recent steps toward better relations with Iran could mean that the United States places less importance its longtime strategic relationship with Saudi Arabia.

But none of those really give us a full explanation — the Syria showdown was two months ago, and the Saudis would have more influence on the process to rid Syria of chemical weapons from within the Security Council than outside it.  Furthermore, they could use their vote on the Security Council for the next two years as leverage to curry favor with the United States.  And in the ‘P5 + 1’ talks with Iran, Saudi Arabia would certainly have a more central role if it were sitting on the Security Council while Iran struck a deal with the international community.

Obama-Rowhani call a historic first step in securing better US-Iranian relations

Today, for the first time since 1979, the leaders of the United States and the Islamic Republic of Iran held a bilateral discussion when US president Barack Obama called Iranian president Hassan Rowhani to discuss a potential solution to the international stalemate over Iran’s nuclear energy program.USflagIran Flag Icon

It wasn’t the handshake that everyone thought might have been possible earlier this week in New York at the United Nations General Assembly, but it’s still a remarkable step — and could result in real movement between Iran and the ‘P5 + 1’ countries over the future of the Iranian nuclear program and crippling UN sanctions.

It’s important to remember that there’s a long history of misfires on US-Iranian relations, with former Iranian presidents like Hashemi Rafsanjani and Mohammed Khatami making overtures to the United States that went unrewarded — everything from Iranian assistance to Bosnian fighters in the 1990s to Iranian assistance to bring the Northern Alliance to support the US invasion of Afghanistan in 2001.

Even Rowhani, as Iran’s first nuclear negotiator in 2003, was burned when he offered a moratorium on further Iranian enrichment.  That concession led to nothing but the empowerment of anti-American hardliners, who came to power with the election of Mahmoud Ahmadinejad as president in 2005.

It follows a relationship that, even before the 1979 revolution that brought Shiite ayatollahs to power in Iran, was troubled — Iranians, even today, haven’t forgotten the role that the United States played in toppling former Iranian prime minister Mohammad Mossadegh in 1953 and boosting the repressive regime of the Iranian shah through the 1979 revolution.

As I wrote shortly after Rowhani’s staggering election as president in June 2013:

The Obama administration’s challenge is to forge a strategic path with Iran’s new president that undermines the hardliners in both Iran and in the United States.  Whether Iran likes it or not, it has to demonstrate to the world that it’s not pursuing clandestine nuclear weaponry.  But whether the West likes it or not, it must ultimately acknowledge that Iran — a sovereign nation of 75 million people — has a right to its own nuclear energy program on terms that respect the sovereignty of the Islamic Republic, and Obama will have to back up his weekend olive branch with substantive alms that show the United States is serious.

The discussion follows a potentially even more historic meeting between US secretary of state John Kerry and Iran’s even more moderate, English-speaking foreign minister Javad Zarif (pictured below) over a potential breakthrough in the standoff over Iran’s nuclear energy program.

One telephone call between presidents and one meeting between foreign ministers doesn’t exactly mean that Iran and the United States will have solved all of their issues.  Rowhani’s reluctance to meet with Obama in New York earlier this week demonstrates that, while Supreme Leader Ali Khamenei (who remains the most powerful leader in Iran) may have blessed Rowhani’s diplomatic initiatives, strong opposition remains within the Islamic Republic, including within the conservative ‘principlist’ camp and from within the Revolutionary Guards.  The Obama administration will also face opposition — from its Middle Eastern ally Israel (which boycotted Rowhani’s largely conciliatory speech to the UN on Monday) and from neoconservative hawks from within the Republican Party in the United States.

But there’s a deal here: the United States doesn’t want to go to war with Iran, Iran doesn’t necessarily want nuclear weapons (and it especially wants Israel to give up its not-so-secret nuclear weapons) and Iran desperately wants an end to the sanctions that have harmed its economy.

