Scotland sets a referendum date: September 18, 2014

Polls have been relatively consistent, with support for independence at around 30% to 35% and with support for continued union with England at around 50% to 55%.

But the up-or-down vote will come in 18 months, and a lot can obviously change in 18 months, including the popularity of Salmond (pictured above) and his Scottish National Party, which won in 2011 the first majority government since devolution in the late 1990s.

Three quick things to keep an eye on:

Shetland and Orkney.  Shetland and Orkney, the groups of islands to the northeast of Scotland, could well stay within the United Kingdom if Scotland leaves.  That would complicate the Scottish economic rationale for independence, dependent as it is upon North Sea oil revenues.  It’s no surprise then, to see Liberal Democrats encouraging Shetland and Orkney to think of themselves as a unit within the United Kingdom than as just an appendage of Scotland.

Tory incentives. As Liberal Democratic deputy prime minister Nick Clegg has sharply noted, Conservatives do not have an incredible incentive to fight hard to keep Scotland in the United Kingdom, given that they hold one seat.  It’s fair to worry that Tories actually have an electoral incentive to see an independent Scotland — though, because the Scots are just 8.5% of the UK population, it’s not as much as you might think.  Labour prime minister Tony Blair’s massive 12-point 1997 landslide was still a massive 10-point landslide within England proper.  In the 2010 general election, Labour won 28.1% in England and 29.0% nationwide, while the Tories won 39.6% in England and just 36.1% nationwide.  So it’s a boost, but not a gigantic one.

Europe.  Also, there’s some dicey choreography with the European Union too, because as the United Kingdom approaches prime minister David Cameron’s promised 2017 referendum on potentially leaving the EU, the more it could have a negative effect on the Scotland effort.  In fact, even with sluggish growth in the next 18 months, I think the anti-Europe tone in England is the biggest threat to the anti-independent forces in very much pro-Europe Scotland.  If Nigel Farage’s United Kingdom Independence Party (UKIP) continues to make further gains in advance of the 2015 general election, it could well scare some of the pro-union, pro-European Scots toward the independence camp.

Despite what anyone in Brussels or Berlin or London or Edinburgh says, no one thinks that Scottish independence would leave it outside the EU for long.  Given that the Scots have implemented as much of the acquis communautaire as England has, it’s certain that the Scots would align independence with simultaneous Scottish accession to the EU.  That’s a non-issue.

Who is Joseph Muscat?

It’s the least populous — and newest — member of the eurozone, but tiny Malta, with around 420,000 people, is poised to become the latest European nation to vote for massive change, tossing out the long-governing center-right Nationalist Party (Partit Nazzjonalista) of prime minister Lawrence Gonzi. malta

Polls have closed in Malta, and opinion polls show that Joseph Muscat, the leader of the opposition center-left Labour Party (Partit Laburista), will likely now become Malta’s new prime minister and, at age 39, the eurozone’s youngest leader (younger even than Finnish prime minister Jyrki Katainen).

What does that mean for Malta and for Europe?

Muscat has borrowed liberally from the ‘change’ playbook that propelled U.S. president Barack Obama to office in 2008, but it’s not incredibly clear exactly the kind of change that he’ll bring to Malta, other than a promise to reduce Malta’s incredibly high electricity rates by 25% (though, again, it’s not clear how he’ll do that).

But Malta, with GDP growth of around 1.5% in 2012, unemployment of just 7% and a budget deficit under the EU threshold of 3% of GDP, has been relatively immune to the recession that’s gripped much of the eurozone and especially Mediterranean Europe, thanks in large part to tourism and a growing financial sector.

Muscat, a former member of the European Parliament, took over the leadership of the party following the previous March 2008 elections, in which Labour very narrowly lost the election, giving the Nationalists a one-seat advantage in the 69-member parliament.

He succeeded Alfred Sant, who led Labour throughout the 1990s and led the (failed) opposition to the 2003 referendum that opened the way for Maltese accession to the European Union.  Muscat and most of the Labour Party in 2003 opposed accession, which along with accession to the eurozone, is the chief Nationalist accomplishment of the past decade.

Muscat has since backtracked and supports Malta’s eurozone membership — that’s good, because Malta will hold the rotating six-month EU presidency in 2017.

Gonzi, prime minister since 2004, leads a party that has governed Malta, with the exception of a 23-month Labour government in the late 1990s, since 1987.  His government fell earlier this year over the budget — not because of any austerity measures, but because a member of his own party opposed a decision to hire a German operator to manage Malta’s national bus service.

Muscat’s campaign, however — long on platitudes and short on details — suggest that the Maltese rationale for change is different than that of most European voters, who over the past two years have ousted incumbents from France to Greece to Spain to Ireland, but simply because they have grown weary of a Nationalist government that’s come to the exhausted end of a long run in power:

Has Muscat landed at a fortuitous time in Maltese politics? The Nationalists are a spent force ten years after EU accession, the unpredictable Alfred Sant has been exorcised from the new Labour tableau, and the perception of the ‘clique’ at the PN’s Stamperija and Castille has been amplified so much, that the fin-de-siècle odour is too strong to ignore. Enter the politics of the air-freshener.

The dynamic is reminiscent of the fatigue many voters felt toward the end of the Conservative Party’s 18-year hold on power in the United Kingdom in 1997 (just cast Gonzi as former UK prime minister John Major).

Likewise, Muscat has led a flashy campaign to reinvigorate the once-dowdy Labour Party in the same way that Tony Blair revamped the UK Labour Party.  Since taking over from Sant in 2008 (cast Sant as Malta’s answer to Neil Kinnock), Muscat has worked to build bridges with the Maltese business committee and otherwise modernized and moderated his party’s views, least of all in support of Malta’s new role in the EU.

Nowhere in the campaign has there been the kind of discontent or anger or economic pain that’s fueled the rise of protest movements — like the Movimento 5 Stelle (Five Star Movement) that recently won over 25% of the vote in the Italian elections.

As such, Muscat’s election seems unlikely to add much to the ongoing ‘austerity vs. growth’ debate in Europe.

