In defense of David Cameron

Normally, when a politician — especially a president or a prime minister — resigns, he or she is met with effusive praise.United Kingdom Flag Icon

There’s the defeat. Then the stepping down. Then a deluge of pieces heralding the peaks as well as the valleys of the political career that’s just ended.

Not David Cameron, who stepped out of 10 Downing Street this morning to step down as British prime minister, a day after he narrowly lost a campaign to keep the United Kingdom inside the European Union. For Cameron, today’s political obituaries, so to speak, are absolutely brutalThe Independent called him the ‘worst prime minister in a hundred years.’

And that’s perhaps fair. He is, after all, the prime minister who managed to guide his country, accidentally, out of the European Union. His country (and, indeed all of Europe) now faces a period of massive uncertainty as a result.

The man who once hectored his party to stop ‘banging on about Europe’ has now been done in over Europe — just as the last two Conservative prime ministers, Margaret Thatcher and John Major.

He’ll leave behind a Scotland that wanted to stay inside the European Union by a margin of 62% to 38% and that will now have the moral and political capital to demand a fresh independence referendum to become an independent Scotland within the European Union. First minister Nicola Sturgeon, of course, knew this all along, and she wasted no time in making clear that a second vote is now her top priority.

He’ll also leave behind an awful mess as to the status of Northern Ireland, which also voted for Remain by a narrower margin. Its borders with the Republic of Ireland are now unclear, the republican Sinn Fein now wants a border poll on Irish unification and the Good Friday agreement that ended decades of sectarian violence might have to be amended.

He’ll leave behind an angry electorate in England, sharply divided by income, race, ethnicity and culture — if the divide between England Scotland looks insurmountable, so does the divide between London and the rest of England. Despite the warning signs, and the rise of Nigel Farage’s United Kingdom Independence Party (UKIP), Cameron failed to provide English voters with the devolution of regional power that voters enjoyed in Wales, Scotland, Northern Ireland and even London.

Cameron showed, unlike Spanish prime minister Mariano Rajoy, he was willing to accede to the wishes of Scottish nationalists and give them a say in their own self-determination. Given the corrosive nature of the eurosceptic populism within his own party and in UKIP, it wasn’t unreasonable that Cameron would force them to ‘put up or shut up’ with the first in-out vote on EU membership since 1975, when the European Union was just the European Economic Community.

On every measure, Cameron leaves behind a country more broken and more polarized than the one he inherited from Gordon Brown in May 2010. Continue reading In defense of David Cameron

Europe’s ‘Articles of Confederation’ moment?

I recently sat down with Brian Beary, who writes today about recent elections across Europe for The European Institute — including Poland, Switzerland, Portugal, Greece and state elections in Austria.European_Union

One of the concepts that we discussed is the nature of European integration today, and the notion that European governance, on everything from migration to fiscal policy, have now become driving forces in national and even local elections:

According to Lees, this is a signal of the EU’s coming of age in a sense. “The EU has become a living, breathing issue in politics. It has moved beyond an issue discussed by lofty elites. It is better that these debates are happening now at the national and local level,” he says.

The evolution was a predictable consequence of the EU’s expansion into so many policy areas. Greeks are acutely aware that their government no longer sets fiscal policy autonomously, with Brussels to a large extent in the driving seat. And Poles can see from the refugee crisis that their EU membership may involve ceding some control over who to admit to their country as the EU seeks to introduce mandatory quotas of refugees to more evenly redistribute them across the 28-member bloc. Syriza’s pledges to fight tooth and nail with the EU to end austerity and bring debt relief, and the PiS’ refusal to swallow the European Commission’s refugee redistribution plan reaped rewards for them at the ballot boxes.

This moment in EU history can be likened to the ‘Articles of Confederation’ period in America’s history in the 1780s where weaknesses in the confederation form drove the founding fathers to decide that a more closely-knit union was needed to enable the nascent nation to function better.