This week’s diplomatic advances also follow the surprisingly moderate response from Iran over the Syrian chemical weapons crisis, even as the United States was considering a unilateral strike Bashar al-Assad’s regime at the time:

Although Iran has become a pariah state in recent years over its nuclear energy program (and the corresponding US and European fear that Iran is trying to develop a nuclear weapons program as well), many Iranians were the victims of the last major chemical weapons attack in the Middle East when Iraqi president Saddam Hussein deployed mustard gas and sarin against Iran during the Iraq-Iran war of the 1980s — with the knowledge and acquiescence of the United States, which wholeheartedly supported Iraq in the 1980s.

Rowhani made clear through his presidential Twitter feed this week that he condemned the use of chemical weapons, in Syria or elsewhere.

Rowhani, a former Rafsanjani aide who united both the moderate camp and Khatami’s more liberal camp (including the ‘Green movement’ supporters from the contested 2009 election), was elected in large part for the perception that he could negotiate an end to international sanctions that have crippled Iran’s economy.  He handily defeated five other challengers to win a first-round victory in the June election, including two principlists — Iran’s former hardline nuclear negotiator Saeed Jalili and populist (and popular) Tehran mayor Mohammad Baqer Qalibaf:

Bordered by chaos, Iraqi Kurdistan holds elections in relative oasis of peace and democracy

If there’s any positive monument to the US-led occupation of Iraq, it’s the relative autonomy and stability of Iraqi Kurdistan, the northern sliver of Iraq.kurdistaniraq flag icon

Iraqi Kurds are voting in a parliamentary election today that’s likely to have profound consequences for the future governance of a region that serves as a bulwark against the sectarian conflict in the south of Iraq, a government in Turkey to the north that remains largely unfriendly to the Kurdish minority and a civil war to the west in Syria.

The election is notable because the Kurdish president of Iraq Jalal Talabani, who is more responsible for today’s autonomous Iraqi Kurdistan than any other Kurdish politician, lies ill in Germany after suffering a stroke last December.  Talabani’s absence makes it likely that the pro-independence party he founded in 1975, the Patriotic Union of Kurdistan (PUK, یەکێتیی نیشتمانیی کوردستان) will suffer losses in today’s election.

It’s also notable because, for the first time since Iraqi Kurdistan gained autonomy, the PUK and the Kurdistan Democratic Party (KDP, پارتی دیموکراتی کوردستان), will run on separate tickets after an often uneasy alliance first struck in 1992 — the two parties ran on joint tickets in the previous 2005 and 2009 elections, with a joint KDP/PUK administration.  KDP leader Masoud Barzani (pictured above, left, with Talabani, right) has served as president of the Iraqi Kurdistan region since 2005.

Home to between 5.5 million and 6.5 million of Iraq’s 31 million residents, Iraqi Kurdistan first obtained autonomy in the early 1990s after the sustained efforts of Kurdish nationalist figures like Talabani in the 1970s and the 1980s, when Iraqi Kurds found common cause with Iranian Kurds during the horrific Iran-Iraq War of the 1980s.  After the imposition of a no-fly zone by US-led forces in the aftermath of the Persian Gulf War, Iraqi Kurdistan started to emerge from the iron-fisted rule of Ba’athist strongman Saddam Hussein.

The Kurdish government and the national Iraqi government continue to fight over the sharing of oil revenue and internal territorial disputes, especially from near Kirkuk, where Kurds constitute around 50% of the population, though it lies technically outside of the Iraqi Kurdistan region.  Nonetheless, Iraqi Kurdistan’s autonomy was cemented with the US invasion of Iraq in 2003 that toppled Saddam.  Even as the rest of Iraq crumbled into civil war between Sunni and Shiite militia, Kurdish Iraq only strengthened and Erbil, the capital of Iraqi Kurdistan, became one of the few peaceful urban centers in Iraq.  Talabani, who is a Sunni Muslim, became the president of Iraq in April 2005, as an Iraqi leader with primary associations to his Kurdish identity than to the already toxic sectarian rift between Sunni and Shi’a that would come to dominate the rest of the 2000s.