Should David Cameron change course over the UK budget?

The United Kingdom is closer to May 2015 than it is to May 2010, which is to say that it’s closer to the next general election than to the previous one.United Kingdom Flag Icon

With the announcement of the 2013 budget coming later this month, likely to be very controversial if it features, as expected, ever more aggressive expenditure cuts, what does UK prime minister David Cameron have to show for his government’s efforts?

The prevailing conventional wisdom today is that Cameron and his chancellor of the exchequer George Osborne (pictured above) have pushed blindly forward with budget cuts at the sake of economic growth by reducing government expenditures at a time when the global economic slump — and an even deeper economic malaise on continental Europe — have left the UK economy battered.  If you look at British GDP growth during the Cameron years (see below — the Labour government years are red, the Cameron years blue), it’s hard to deny that it’s sputtering:

One way to look at the chart above is that following the 2008 global financial panic, the United Kingdom was recovering just fine under the leadership of Labour prime minister Gordon Brown, and that the election of the Tory-led coalition and its resulting budget cuts have taken the steam out of what was a modest, if steady, economic recovery.  Those cuts have hastened further financial insecurity in the United Kingdom, critics charge, and you need look no further than Moody’s downgrade of the UK’s credit rating last month from from ‘AAA’ to ‘AA+’ for the first time since 1978.

An equally compelling response is that British revenues were always bound to fall, given the outsized effect of banking profits on the UK economy, and that meant that expenditure corrections were inevitable in order to bring the budget out from double-digit deficit.  In any event, 13 years of Labour government left the budget with plenty of fat to trim from welfare spending.  Despite the downgraded credit rating, the 10-year British debt features a relatively low yield of around 2% (a little lower than France’s and a bit higher than Germany’s), and we talk about the United Kingdom in the same way we talk about the Netherlands, Belgium and Germany — not the way we talk about Iceland, Ireland, Spain, Italy or Greece.  Given the large role the finance plays in the British economy, it wasn’t preordained that the United Kingdom would be more like France than, say, Ireland.

Nonetheless, polls show Cameron’s Conservative Party well behind the Labour Party in advance of the next election by around 10%, making Labour under the leadership of Ed Miliband and shadow chancellor Ed Balls, a Brown protégé, implausibly more popular than at any time since before former prime minister Tony Blair’s popularity tanked over the Iraq war.  Despite Cameron’s ‘modernization’ campaign, which notched its first notable triumph with the recognition of same-sex marriage in February, over the howls of some of his more old-fashioned Tory colleagues, he remains deeply unpopular.

Meanwhile, the upstart and nakedly anti-Europe United Kingdom Independence Party — Cameron famously once called them a bunch of ‘fruitcases, loonies and closet racists’ — has grown to the point that it now outpolls Cameron’s governing coalition partners, the Liberal Democratic Party. UKIP even edged out the Tories in a recent by-election in Eastleigh, and Cameron has relented to calls for the first-ever referendum on the continued UK membership in the European Union (though, targeted as it is for 2017, it assumes that Cameron will actually be in power after the next election).

Nervous Tory backbenchers, already wary of local elections in May and European elections in 2014, are already starting to sound the alarms of a leadership challenge against Cameron, though it’s nothing (yet) like the kind of constant embattlement that plagued former Labour prime minister Gordon Brown.

Former Conservative prime minister Margaret Thatcher faced an even more dire midterm slump in the early 1980s and still managed to win the 1983 general election handily, but if the current Labour lead settles or even widens, political gravity could well paralyze the government in 2013 and 2014 in the same way as Brown’s last years in government or former Tory prime minister John Major’s.

It’s worth pausing to note what the Cameron-led coalition government has and has not done.

British, French governments poised to pass gay marriage into law

Amid a flurry of parliamentary action in the United Kingdom and France, two of the largest countries in Europe and, indeed, two of the five permanent members of the United Nations Security Council, are set to legalize gay marriage in the coming months.United Kingdom Flag IconFrance Flag Icon

The joint result gives an incredibly burst of global momentum for the idea of gay marriage and LGBT equality.

Even more striking, the gay marriage push has been pursued by two governments that couldn’t be much more different, ideologically — a right-wing, budget-cutting Conservative Party government in the United Kingdom and a leftist Parti socialiste (PS, Socialist Party) government in France.

Most immediately, in London yesterday, the British House of Commons voted overwhelmingly 400 to 175 to approve equal marriage rights for gay and lesbian partnerships in England and Wales.  Enacting same-sax marriage rights has been at the heart of UK prime minister David Cameron’s ‘modernising’ mission for the Conservative Party — i.e., pulling it to the forefront of supporting socially liberal causes, while the government continues pursuing a very conservative economic agenda.

Nonetheless, Cameron’s efforts, historic as they may be, have not been without a cost — despite the overwhelming support of his coalition partners, the socially progressive Liberal Democratic Party and of the opposition Labour Party, only 127 of Cameron’s 303 Tory MPs supported Tuesday’s bill.

That’s frankly somewhat of an embarrassment for the prime minister, who’s facing increasing pressure from backbenchers who are worried about the government’s unpopularity nearly halfway through its five-year term — young Tory MP Adam Afriyie is already reported to be considering an upstart leadership campaign against Cameron.  More worryingly than Afriyie, however, is the fact that Owen Paterson, the environmental secretary, led the Tory effort in the House of Commons against the gay marriage bill, and even Cameron’s attorney general, Dominic Grieve, abstained from the final vote.

For a party already perilously split on issues like the UK’s role in Europe, the vote has now opened a new rift over social progress as well, writes Polly Toynbee in The Guardian:

[Gay marriage], warn the old Tory chairmen of the shires, is “shaking the very foundations of the party”. If so, they really are done for. Cameron wrongly thought this a clause IV moment to parade a modernised party. Instead, he has revealed them as a nest of bigots. Disunity is electoral poison, and so is a leader losing control of his party. Rebel MPs, like runaway horses, lose their fear of whips. Gay marriage has become a proxy for other undisciplined craziness running through their veins, from hunting to Europe, privatising the NHS to breaking up the BBC, loathing windmills, loving fracking.