 

 

With Ukraine crisis, Lukashenko between a rock and a hard place

An aggressive, autocratic Russia to your east, and a democratic, liberal Europe to your west. What’s your poor everyday post-Soviet European Stalinist dictatorship to do?belarus flag

As Russian forces took control of Crimea from Ukraine last month, and as Russian troops menacingly massed along the eastern Ukrainian border, no country has a greater interest than Belarus, which lies immediately to the north of Ukraine and immediately west of Russia.

And no world leader has a greater worry than Belarus’s president since 1994, Aleksandr Lukashenko (pictured above). It’s hard to know just which must be more harrowing for Lukashenko — watching pro-European protestors depose Ukrainian president Viktor Yanukovich in February, or watching Russia blithely annex Crimea in March.

At first glance, Belarus appears like the strongest of Russian allies. It’s already long been a member of the customs union with Russia and Kazakhstan that Putin hopes to expand into the Eurasian Union. The country sends 35% of its exports and receives 59% of its imports from Russia (oddly, perhaps, the second-most important market for Belarusian exports is The Netherlands, which receives 16.5% of all exports).

Growing divisions between Moscow and Minsk

But as Andrew Wilson wrote last month for Foreign Affairs, Lukashenko may be edging away from the Kremlin:

It should not be surprising that Lukashenko has been demonstrably edging away from Putin in recent weeksBelarus has started hinting that it wants better relations with the EU, agreeing in February to participate in visa negotiations with Brussels. But any shifts toward the EU are going to be a gradual process; Lukashenko is still a dictator, after all, who has little interest in meeting Europe’s democratic standards. For now, Lukashenko is inside the Russian tent looking out. And he is not about to head for the door just yet. But ever since Putin’s aggressive takeover of Crimea, Lukashenko has been more anxiously looking toward the exits.

That’s one reason, perhaps, why Lukashenko didn’t send observers to Crimea for the March 16 referendum on annexation, and why Belarus hasn’t formally acknowledged Russia’s annexation.

It’s also why, despite hosting Russian air force and other military assets, Lukashenko has gone out of his way to rule out sending any Belarusian military forces into Ukraine. Lukashenko met with Ukraine’s interim president Alexander Turchninov over the weekend for talks, and he went out of his way to emphasize strong relations:

“You shouldn’t view us not only as foes or competitors, you shouldn’t even think in those categories,” Lukashenko went on. “You should be sure to know that we’ve been treating you as our closest relatives even in the years when there existed misunderstandings.” He hailed the fact that “we are not looking at each other askance”. “We really spent a lot of years building up a belt of good-neighborliness and we’re not ready to destroy it today and there’s no need in eliminating it.”

Lukashenko stressed the importance for each Ukrainian to know in this connection that “our border is a border of friendship and not a border of division.”

“You shouldn’t apprehend any unfriendly cravings on the part of Belarusians here because neither we nor you need it,” he said.

Though we shouldn’t rule out the notion that Lukashenko represents a quiet, back-door channel for negotiations between Kiev and Moscow, there’s also no reason to doubt that Lukashenko’s remarks are legitimate.

If Russian president Vladimir Putin really thinks that Ukraine isn’t truly a sovereign country,** he almost certainly holds the same view of Belarus. Just as Ukraine is called ‘little Russia,’ Belarus literally means ‘White Russia.’ Long before it became an independent country in 1991 (and before the Soviet Union, briefly, as the Belarusian People’s Republic), the area that comprises what is today Belarus have been known for centuries as ‘White Russia.’ Continue reading With Ukraine crisis, Lukashenko between a rock and a hard place

If for no other reason, the upcoming elections for the European Parliament will be the most important since direct EP elections began in 1979 because under the new Lisbon Treaty, it will be the European Parliament that decides who will become the next chair of the European Commission, the chief executive organ of the European Union (though German chancellor Angela Merkel has argued that the treaty’s language indicates that the Commission appointment need only ‘take into account’ the EP elections).  In any event, it still means that early in 2014, each of the major cross-national party groupings within the European Parliament will designate their nominees to succeed José Manuel Barroso, the former center-right Portuguese prime minister who will step down in November 2014 after a decade heading the Commission.

The eight European Parliament will have 751 members, over 56% of whom will come from just six member-states: Germany (96), France (74), the United Kingdom (73), Italy (73), Spain (54) and Poland (51).  Four states, Estonia, Malta, Luxembourg and Cyprus, will elect the minimum number of representatives (six).