How Obama’s speech on Syria succeeded and how it failed

US president Barack Obama’s speech tonight was about as good a speech as you can imagine for someone with conflicting goals — convincing a skeptical audience on both the right and left that US military action may be necessary to punish Bashar al-Assad for last month’s chemical attack while announcing he would postpone a planned vote in the US Congress while Russian, American and other international diplomats work toward a political solution that would result in Syria giving up its chemical weapons.USflagfreesyria Syria Flag Icon

The headline tomorrow morning will be ‘Obama delivers mixed messages,’ but given the dueling tasks on the US efforts over Syria, that was always going to be the case.

In the meanwhile, here’s where I believe Obama succeeded and where Obama failed tonight.

He succeeded in explaining why chemical weapons are so bad:

This was not always the case. In World War I, American GIs were among the many thousands killed by deadly gas in the trenches of Europe. In World War II, the Nazis used gas to inflict the horror of the Holocaust. Because these weapons can kill on a mass scale, with no distinction between soldier and infant, the civilized world has spent a century working to ban them. And in 1997, the United States Senate overwhelmingly approved an international agreement prohibiting the use of chemical weapons, now joined by 189 government that represent 98 percent of humanity.

Mentioning that ‘98% of humanity’ has adopted the Chemical Weapons Convention drew a bright line, and Obama made a strong case as to why chemical, biological and nuclear weapons are especially vile.  There’s always been a strong case for the United States and the international community to respond forcefully to the August 21 attack, and Obama eloquently outlined the nearly century-long fight to ban weapons of mass destruction.  For the record, that 98% of humanity doesn’t include Israel or Egypt, the top two recipients of US foreign aid.  It was a good line, but the United States could win a lot of goodwill by pressing its Middle Eastern allies to ratify and/or sign the convention along with Syria. Putin’s Syria deal shows how US threat of force (instead of use of force) can achieve success

While US president Barack Obama works to convince a skeptical American public and a hesitant US Congress to support military strikes against Syria over a chemical weapons attack last month, Russian president Vladimir Putin showed exactly why he remains such an important world player.Russia Flag IconUSflagSyria Flag Icon freesyria

That’s because Putin has apparently convinced Syria to sign the Chemical Weapons Convention, and Syrian president Bashar al-Assad may agree to open his chemical weapons stocks to international supervisors. It’s not a sure thing — Putin wants a commitment from the United States to pull back from the brink of a military strike against Assad within the next week, and US policymakers want a resolution in the United Nations Security Council to demonstrate Moscow’s good faith in resolving the standoff over Syria.

Syrian foreign minister Walid Muallem announced Tuesday that the Syrian regime was willing to open its storage sites and provide access to its chemical weapons:

“We fully support Russia’s initiative concerning chemical weapons in Syria, and we are ready to cooperate. As a part of the plan, we intend to join the Chemical Weapons Convention,” Syrian Foreign Minister Walid Muallem said in an interview with Lebanon-based Al-Maydeen TV.

“We are ready to fulfill our obligations in compliance with this treaty, including through the provision of information about our chemical weapons. We will open our storage sites, and cease production. We are ready to open these facilities to Russia, other countries and the United Nations.”

He added: “We intend to give up chemical weapons altogether.”

It’s a staggering turn of events, and it is likely to slow potential US military action over Syria just a day after US secretary of state John Kerry gave Assad one week to hand over ‘every single bit’ of Syria’s chemical weapons in order to avoid a US-led strike against him in retribution for up to 1,400 deaths in Ghouta and eastern Damascus from what the United States and its allies believe to be a sarin-based chemical attack perpetrated by the Assad regime.

Even if there’s some zero-sum world where Putin ‘wins’ and Obama ‘loses,’ the end result is still a net win for the United States.  That’s because, if the Putin deal holds, it’s a result of the Obama administration’s strength — a casebook example where a US president uses the threat of force, not the actual use of force, to bring Russia and Syria to negotiate the terms of a political solution.

The threat of force is perhaps the most effective tool that the United States holds in international affairs because it can accomplish almost all of the goals (or more) of actual use of force while eliminating all of the negative, messy  consequences of military force — the cost, the destruction, the risk of civilian deaths, the risk of engendering wider mayhem in the Middle East, the risk of alienating Iran at a time of possible rapprochement under Iran’s new moderate president Hassan Rowhani.  Although there’s also a risk that sometimes the United States will have to use actual force in order to make its threat of future force realistic, US governments in the past haven’t exactly shied away from quickly deploying force.