Notwithstanding the perils for Cameron, the bill will now proceed to the House of Lords, where it should pass relatively easily, and Cameron hopes to mark the law’s enactment later this summer.  Scotland, meanwhile, is considering its own gay marriage bill later this year — first minister Alex Salmond’s majority government, dominated by the Scottish National Party, is set to advance the issue after consultation on the bill ends in March 2013.

But France will be racing to beat Great Britain to the marriage chapel.

Over the weekend, the Assemblée nationale (National Assembly) of France approved a change in the definition of marriage from an agreement between a man and a woman to simply an agreement between two people, paving the way for the adoption of a comprehensive same-sex marriage and adoption bill later this year.

Gay marriage has also proven divisive in France, where a strong Catholic opposition to gay marriage has polarized political views on the issue.  Although France’s government won its most recent vote, it did so only with the support of the ruling Socialists — lawmakers from the conservative Union pour un mouvement populaire (UMP, Union for a Popular Movement) of former president Nicolas Sarkozy and the more far-right Front national (FN, National Front) of Marine Le Pen opposed the measure.

The conservative opposition has used amendment and other delaying tactics to stall the bill, despite a massive pro-LGBT rally in Paris late in January.

A recent poll shows that 63% of French voters support gay marriage.  A Guardian poll in December 2012 showed nearly the same level of support (62%) among British voters.

Clarke’s pro-Europe tone highlights referendum risk to UK Tories from the center

Longtime senior Conservative Party grandee — and former chancellor of the exchequer — Kenneth Clarke (pictured above) in no uncertain terms yesterday said that a British exit from the European Union would be a disaster.United Kingdom Flag IconEuropean_Union

That Clarke is pro-Europe is certainly not a surprise.

As former prime minister John Major’s chancellor from 1993 until the fall of the Tory government in the 1997 Labour electoral landslide, Clarke was the most prominent pro-European in Major’s government — at one point, Clarke was even in favor of the United Kingdom joining the eurozone.  When Major’s government irreparably fractured over divisons on the UK’s role with respect to Europe, Clarke was most certainly the top general of the pro-European faction.

So it’s not a shock to see Clarke joining forces with Peter Mandelson, the former Labour veteran, and others for a cross-party effort to boost the United Kingdom’s continued presence in the European Union:

“There’s a broad range of opinion inside the [Conservative] party. The number of people who actually want to leave the European Union; it’s quite tiny. They get a disproportionate amount of attention. My guess is that there are about 30 who want to leave and when we first joined the European Community I think there was slightly more than that.”

He warned that it would be “pretty catastrophic” if Britain left the EU and said he was now resigned to fighting a referendum on the issue if the Conservatives win the next election.

“The background climate in this county has become … unremittingly hostile. I think somebody has got to make the positive case again. The climate of public opinion just needs to be reminded how essential it is if we really want the UK to play a part in the modern world,” he said.

But it’s another headache for UK prime minister David Cameron, who announced in a widely anticipated speech last week that he would seek to renegotiate the United Kingdom’s role in the EU and, thereupon, call a referendum on the UK’s continued membership by 2017 (obviously depending on the reelection of the Tories in the 2015 general election).

Cameron pledges 2017 EU referendum: ‘It is time for the British people to have their say’

UK prime minister David Cameron, calling the democratic legitimacy of the European Union ‘wafer thin,’ has this morning pledged to renegotiate a new settlement with the European Union for the United Kingdom, and then a straight in-or-out referendum within the United Kingdom by 2017.European_UnionUnited Kingdom Flag Icon

Well, then.  Today’s address was probably the most important speech of Cameron’s career and perhaps the most important turning point on UK-EU relations since Britain’s hard-fought entry 40 years ago into what was then the European Economic Community.

Less than a month after the EU fiscal compact treaty goes into effect, and on the day that France and Germany are celebrating 50 years of friendship –as cemented by the Élysée Treaty — no less, Cameron is pledging the referendum that neither his Conservative predecessors as prime minister, Margaret Thatcher nor John Major dared to hold.

Given that the United Kingdom is not (and will not anytime soon) be a member of the eurozone, there’s a rationale for the UK to negotiate a role where it is not subject to the ever-closer political union that the eurozone crisis has required, and it should be clear that the UK won’t cede fiscal and banking policymaking to Brussels when it hasn’t ceded monetary policymaking.  But it doesn’t follow that the UK needs to renegotiate those issues; after all, given the ‘Europe at multiple speeds’ approach that’s now reality, the UK has opted out of many EU initiatives — not only the single currency, but also the Schengen Agreement that eliminates internal border controls within the EU.

I’ll have plenty of longer thoughts on Cameron’s gambit later this week.

But for now, as I listen to his speech in real time, here are some initial reactions.

Cameron has ended his speech with a note of caution that the United Kingdom is not Norway and it is not Switzerland, and he’s discussing the benefits of membership in the EU — ‘more powerful in Washington, Beijing, Delhi’ by remaining in the EU — not to mention the free trade benefits of the single market.

By 2017, if there’s actually a referendum, and Cameron’s Tories have won the 2015 general election, I predict that Cameron will be arguing for a ‘yes’ vote on such a referendum.

It’s worth noting that no member-state has ever left the European Union (although Greenland, part of the Danish realm, voted to pull out of the EU in 1985 in order to protect its fishing rights — an issue that’s snagged Icelandic and Norwegian membership in the EU as well).

In the meanwhile, this seems like a political masterstroke — Cameron has pulled a play directly from the political playbook of Labour prime minister Harold Wilson, who held his own referendum on the United Kingdom’s EU membership in 1975 (it won 67,2%).