Between 1979 and 1999, the Party of European Socialists (PES) and its predecessor was the largest group in the European Parliament.  Its members include the major center-left socialist/social democratic parties of Austria, the Czech Republic, Denmark, France, Germany, Portugal, Spain and Sweden, and the labour parties of Ireland, Malta, The Netherlands and the United Kingdom.

Since 1999, however, the European People’s Party (EPP), a group of center-right and Christian democratic parties, have held the largest number of seats.  In the most recent 2009 elections, the EPP won 265 seats to just 183 for the PES.  The EPP’s members include the major Christian democratic parties in Benelux, the Austrian People’s Party, the French UMP, Germany’s Christian Democratic Union Greece’s New Democracy, Hungary’s Fidesz, Ireland’s centrist Fine Gael, Italy’s Forza Italia, Portugal’s Social Democratic Party, Poland’s Civic Platform, Spain’s People’s Party and Sweden’s Moderate Party.

The third-largest group, the Alliance of Liberals and Democrats for Europe Party (ALDE), contains includes most of Europe’s liberal parties, notably Belgium’s Open VLD, the Danish Venestre, Luxembourg’s newly elected Liberals, the Dutch VVD, the British Liberal Democrats, and Ireland’s Fianna Fáil.

Other groups include:

  • the European Green Party (which includes essentially all of Europe’s green and ecological parties),
  • the Party of the European Left (whose members include the German Die Linke and Greece’s SYRIZA),
  • the slightly eurosceptic Alliance of European Conservatives and Reformists (whose members include the Czech Civic Democrats, the UK Conservatives and Poland’s Law and Justice Party),
  • the Movement for a Europe of Liberties and Democracy, formed in 2009 as another slightly euroskeptic group (whose members includes Italy’s Northern League, the Danish People’s Party and the Finns Party), and
  • the European Alliance for Freedom, formed in 2010 as a staunchly euroskeptic, far-right group (whose members include the French National Front, the Dutch Party of Freedom, the Flemish Vlaams Belang and Austria’s Freedom Party).

Although the EPP won’t determine its candidate for Commission president until a convention on March 6-7 and ALDE won’t determine its candidate until February 1, the PES has already nominated Martin Schulz, a member of Germany’s Social Democratic Party and president of the European Parliament since 2012. Polish prime minister Donald Tusk, Luxembourg’s Viviane Reding, the Commission’s vice president and current commissioner for justice, former Luxembourgish prime minister and Eurogroup chair Jean-Claude Juncker, former Latvian prime minister Valdis Dombrovskis, Lithuanian president Dalia Grybauskaitė, Swedish prime minister Frederik Reinfeldt and IMF managing director Christine Lagarde of France have all been touted as possible EPP candidates.  ALDE will choose between former Belgian prime minister Guy Verhofstadt and Finland’s Olli Rehn, currently commissioner for economic and monetary affairs.

Herman Van Rompuy, former Belgian prime minister and the first president of the European Council, the council of European heads of state/government, will also step down at the end of 2014 after two 2.5-year terms in that position.   The first EU high representative for foreign affairs and security policy, Catherine Ashton of the United Kingdom, is also likely to step down.

Given the tumult of the eurozone sovereign debt crisis, almost everyone expects that European voters may use the elections as an opportunity to register dissatisfaction with the direction of European governance.  In particular, that could bode well for the stridently leftist MEP candidates — most notably in Greece, where SYRIZA (the Coalition of the Radical Left — Συνασπισμός Ριζοσπαστικής Αριστεράς) of Alexis Tsipras leads EP polls.  It could also bode well for euroskeptic candidates — most notably in the United Kingdom, where Nigel Farage (pictured above) and his anti-EU United Kingdom Independence Party (UKIP) is competing for first place with the Conservative Party and the Labour Party in EP polls, and in France, where Marine Le Pen’s nationalist Front National (FN, National Front) leads EP polls.