But if the deal holds, and Syria complies with the terms of the international community, presumably through a Security Council resolution (where Russia and the United States, as well as China, France and the United Kingdom hold a veto), it will be a huge win for the effort to reduce the proliferation of chemical weapons in the Middle East — and it will be a more satisfactory result for the Obama administration’s stated goal of strengthening the international norm against chemical weapons.  If Assad relinquishes the chemical stocks, it will not only prevent Assad from using them in the future, but also any regime that follows Assad.  A glance as the disparate groups that comprise the anti-Assad opposition is enough to tell you that no US administration would be incredibly keen having al-Qaeda sympathizers like the Syrian Islamic Front or the Jabhat al-Nusra, both of which are comprised of radical Sunni Islamists and Salafists, having access to sarin gas, either.

Obama is still scheduled to address the American public tonight on Syria, though the congressional vote is likely to be postponed.  The turn comes after Putin and Obama met face-to-face in St. Petersburg, Russia, last week to discuss the Syria crisis.  Although the general view late last week was that Obama failed to convince many of his G20 colleagues to support a military strike against Assad, Obama and Putin actually discussed the possibility of an international weapons handover, establishing the conditions for this week’s potential diplomatic solution.

The deal’s terms also come after Charlie Rose conducted an English-language interview with Assad yesterday, during which Assad warned the United States against an attack (and threatened potential consequences to US interests in the Middle East), demanded that the United States provide evidence of Assad’s culpability and refused to accept responsibility for the attack, all while making some fairly nuanced arguments himself against US intervention:

Though US policymakers are right to be initially skeptical of the Putin deal (and it will require a lot of access for UN inspectors to determine that Assad really has relinquished all of his weapons), you can expect hawks like US senator John McCain and other armchair generals to jeer the deal and characterize it as the result of the Obama administration’s weakness.  The top story trending at US news website Politico is a vapid piece entitled ‘The United States of weakness’ that purports to designate the US institutions that have ‘lost influence and lost face,’ as if the international crisis in Syria is some mid-semester grade card:

Barack Obama’s unsteady handling of the Syria crisis has been an avert-your-gaze moment in the history of the modern presidency — highlighting his unsettled views and unattractive options in a way that has caused his enemies to cackle and supporters to cringe.

But the spotlight on Obama’s so-far flaccid performance has obscured a larger reality; the Syria episode has revealed the weakness of multiple institutions and would-be leaders in American life.

If Obama and Putin pull of a deal over Syria, though, Obama will have accomplished his long-standing goal of holding the perpetrators of chemical warfare accountable, stabilized Syria no matter the outcome of its two-year-long civil war, demonstrated the will of the US government to use force to stop chemical warfare — all without firing a single missile.

It’s pretty doubtful that the Obama administration had this exact outcome in mind all along — maybe it’s just as likely that he could have set off a chain of events that catalyzes even more Middle Eastern violence.  We’ll never know if the Obama administration’s plan from the outset was to rattle the sabers until Putin and Assad agreed to a political settlement, but if so, it’s an incredible job well done — and it answers one of the more baffling questions of the US rush to jump immediately to a military strike against Assad.

I’m still not convinced that the United States even has solid intelligence that Assad is culpable for the attack, especially after reading the US government’s flimsy 1,434-word ‘government assessment’ 10 days ago.  While it seems very likely that his regime is responsible, there’s nothing to indicate that Assad ordered the attack or that it wasn’t a rogue element within the pro-Assad ranks. (After all, it bears repeating that Assad had no incentive to use chemical weapons — he was gaining ground in the civil war before August 21 and UN chemical weapons experts were actually in Damascus during the tragedy, hardly the best time to carry off a sarin attack).

While they’re at it, Obama and Putin should join ranks to convince the remaining six countries that aren’t yet signatories to sign up to the Chemical Weapons Convention (or have not yet ratified the convention) — the list includes top US ally Israel, an emergent Burma/Myanmar, Chinese client state North Korea, Angola, Egypt and the newly independent South Sudan.