Consider:

  • In giving the euroskeptics a clear referendum on Europe, Cameron has now given them a reason to work hard for a Tory victory in 2015.
  • Given the relatively anti-Tory and pro-Europe view of the Scottish, the referendum, scheduled for 2017, need not spook the Scottish toward independence, given the scheduled 2014 referendum within Scotland on Scottish independence.
  • He will have quieted the euroskeptic right within his own caucus, notably his former defense minister Liam Fox and other anti-Europe Tories.
  • He will have managed to draw some daylight between his party and his coalition partner, the Liberal Democrats, who are incredibly pro-Europe, thereby giving the Lib Dems something with which to distance themselves from the Tories.  That will only help win votes away from Labour in 2015.
  • He will have taken the steam out of the rising United Kingdom Independence Party, not only for 2015, but for next year’s elections to the European Parliament.
  • By keeping the terms of renegotiation vague, Cameron can take any concessions from Europeans and declare victory (say, an opt-out from the working time directive), and push for a ‘yes’ vote in 2017.

Despite by-election result, UKIP is still a bunch of ‘fruitcakes, loonies and closet racists’

After placing second in a by-election in Rotherham last Thursday, the United Kingdom Independence Party (UKIP) has vaunted to the center of British politics, with newsmakers wondering whether UKIP will, after two decades, finally emerge as a real force in British politics.

The by-election, which resulted after Denis MacShane, a Labour MP, resigned due to the ongoing expenses scandal (MacShane had submitted 19 invoices for reimbursement for non-covered expenses), should have been a non-event. One Labour MP was replaced by another Labour MP, Sarah Champion, who won over 46% of the vote, which was actually an improvement on Labour’s performance in the 2010 election, when MacShane won just 44.6%.

So why has the sleepy little constituency in South Yorkshire been treated like a political earthquake?

With 21.8% of the vote, UKIP’s second-place finish was its best-ever result in an election for the House of Commons.

UKIP was founded by Conservative Party rebels in 1993 in opposition to the Maastricht treaty (the European Union treaty that established the single currency).  Its primary characteristic as a party is its eurosceptic nature, but its ‘pro-British’ posture means that it has adopted harsher anti-immigration and anti-Muslim stances than any of the three major UK parties, notwithstanding a robust strain of euroscepticism within the governing Conservatives under prime minister David Cameron.

Cameron famously referred to UKIP as a bunch of ‘fruitcakes, loonies and closet racists’ in 2006 shortly after winning the Conservative leadership.  It was probably not far from the truth in 2006, and it’s probably not far from the truth today.  Despite the hand-wringing across England, UKIP is not necessarily any stronger or weaker than it already was before last week’s by-election — and winning about one-fifth of the total vote is hardly dominant. Part of its ‘success’ comes from controversy surrounding the local Labour-dominated council removing three children from foster parents, apparently on the basis that the foster parents were UKIP members.

Nigel Farage, UKIP’s leader (pictured above) declared after the by-election that UKIP is ascendant:

“We have established ourselves now as the third force in British politics. We have beaten the Lib Dems in all forms of elections over the course of this year. We are clearly and consistently now above the Lib Dems in the opinion polls.

“There is an upward trend. And I think the UKIP message is resonating with voters and not just Tory voters. There are plenty of voters, particularly in the north of England, coming to us from Labour and the Lib Dems.”

Farage, who’s known less for statecraft than for his stunts at the European Parliament (he’s been an MEP since 1999), would certainly like to think so.

But despite clear signs that UKIP would indeed make gains if the 2014 European elections and the 2015 general election were held today, UKIP is unlikely to become a truly powerful force in UK politics anytime soon.

Lithuania’s president throws post-election coalition talks into disarray

Lithuanian’s highly respected president, Dalia Grybauskaitė, has upended what everyone thought would be a broad leftist coalition following the second and final round of Lithuanian parliamentary elections on Sunday.

Following a victory by the social democratic Lietuvos socialdemokratų partija (LSDP, Social Democratic Party of Lithuania), which won 38 seats after the first round on October 14 and October 28, it seemed likely that the Social Democrats would form the next government, a coalition headed by Social Democratic leader and former finance minister Algirdas Butkevičius.

It had always been expected that Butkevičius would lead a broad center-left coalition with the support of the more populist Darbo Partija (DP, Labour Party), led by Russian-born Viktor Uspaskich, which won 19.95% of the first-round vote on October 14 to just 18.46% for the Social Democrats and 14.90% for outgoing prime minister Andrius Kubilius’s center-right Tėvynės sąjunga – Lietuvos krikščionys demokratai (TS-LKD, Homeland Union — Lithuanian Christian Democrats).

That October 14 vote determined the 70 seats allocated to Lithuania’s parliament, the Seimas, by proportional representation.  The remaining 71 seats were determined by single-member district votes, many of which were determined in the runoff votes held last Sunday, after which the Social Democrats emerged as the largest force, followed closely by Homeland Union with 33 seats and Labour with 29.

Indeed, the Social Democrats, Labour and a third party — Tvarka ir teisingumas (TT, Order and Justice) — had agreed an electoral pact to form a government.  Together, the three parties would command an absolute majority of 79 seats.  So the outcome seemed more or less a fait accompli.

Until Monday, when Grybauskaitė intervened, arguing that Labour is, essentially, unfit for government, and pledging not to nominate a prime minister who will govern with Labour support:

…Grybauskaite said she refused to back a coalition which included Labor, which stands accused of buying votes during the two rounds of voting.

“A party which is suspected of gross violations in the election, which is suspected of false accounting and non-transparent activities cannot participate in the government’s formation,” the president told reporters.

She said police were investigating 27 election irregularities, 18 of which concerned alleged vote buying, with the Labor Party accused of involvement in most of them.

Grybauskaitė, a political independent, is a highly-respected former European Commission for Financial Programming and the Budget from 2004 to 2009.  In the May 2009 presidential election, she became Lithuania’s first head of state by winning a whopping 69.1% victory, with her closest rival Butkevičius at 11.8% support.