What Iceland’s election tells us about post-crisis European politics

In allowing its banks to fail, neo-Keynesian economists have argued, Iceland avoided the fate of Ireland, which nationalized its banks and now faces a future with a very large public debt.  By devaluing its currency, the krónur, Iceland avoided the fate of countries like Estonia and others in southern Europe trapped in the eurozone and a one-size-fits all monetary policy, allowing for a rapid return to economic growth and rapidly falling unemployment.  Neoclassical economists counter that Iceland’s currency controls mean that it’s still essentially shut out from foreign investment, and the accompanying inflation has eroded many of the gains of Iceland’s return to GDP growth and, besides, Iceland’s households are still struggling under mortgage and other debt instruments that are linked to inflation or denominated in foreign currencies.

But Iceland’s weekend parliamentary election shows that both schools of economic thought are right.

Elections are rarely won on the slogan, ‘it could have been worse.’ Just ask U.S. president Barack Obama, whose efforts to implement $800 billion in stimulus programs in his first term in office went barely mentioned in his 2012 reelection campaign.

Iceland, as it turns out, is hardly so different at all — and it’s now virtually a case study in an electoral pattern that’s become increasingly pronounced in Europe that began when the 2008 global financial crisis took hold, through the 2010 sovereign debt crisis in the eurozone and through the current European-wide recession that’s seen unemployment rise to the sharpest levels in decades.

Call it the European three-step.

In the first step, a center-right government, like the one led by Sjálfstæðisflokkurinn (Independence Party) in Iceland in 2008, took the blame for the initial crisis.

In the second step, a center-left government, like the one led by Jóhanna Sigurðardóttir and the Samfylkingin (Social Democratic Alliance) in Iceland, replaced it, only to find that it would be forced to implement harsh austerity measures, including budget cuts, tax increases and, in Iceland’s case, even more extreme measures, such as currency controls and inflation-inducing devaluations.  That leads to further voter disenchantment, now with the center-left.

The third step is the return of the initial center-right party (or parties) to power, as the Independence Party and their traditional allies, the Framsóknarflokkurinn (Progressive Party) will do following Iceland’s latest election, at the expense of the more newly discredited center-left.  In addition, with both the mainstream center-left and center-right now associated with economic pain, there’s increasing support for new parties, some of them merely protest vehicles and others sometimes more radical, on both the left and the right.  In Iceland, that means that two new parties, Björt framtíð (Bright Future) and the Píratar (Pirate Party of Iceland) will now hold one-seventh of the seats in Iceland’s Alþingi.

This is essentially what happened last year in Greece, too.  Greece Flag IconIn the first step, Kostas Karamanlis and the center-right New Democracy (Νέα Δημοκρατία) initially took the blame for the initial financial crisis.  In the second step, George Papandreou and the center-left PASOK (Panhellenic Socialist Movement – Πανελλήνιο Σοσιαλιστικό Κίνημα) overwhelming won the October 2009 elections, only to find itself forced to accept a bailout deal with the European Commission, the European Central Bank and the International Monetary Fund.  In the third step, after two grueling rounds of election, Antonis Samaras and New Democracy returned to power in June 2012.

By that time, however, PASOK was so compromised that it was essentially forced into a minor subsidiary role supporting Samaras’s center-right, pro-bailout government.  A more radical leftist force, SYRIZA (the Coalition of the Radical Left — Συνασπισμός Ριζοσπαστικής Αριστεράς), led by the young, charismatic Alexis Tsipras, now vies for the lead routinely in polls, and on the far right, the noxious neo-nazi Golden Dawn (Χρυσή Αυγή) now attracts a small, but significant enough portion of the Greek electorate to put it in third place.

The process seems well under way in other countries, too.  In France, for examFrance Flag Iconple, center-right president Nicolas Sarkozy lost reelection in May 2012 amid great hopes for the incoming Parti socialiste (PS, Socialist Party) administration of François Hollande, but his popularity is sinking to ever lower levels as France trudges through its own austerity, and polls show Sarkozy would now lead Hollande if another presidential election were held today.

It’s not just right-left-right, though. The European three-step comes in a different flavor, too: left-right-left, and you can spot the trend in country after country across Europe — richer and poorer, western and eastern, northern and southern.
