Mogherini: Better suited for EU diplomacy than Sikorski

I spoke briefly with Flora Neve at Voice of Russia yesterday about Italian foreign minister Federica Mogherini’s appointment as the next high representative of foreign affairs and security policy of the European Union.Italy Flag IconEuropean_Union

Among other points, I noted that Mogherini, despite her inexperience (just six months as Italy’s top diplomat), and the worry among many eastern and central European leaders that she’s too sympathetic to Russia, is particularly well-suited to the EU role.

Realistically, foreign policy is the last issue that a sovereign nation is ever likely to concede to a supranational policymaking body like the European Union. Mogherini’s successor, as the foreign minister of a G-7 country with a $2.07 trillion economy, will have more real power to make foreign policy decisions than Mogherini will in Brussels. That means that Mogherini’s power in the job will be in amplifying a sense of unity around those issues where European leaders largely agree:

If I were a national leader at the Council making this decision, I would worry that someone like Sikorski — it’s not he’s too experienced, and he’s going to take away the power of a sovereign national state to set its own foreign policy — it’s that he may be out in the limelight saying things that are a bit impolitic. When, in fact, the real strength of this role is for someone like Mogherini who has the skills to work behind the scenes and pull together cooperation where it’s possible. And I think that she’s much better suited for that role than Sikorski.

The European Council appointed Polish prime minister Donald Tusk as Council president and nominated Italian foreign minister Federica Mogherini as its new high representative for foreign affairs and security policy.Italy Flag IconEuropean_UnionPoland_Flag_Icon

The appointments of both Mogherini and Tusk were widely expected in the days and hours leading up to today’s EU summit.

Tusk (pictured above, left, with his predecessor, Herman Van Rompuy), age 57, was first elected prime minister in 2007 and reelected in 2011 as the leader of the center-right Platforma Obywatelska (PO, Civic Platform), each time defeating the more conservative, nationalist Prawo i Sprawiedliwość (PiS, Law and Justice). Essentially a moderate liberal and European federalist, Tusk has governed Poland for seven of the 10 years during which it’s been a member of the European Union. His elevation to the Council presidency marks the first time that a central or eastern European has held a top EU office, and it reflects Poland’s growing clout as one of the engines of the European Union.

Mogherini (pictured above, right, with her predecessor, Baroness Catherine Ashton), age 41, only recently became Italy’s foreign minister in February, when prime minister Matteo Renzi maneuvered his way into the premiership. Though some Baltic and eastern European leaders doubted her level of experience and questioned whether she might be too sympathetic to Russia, she’s received strong marks in her six months as Italy’s foreign minister, marking her as a rising star in the new generation of leaders in Renzi’s center-left Partito Democratico (PD, Democratic Party).

Together with Jean-Claude Juncker, the former Luxembourg prime minister, who was nominated by the Council in June as the president of the European Commission, the EU’s chief executive and regulatory body, Tusk and Mogherini will be responsible for setting EU policy through 2019.

The Council presidency was created by the Treaty of Lisbon, which came into effect only in 2009. Before Lisbon, the Council president was simply the leader of the country that held the six-month rotating Council presidency. Van Rompuy, a former Belgian prime minister, served as the inaugural Council president. Upon the Council’s decision today, Tusk will begin his first term of 2.5 years in December, with the option for reappointment to a second term of 2.5 years.

The high representative role existed prior to the Lisbon Treaty, but it was greatly expanded when Ashton, a former Labour member of the House of Lords, was appointed to the role in 2009. Technically, Mogherini will serve as Italy’s representative on the European Commission and, accordingly, her term will run for five years and is  subject to the approval of the European parliament. 

Given their different backgrounds, Tusk and Mogherini were viewed as a complementary team. Eastern and central Europeans are delighted to see Tusk, a relatively hawkish voice on Russia, elevated to the Council presidency. Meanwhile, Mogherini brings gender diversity to the Commission, and she will join Martin Schulz, a German social democrat, as the chief voice of the center-left at the top of the EU policymaking apparatus.

With the European parliamentary elections finished on May 25, and the emergence of former Luxembourg prime minister Jean-Claude Juncker as the president of the European Council nearly a month later, the next two pieces of EU governance will be determined at a summit of all 28 leaders of the European Union on Saturday.European_Union

The EU leaders, who together comprise the membership of the European Council, will meet at a summit on August 30 that is expected to determine outgoing Council president Herman van Rompuy’s successor, an office created under the Treaty of Lisbon that went into effect in 2009. 

They are also expected to appoint a candidate to succeed Catherine Ashton as high representative for foreign affairs and security policy, as well as informally consider which European Commission will hold which portfolios, though those decisions are unlikely to be announced until later in the autumn. 

It’s easiest to think about the two offices sequentially — first high representative, then Council president. That’s because there are just two major candidates viewed as credible possibilities for the EU foreign policy role — Italian foreign minister Federica Mogherini and Polish foreign minister Radek Sikorski — with a third, dark-horse candidate in Kristalina Georgieva, an economist and Bulgaria’s current commissioner, responsible for humanitarian aid and international cooperation.

The choices for the European Council presidency will  follow from the choice of high representative, and from the decision to name Juncker, a center-right federalist from Western Europe, as Commission president. (More on the Council presidency will follow in part 2).