On Wednesday, however, the three parties invited a fourth party, the Lietuvos lenkų rinkimų akcija (AWPL, Electoral Action of Poles in Lithuania; Akcja Wyborcza Polaków na Litwie in Polish), a Christian democratic party devoted to ethnic Polish issues, into their coalition talks, which would give it 87 seats — more than the 85-vote majority it would need to override a presidential veto.  So it’s unclear that Butkevičius and his electoral allies are willing to back down, potentially setting up a constitutional showdown with Grybauskaitė, who is Lithuania’s most popular public figure by far. VVD and Labour to form new ‘purple’ coalition for Dutch government

With lightning speed (as far as coalition-building goes in the Netherlands), the two top finishers in the Sept. 12 Dutch election have formed a government that will seek €16 billion in budget cuts to bring the Dutch budget further into balance. 

Standing in front of a futuristic poster of a bridge, prime minister Mark Rutte (pictured above, right), the leader of the center-right Volkspartij voor Vrijheid en Democratie (VVD, the People’s Party for Freedom and Democracy) and Diederik Samsom (pictured above, left), leader of the social democratic Partij van de Arbeid (PvdA, Labour Party) announced that they will form the next governing coalition together.

The two parties finished first and second, respectively, in September’s election, far outpacing the other Dutch parties.

Throughout much of the campaign, the more leftist Socialistische Partij (SP, the Socialist Party) led polls, only for Labour to emerge in the last two weeks of the campaign, as Socialist leader Emile Roemer seemed to stumble in various television debates and Samsom emerged as a credible alternative — more pro-Europe and less stridently leftist yet still more skeptical of budget cuts.

Ultimately, the VVD won 41 seats and Labour won 38 seats — an increase for both parties.  The Socialists won just 15 seats, a far cry from polls just two weeks prior to the election that showed them winning upwards of 3o or 35 seats.  In switching from the Socialists to Labour, a huge chunk of Dutch voters have essentially moved the country from an outright anti-austerity coalition to a more stable, more centrist coalition — in fact, a return to the tradition of ‘purple cabinets’ of the past that included the VVD and Labour, most recently from 1994 to 2002 under various governments led by Labour prime minister Wim Kok.

The reported terms of the coalition agreement make clear that, essentially, the Rutte II government will continue to pursue vigorous austerity measures designed to bring the Dutch budget within 3% of GDP, despite Samsom’s opposition to budget cuts earlier in the spring and his vigorous opposition to Rutte throughout the campaign.  So in joining a government with Rutte, Samsom and Labour will leave the Socialists as the major anti-austerity opposition on the Dutch left.

So how exactly will the Rutte II government differ from its predecessor? And what did Labour win in exchange for its support for a fairly pro-austerity agenda?

Lithuanian Social Democrats in place to run next government

So we have the results of Lithuania’s full two rounds of elections: the Lietuvos socialdemokratų partija (LSDP, Social Democratic Party of Lithuania) have won the greatest number of seats in the Seimas, Lithuania’s parliament, following a runoff election yesterday.

Although 70 seats are determined by proportional representation on the basis of the first-round vote on October 14, the LSDP won a disproportionately high number of the 71 seats in the Seimas that are determined in single-member districts.

In the first round of the election, the more populist Darbo Partija (DP, Labour Party), led by Russian-born Viktor Uspaskich, won 19.96% of the vote, while the Social Democrats won just 18.45% and the governing Tėvynės sąjunga – Lietuvos krikščionys demokratai (TS-LKD, Homeland Union — Lithuanian Christian Democrats) of outgoing prime minister Andrius Kubilius won 14.93%.

For lots of reasons, this scared the rest of Europe.  Uspaskich, under investigation a few years ago for corruption, actually hid out in Russia, so a Uspaskich-headed government would be a nightmare for Europe, given that Lithuania’s already not just a European Union member, but a member of the North Atlantic Treaty Organization.

But by the end of the second round, the Social Democrats took 23 of the 71 single-district seats — Homeland Union won just 20, and Labour won just 12 — much like in past Lithuanian elections, Labour had a stronger result from the proportional results than from the direct-election results.

The result, which will give the Social Democrats the largest bloc of seats in the Seimas, makes it all but certain that the leader of the Social Democrats, Algirdas Butkevičius (pictured above, bottom), a former finance minister, will become Lithuania’s next prime minister.  Furthermore, although he’s signed an electoral pact with Uspaskich’s Labour Party and Tvarka ir teisingumas (TT, Order and Justice), a shape-shifting  populist party led by former president Rolandas Paksas, who was impeached for corruption in 2004, the result will give Butkevičius a boost vis-a-vis even his coalition partners.

So Europe, which was wary of a Uspaskich-dominated government (even if Labour ultimately won more seats than the Social Democrats, will be a little more relaxed following Sunday’s runoff vote — although it was always thought that Butkevičius would nonetheless become prime minister, his position will be much stronger than Uspaskich’s, or any of the more nefarious characters of Lithuanian politics, with the Social Democrats having won the clearest plurality of parliamentary seats.

Kubilius, who had a difficult hand to play after the past four years in government, duly trimmed the Lithuanian budget after the financial crisis of 2008-09 saw Lithuania’s GDP plummet by 15%.  Indeed, the Lithuanian election result, in both rounds, was much better for Kubilius’s Homeland Union than polls had suggested, indicating that Kubilius received more credit than expected from a Lithuanian electorate that’s nonetheless weary of austerity, economic stagnation and unemployment.

Although Butkevičius won’t likely be able to effect a 180-degree change in Lithuanian policy, he has championed the introduction of a progressive income tax and minimum salaries.  Furthermore, although he’s been less enthusiastic (along with much of eastern Europe) about his country’s accession into the eurozone, European leaders seem much likelier to be happy with a pro-European center-left prime minister like Butkevičius than either Uspaskich or Paksas.

So ultimately, on a day when Ukraine seemed to fall further backwards on democracy and the rule of law, Lithuania seems to have marked another peaceful transfer of government within the broad tradition of European political norms.

Four key elections underway today in Ukraine, Italy, Lithuania and Brazil

It’s a quadruple-threat Sunday for world elections!