But even though US president Barack Obama announced over the weekend that he will not launch any military strike against Syria without congressional support — a potentially historic concession from the executive branch of the US government to the legislative branch — there are still more questions than answers from the Obama administration as it now enlists Congress in its mission against Assad.

The US Congress can — and should — push Obama, Kerry, Hagel and others for answers to two general sets of issues, especially with a second round of classified hearings set to take place Wednesday.

The first issue involves discovering the hard facts of what actually happened on in Ghouta and on the eastern outskirts of Damascus on August 21.  The second issue is what the United States can (and should) do that will most effectively deter the use of chemical weapons in the future.  Even though the dominant narrative is now the congressional vote on US military action in Syria in particular, confirming answers to the first set of issues is a threshold requirement for exploring the second set of issues.

Even as House speaker John Boehner, House minority leader Nancy Pelosi and other top leaders in both the Republican Party and the Democratic Party move to close ranks around the Obama administration, and as hawks like US senator John McCain of Arizona push for an even stronger response that embraces the goal of regime change in Syria, it’s even more important to push for answers.

The big news on Syria this weekend? Iran’s surprisingly mellow reactions to US military plans

As the administration of US president Barack Obama begins to close ranks to secure the support of both houses of the US Congress, today’s big news on the escalating international crisis over Syria’s civil war didn’t come from the United States — it came from Iran.freesyria Syria Flag IconIran Flag IconUSflag

That’s because former president Hashemi Rafsanjani all but admitted that the government of Syrian president Bashar al-Assad (pictured above left, with Rafsanjani, right) was responsible for unleashing a chemical attack on his own people.

Even as US secretary of state John Kerry took to Sunday’s television news shows to announce that the United States had determined from hair and blood samples the presence of sarin gas in the chemical attack 10 days ago on the eastern outskirts of Damascus, a conclusion that United Nations weapons inspectors seem likely to confirm early this week, Rafsanjani’s admission (even if inadvertent) goes a long way in confirming that the Assad regime is indeed culpable.

As originally reported by the Iranian Labour News Agency, Rafsanjani all but indicated that blame lies with Assad and the current Syrian government in remarks that otherwise sympathized with the plight of Syrians after over two years of increasingly sectarian fighting and civil war:

‘The people have been the target of a chemical attack by their own government and now they must also wait for an attack by foreigners.’

‘Right now America, the Western world along with some of the Arab countries are nearly issuing a clarion call for war in Syria – may God have mercy on the people of Syria,’ he said. ‘The people of Syria have seen much damage in these two years, the prisons are overflowing and they’ve converted stadiums into prisons, more than 100,000 people killed and millions displaced,” he added.

A later version of the story slightly revised Rafsanjani’s quote, but it’s hard to avoid the conclusion that Rafsanjani was conceding Assad’s culpability.

Iran remains one of Syria’s top allies, both regionally and globally, largely because the Assad family are Alawite (a small mystical sect of Shi’a Islam) and have since the 1970s prevented the rise of a Sunni Arab state on Iran’s Western border, instead providing a reliable ally to Iran’s predominantly Shiite Islamic Republic.  Even as Obama pushes for support within Congress, he is also likely to look for additional support from other Middle Eastern nations — Turkey’s patience with Assad ran out long ago, and the predominantly Sunni Arab kingdom of Saudi Arabia also backs a US military strike.

Rafsanjani, who served as Iran’s president from 1989 to 1997, is a relatively moderate voice in Iranian politics.  Although Iran’s powerful Guardian Council disqualified him from running again in the recent July presidential election, Rafsanjani is very close to Iran’s newly inaugurated president Hassan Rowhani, who is also an Iranian moderate and has urged reconciliation with the United States and other Western countries.

While there’s no doubt that Iran, like Russia, will continue to support Syria, Rowhani’s remarks about potential US military action in Syria have been relatively tame.  That’s great news for the Obama administration, given that Rowhani’s election two months ago provided the United States its best opportunity since 2002 (when former president George W. Bush included Iran in his ‘axis of evil’) to improve a tortured relationship with the Islamic Republic.