Who is Radek Sikorski?

In the latest fallout from an increasingly disruptive series of leaked audio conversations in Poland, its foreign minister Radosław Sikorski apparently called his country’s ties with the United States ‘worthless,’ and otherwise disparaged the bilateral Polish-US relationship: Poland_Flag_Icon

Mr Sikorski called Poland’s stance towards the US “downright harmful because it creates a false sense of security”, according to the new leak. He has not denied using such language.

According to the excerpts, Mr Sikorski told former Finance Minister Jacek Rostowski that “the Polish-US alliance isn’t worth anything”.

Using vulgar language, he compared Polish subservience to the US to giving oral sex. He also warned that such a stance would cause “conflict with the Germans, Russians”.

At one point, Sikorski used the Polish word murzynskosc — meaning ‘slavery’ — to describe the bilateral relationship in a conversation with former finance minister Jacek Rostowski.

Will Bosnian protests be the final straw for the Dayton accords?

The Dayton accords ended the conflict among Bosnian Muslims, Serbs and Croats in Bosnia and Herzegovina in 1995, and established a nearly unworkable tripartite system of governance for the country of Bosnia and Herzegovina. Bosnia-Herzegovina

Though the structure established by the Dayton accords was always meant to be temporary, the country is crumbling nearly 20 years later under the weight of corruption, a stagnant economy, massive unemployment and the ridiculous state of tripartite government at the national level, with another layer of governance within the two subunits that comprise the country the (confusingly named) Federation of Bosnia and Herzegovina, home to most of the country’s Bosnian Muslims and Croats, and the Republika Srpska, home to most of the country’s Serbs.  Within the Federation of Bosnia and Herzegovina, arguably more political power rests within 10 sub-sub-national cantons.  Moreover, the High Representative, an internationally appointed officer designated to oversee the Dayton process, now undermines whatever legitimacy the central and subnational governments have.

Protests provide some glimmer of hope that everyday Bosnians from all ethnic groups are ready to jettison the Dayton system for a more workable model of governance.  The protests began in Tuzla earlier this month over job losses resulting from the privatization of local businesses.  But the protests took on a national character after the protests turned violent, and they’ve now moved from Tuzla and other cities to Sarajevo, the capital.  Since the protests began, at least three of the canton-level prime ministers have resigned, including in Tuzla and in Sarajevo.  Though Bosniaks (and not Croats and Serbs) are mostly leading the protests, the problems they are highlighting are just as dire for the country’s other ethnic communities.  It’s not coincidence that the current protests are taking place simultaneous to the process of the first census in the country’s post-independence history, the results of which could fundamentally shift political reality in the county.  Preliminary results show that the population fell from 4.4 million in 1991 to 3.8 million today, a significant drop.  If the Croat population falls below 10%, for example, or if it’s dispersed much beyond Herzegovina and western Bosnia, it will undermine the political status of Croatians and the possibility of a third Croat-based entity.  If Serbs comprise even more of the Republika Srpska, for example, does it mean that its leadership will push for independence?

So if any country needs a restart, it’s Bosnia and Herzegovina, where the Dayton Accords have perpetuated a system of patronage and corruption that’s effected in triplicate.

As Jasmin Mujanovic wrote last week for Al Jazeera, Bosnia and Herzegovina faces huge difficulties:

For nearly twenty years, Bosnians and Herzegovinians have suffered under the administration of a vicious cabal of political oligarchs who have used ethno-nationalist rhetoric to obscure the plunder of BiH’s public coffers. The official unemployment rate has remained frozen for years at around 40 percent, while the number is above  57 percent among youth. Shady privatisation schemes have dismantled what were once flourishing industries in Tuzla and Zenica, sold them off for parts, and left thousands of workers destitute, with many still owed thousands of dollars in back-pay. Pensions are miserly too; the sight of seniors digging through waste bins is a regular one in every part of the country, while the wages of BiH’s armies of bureaucrats and elected officials have only grown.

After the general elections in 2010, it took sixteen months for a state government to be formed, one which collapsed almost immediately thereafter. Since then, on the rare occasion that Parliamentary sessions have actually been held, the members of this body have mostly concerned themselves with calling for the ouster of their political opponents. Zivko Budimir, for instance, the president of the Federation entity, was arrested in April of last year on suspicions of corruption and bribery. He was released shortly thereafter for “lack of evidence” and has since returned to his post. As Sarajevo burnt on Friday, Budimir declared that he would resign if the people insisted – apparently refusing to look out his window as he spoke.

Since 2008, the country has struggled with low growth and contraction.  As of July 2013, the unemployment rate was 44.6%, and its GDP per capita fell behind every country in the region except Kosovo (including Albania, Serbia, and Macedonia).  ethnicity-based corruption and inefficiency plague state-owned enterprises, and when (or if) they’re privatized, it’s done in the most disruptive (and often corrupt) manner possible.  So it’s no wonder that everyday Bosnians are angry.

Two parties in the governing coalition have already called for snap elections, which were already scheduled for October of this year.

But the elections are a choreographed waltz — not unlike elections in the religion-based ‘confessional’ system of Lebanese politics —  predetermined to balance the Croat, Bosniak and Serb communities at every key level of government.  Each rung of the ladder, however, is an opportunity for corruption, inefficiency and bloat.