Ukraine: parliamentary elections. In Ukraine, voters will go to the polls for legislative elections to select 450 members of the unicameral parliament, the Verkhovna Rada.  The elections will be a key test for Ukraine’s fledgling democratic institutions eight years after the ‘Orange Revolution.’  Pro-Russian president Viktor Yanukovych, whose support is based in the eastern half of the country, is hoping to win an outright majority in a campaign that has been far from free and fair.  Two center-right groups are vying for the opposition vote — a bloc led by former prime minister and presidential candidate Yulia Tymoshenko, who has been imprisoned on politically-motivated charges and a new anti-corruption group led by heavyweight champion Vitaliy Klychko.  Unlike in the previous 2007 parliamentary elections (which were fully by proportional representation), today’s elections will be determined one-half by proportional representation and one-half through direct single-member districts.  That means the anti-Yanukovych vote could splinter, allowing the government to consolidate its control over Ukraine.  The election result will likely determine whether the former Soviet republic of 45 million people will continue its turn toward Europe as a potential European Union member.

Lithuania: parliamentary runoff. Nearby, in another former Soviet republic of just over three million people — Lithuania, voters return to the polls for a runoff after a vote two weeks ago that saw the triumph of two leftist parties: the populist Darbo Partija (DP, Labour Party), led by Russian-born Viktor Uspaskich, won 19.96% and the more center-left Lietuvos socialdemokratų partija (LSDP, Social Democratic Party of Lithuania) won 18.45%.  The governing Tėvynės sąjunga – Lietuvos krikščionys demokratai (TS-LKD, Homeland Union — Lithuanian Christian Democrats)  of prime minister Andrius Kubilius won just 14.93%, a defeat for Kubilius after a difficult campaign that reflected the realities of four years of grinding austerity and difficult economic conditions.  Half (70) of the seats in Lithuania’s unicameral parliament, the Seimas, were determined by the October 14 vote, while 71 more seats are determined in single-member districts, and many of those will be determined in today’s runoff vote. It’s virtually certain that the Social Democrats and Labour will form the next government, likely under the leader of the Social Democrats and former finance minister, Algirdas Butkevičius rather than the corruption-plagued Uspaskich, although either the Social Democrats or Labour may ultimately wind up with more seats after today’s vote.

São Paulo: mayoral runoff. In Brazil’s largest city, São Paulo, home to nearly 11 million people, voters will choose a mayor in a contest that will have implications for Brazil’s national politics.  Voters will choose between the top two candidates from the Oct. 14 vote: Fernando Haddad, the candidate of the Partido dos Trabalhadores (PT, Workers’ Party) of Brazilian president Dilma Rousseff and former president Luiz Inácio Lula da Silva, and a former education minister in Lula’s administration; and José Serra, the candidate of the center-right Partido da Social Democracia Brasileira (PSDB, the Brazilian Social Democracy Party), who lost the Brazilian presidency to Lula in 2002 and, more narrowly, in 2010 to Rousseff.  Serra, himself a former mayor of São Paulo from 2004 to 2006, when he won election as the governor of São Paulo state, despite a pledge to serve his entire term as mayor,  Serra led the vote two weeks ago with 30.75% to 28.99% for Haddad.  Serra and Haddad edged out Celso Russomanno, a famous television consumer advocate in the 1990s, with support from the evangelist Universal Church of the Kingdom of God, who had been the frontrunner throughout the campaign, who finished with just 21.6o%.  Polls show Haddad with a double-digit lead over Serra, however, which could effectively end Serra’s hopes for a third run at the presidency.

Sicily: regional parliamentary elections.  Finally, in the southern Italian region of Sicily, voters will select the 90 members of Sicily’s unicameral regional parliament.  Three parties are vying for the largest share of the vote, and 80 seats are awarded by proportional representation: a center-right coalition led by European parliament member Nello Musumeci and backed by former prime minister Silvio Berlusconi (who was convicted Friday for tax fraud) and his Popolo della Libertà (PdL, People of Freedom); a center-left coalition led by Rosario Crocetta (pictured above, top), the openly gay mafia-fighting former mayor of Gela (Sicily’s sixth-largest city); and the new anti-austerity protest party, the Movimento 5 Stelle (M5S, Five Star Movement) of blogger and comedian Beppe Grillo, who kicked off his party’s Sicily campaign by swimming across the Strait of Messina.  Radical leftists and a conservative Sicilianist/autonomist coalition are also expected to win significant support. The election is a significant test in advance of national elections expected to come in April 2013 following the technocratic government of prime minister Mario Monti, who has pledged not to run in his own right.

Scots to vote on independence in 2014 as Salmond and Cameron seal referendum pact

They’ve certainly screwed their courage to the sticking place now.

UK prime minister David Cameron has agreed with Scotland’s first minister Alex Salmond on the terms of a referendum, to be held in Scotland in autumn 2014, as to whether Scotland should seek independence or remain part of the United Kingdom of Great Britain and Northern Ireland.

With a newly elected sovereigntist government in the French-speaking province of Québec in Canada, and with the separatist-minded Basque Country set for regional elections this Sunday and the even more separatist-minded Catalunya going to regional polls next month, regional autonomy seems to be mounting somewhat of a comeback on both sides of the Atlantic.

Under today’s ‘Edinburgh agreement’ between Salmond and Cameron, Scottish voters will have the opportunity to vote for independence, ending 305 years as a single nation united with England after the 1707 Act of Union.

The agreement marks a tactical victory for both Salmond and Cameron.  Salmond, who had hoped to put off the referendum indefinitely and perhaps beyond the next scheduled general election in 2015, will nonetheless get a delay for nearly two years to make his case for independence, and 16- and 17-year olds will be permitted to vote as well (so 14-year-old Scots, start following Suffragio now).

For his part, Cameron will have succeeded in getting a straight up-and-down vote on the independence question, not a multiple-question referendum on greater autonomy for Scotland, which polls show would be much more likely to succeed than full independence.

Salmond, who is Scotland’s ‘first minister’ — the leader of the regional Scottish government — and whose Scottish National Party in 2011 secured the largest mandate of any regional Scottish election since the 1998 devolution established the Scottish parliament, will lead the campaign for the ‘yes’ vote.

Cameron, the Tory prime minister who won just one seat and a grand total of 16.7% in the 2010 general election in Scotland (finishing last among the four major parties), will lead the campaign for the ‘no’ vote, but he will certainly be joined by Labour leader Ed Miliband and Liberal Democratic leader and deputy prime minister Nick Clegg, whose party serves in the United Kingdom’s governing coalition with the Tories. Since the days of former prime minister Margaret Thatcher, who tried to use Scotland in 1989 as a testing ground for the much-derided ‘poll tax’ that was set to apply nationwide in 1990, Scotland has greeted the Tories with antipathy.  So it’s not without some legitimacy that Miliband has argued that only Labour can keep Scotland in the United Kingdom.

As Alex Massie writes for The Spectator, in calling the entire ‘phony war’ leading up to today’s event  a queer process (and quite rightly), he notes that Cameron himself, quite a fish out of water in Scotland, may lose the general election currently scheduled for May 2015:

David Cameron slinks in to Scotland almost as though he were the leader of a foreign country already. You would not think he’s merely visiting territory for which he presently holds some responsibility. The optics – as the media handlers say – will favour Mr Salmond today. Why, there will even be signing and swapping of papers further bolstering the impression this is a meeting of equals….

The difficulty is that it is not yet clear what a No vote actually means. It will not necessarily settle the matter, not least since the Prime Minister is on record as being open to “more powers” for Holyrood after the referendum.

That, however, is a discussion upon which he may have little influence. The next Westminster election must be held just six months or so after Scotland’s referendum. David Cameron may – just may – not win that election. Which means that at some point we will need to know what Ed Miliband thinks about Scotland too. What a happy thought that is!

On the surface, then, Salmond seems well placed in the next 24 months to turn around polling data that shows, on a straight ‘union vs. independence’ referendum, Scots support union (as of an Oct. 8 TNS-MRNB poll) by a 53% margin, to just 28% in favor of breaking from the United Kingdom.

Scotland, under Labour prime minister Tony Blair’s devolution policy for Scotland, Wales and Northern Ireland, achieved its own parliament after a successful 1997 referendum, and the Scottish parliament came into being in 1998.  The parliament, informally known as Holyrood, the name of the Edinburgh neighborhood in which it is located, is a 129-member unicameral legislature, essentially shares legislation power with the UK parliament in Westminster.

Cameron’s victory in the ‘Edinburgh agreement’ was to limit the options to strictly independence or remaining in the union, rather than allowing for a ‘devomax’ option — maximum devolution that would provide the Scottish parliament even more powers currently reserved for Westminster.  Indeed, Cameron seemed to dangle the possibility of further devolution earlier Tuesday in his remarks on the agreement:

Mr Cameron said: “All those who want to see not only the status quo but further devolution from the United Kingdom to Scotland must vote to stay within the United Kingdom.  Then it’ll be for all the parties to decide what proposals to put forward, but I’ve always taken the view we have to answer this prior question first. We have to answer the question: does Scotland want to stay in the United Kingdom? If the answer is Yes we do want to stay in the United Kingdom, then obviously further devolution is possible.”

In some senses, though, the limitation to a simple yes-or-no vote raises the stakes — Scots will be bloody well certain to demand guarantees from the parties supporting the ‘No’ vote that additional devolution will result from a successful ‘No’ vote in 2014.   Continue reading Scots to vote on independence in 2014 as Salmond and Cameron seal referendum pact

Lithuania election results

We have the first-round preliminary election results from Lithuania, and it confirms what was previously reported, and roughly what polls had shown in the lead-up to the parliamentary elections: the two major leftist/populist opposition parties have won the most seats, likely ending the four-year government of center-right prime minister Andrius Kubilius, who ushered in an era of budget austerity following the financial crisis of 2008-09 that saw Lithuania’s GDP plummet by 15%.

The populist Darbo Partija (DP, Labour Party), led by Russian-born Viktor Uspaskich, won 19.96% of the vote yesterday, and the more traditionally center-left Lietuvos socialdemokratų partija (LSDP, Social Democratic Party of Lithuania) won 18.45%.

Kubilius’s own party, the Tėvynės sąjunga – Lietuvos krikščionys demokratai (TS-LKD, Homeland Union — Lithuanian Christian Democrats) won 14.93%, a bit higher than polls had predicted in advance of the vote.

Sunday’s vote was the first of a two-round process: 70 seats in Lithuania’s unicameral parliament, the Seimas, were alloted by proportional representation.  An addition 71 seats will be determined by single-member individual districts, many of which will be determined in a runoff vote, to be held October 28.  On the basis of Sunday’s vote, Labour will have won 17 seats, the Social Democrats 16 seats and Homeland Union 12 seats.

The Social Democrats and Labour are expected to win sufficient seats between yesterday and the individual district runoffs to form a government with another smaller party, Tvarka ir teisingumas (TT, Order and Justice).  In the 2004 and 2008 elections, the Social Democrats have typically done as well or better in the individual districts than in the proportional vote; Labour, however, has typically done either as well or worse.  So it’s still quite possible that the Social Democrats will emerge with a greater number of seats than Labour, notwithstanding Labour’s narrow victory on Sunday.

Regardless of whether Labour or the Social Democrats technically win more seats, it is expected that the leader of the Social Democrats, Algirdas Butkevičius, a former finance minister, will serve as the new prime minister.  In 2004, when Labour emerged as the largest party in the Seimas (then also under Uspaskich’s leadership), it allowed a Social Democrat to be prime minister.  Since then, Uspaskich has been embroiled in a corruption scandal over his party’s finances, and Uspaskich himself spent parts of 2006 and 2007 apparently in hiding in Russia.

So it’s a safe bet that the international community (especially the United States, the rest of the European Union and the bondholders who are pricing Lithuanian debt) would prefer a Butkevičius-led government, not a Uspaskich-led one — and Lithuania’s new governing coalition seems sure to recognize that.  The success of Uspaskich’s party alone, and his influence on the next Lithuanian government, will itself be enough to delay a potential Lithuanian accession into the eurozone as well as cause some alarm with regard to a potentially more pro-Russia foreign policy from the Lithuanian government.  A government led by Uspaskich could potentially bring Lithuania back into economic crisis and put it at odds with the rest of Europe. Meet the new power threesome of Lithuania: Algirdas Butkevičius, Viktor Uspaskich and Rolandas Paksas

Lithuanians are voting today to select new members of the Seimas, the country’s 141-seat unicameral legislature.

After four years of budget-crushing austerity and slow economic recovery under Andrius Kubilius, the longtime leader of Lithuania’s center-right Tėvynės sąjunga – Lietuvos krikščionys demokratai (TS-LKD, Homeland Union — Lithuanian Christian Democrats) appears headed for defeat.

Under the two-round parallel voting system, voters choose 70 seats by proportional representation (all of which will be determined today) and 71 seats directly in individual districts (many of which will proceed to a second round on October 28).  After today, though, we should have a good idea of who will win the largest number of seats.

Throughout much of the campaign, the longtime center-left Lietuvos socialdemokratų partija (LSDP, Social Democratic Party of Lithuania) looked set to emerge as the largest party.  But the most recent poll shows that it’s essentially tied with the more populist Darbo Partija (DP, Labour Party).

An October 10 poll showed the Social Democrats with 16.9% of the vote to just 15.8% for Labour.  Both parties have joined an electoral pact, along with a third party, Tvarka ir teisingumas (TT, Order and Justice), which garnered 8.2% in the poll.  Homeland Union won just 7.6%.  The socially and free-market liberal Liberalų Sąjūdis (LRLS, Liberal Movement) won 5.8% — the only other party to garner over 5%, the threshold for a party to enter the Seimas on the proportional representation vote.

It seems certain that the two most important individuals to drive Lithuanian policy over the next four years (the Seimas has a fixed term) will be the leader of the Social Democrats, Algirdas Butkevičius (pictured above, right), who will likely become prime minister, and the leader of the Labour Party, Viktor Uspaskich (pictured above, left).  The third party in the electoral pact, Order and Justice, is essentially a personality-driven vehicle for its leader, Rolandas Paksas (pictured above, center), and it has veered both left and right.

Butkevičius and his allies have promised to relax some of the budget austerity that has brought Lithuania’s deficit down from nearly 10% of GDP to near the European Union cap of 3%.  That has caused some concern among bondholders and EU leaders, who have largely applauded Kubilius’s government and rewarded Lithuania with relatively low bond rates.  After a nearly disastrous 2008-09, when Lithuania’s economy collapsed by nearly 15%, GDP growth has now largely returned to Lithuania — 6% growth in 2011.  Although the Baltics have largely been held up as showcase examples for budget austerity (despite the protestations of Paul Krugman), unemployment remains staggeringly high at nearly 13%, and both Butkevičius and Uspaskich have said their chief priority will be creating jobs.

Although Lithuania is not hampered by the terms of any EU-based or International Monetary Fund loans, its government has been nudging the country toward adopting the euro, which necessitates getting Lithuania’s budget deficit within 3% of GDP, among other financial benchmarks.

Butkevičius, throughout the campaign, has called for the introduction of a progressive income tax and minimum salaries, and he’s also questioned the rapid accession of Lithuania into the eurozone.  But it’s difficult to know where the bluster ends and real policy changes would begin.  Butkevičius, a former finance minister in the Social Democrat-led government from 2004 to 2008, has already started to back away from some of his more populist stances.

Throughout Europe this year, we’ve seen anti-austerity candidates win elections on the strength of ‘pro-growth’ policies, only to realize in office that financial constraints restrict their maneuverability.  We’ve seen this in Greece, in France (where president François Hollande’s popularity is already sinking) and in the Netherlands (where the anti-austerity Labour Party looks set to join a coalition with budget-cutting prime minister Mark Rutte).

It’s doubtful that tiny Lithuania would be the exception — so a Butkevičius-led government would probably run into many of the same constraining dynamics.

Lithuanian left closes in on victory in advance of Oct. 14 parliamentary elections

It’s a great autumn for post-Soviet elections — not less than a month after a less-than-fair Belarusian election and after an upset in parliamentary elections in Georgia, and with Ukrainian elections set for the end of the month, another former Soviet republic is set to go to the polls in just two weeks — Lithuania, the largest and most populous of the three Baltic states.

In nearly every election since 1992, Lithuanians have see-sawed every four years between more right-wing and left-wing parties.  So after a more left-wing coalition governed from 2004 to 2008, Andrius Kubilius (pictured above with, heh, Santa Claus), who previously served as prime minister from 1999 to 2000, returned as prime minister as the leader of Tėvynės sąjunga – Lietuvos krikščionys demokratai (TS-LKD, Homeland Union — Lithuanian Christian Democrats).

And now, as the first round of this month’s elections approach on October 14, both of Lithuania’s two largest left-wing parties look set to return to power, with promises to end the current government’s austerity measures in order to focus on unemployment.

Lithuania’s Seimas, (in full, the Lietuvos Respublikos Seimas, or the Lithuanian National Parliament) is the Baltic nation’s 141-member unicameral legislature.  Members are elected for a set four-year term — 71 of the seats are elected in individual districts, whereas the remaining 70 seats are elected under proportional representation.  The threshold is 5% of the national vote for a single party and 7% for a multi-party coalition running together on the same slate.  The strict proportional representation members will be elected on October 14, while voting in individual districts will take place on October 14 and October 28 (in the event of a runoff between the top two candidates — in order to avoid a runoff, a candidate must win (i) an absolute majority with a turnout of over 40% or (ii) an absolute majority representing at least 20% of the registered voters in the constituency).

Even under the relatively high proportional representation standards for election to the Seimas, Lithuania has a fairly high number of parties, but two parties in particular seem to dominate Lithuanian politics: Homeland Union and the Lietuvos socialdemokratų partija (LSDP, Social Democratic Party of Lithuania).  The Social Democrats were the largest party in the coalition that emerged after the 2004 election, and look set to return in that role.
