Is there a potential parliamentary path to amending Section 377 in India?

Sonia Gandhi, the leader of India’s largest party, and a massively influential voice in Indian government, has strongly denounced the Indian Supreme Court’s ruling on Section 377 of the Indian penal code, which effectively re-criminalized same-sex relationships yesterday.India Flag Icon

The Supreme Court rejected the earlier 2009 decision of the Delhi High Court, which had interpreted that Section 377 violated several rights guaranteed under India’s constitution, thereby effectively decriminalizing same-sex conduct.  India’s Supreme Court yesterday instead ruled that it was up to India’s parliament, not its judiciary, to address Section 377.

Gandhi forcefully called on India’s parliament to take up the issue by amending Section 377 in a way that makes it clear that she believes same-sex conduct should not be criminalized:

“The High Court had wisely removed an archaic, repressive and unjust law that infringed on basic human rights enshrine din our Constitution. This Constitution has given us a great legacy, a legacy of liberalism of openness, that enjoin us to combat prejudice and discrimination of any kind. We are proud that our culture has always been an inclusive and tolerant one. The Supreme Court also suggested another course. I hope the Parliament will address this issue and uphold the constitutional guarantee of life and liberty to all citizens of India, including those affected by this judgement.”

As the leader of the governing Indian National Congress (Congress, भारतीय राष्ट्रीय कांग्रेस), her strong condemnation makes it possible that India’s parliament just might enact a legislative fix.

Gandhi’s statement cleared the way for several high-profile members of India’s government to attack the decision.  Finance minister P Chidambaram said he was extremely disappointed with the decision, and he argued that the decision, by upholding a law enacted in 1860, embodies  colonial-era reasoning.  Kapil Sibal, India’s minister for law and justice, after a somewhat non-committal statement yesterday, today issued a call clearly supporting government action to neutralize the Supreme Court’s decision:

“I am disappointed, and, it is unfortunate that the Supreme Court has upheld the legality of Section 377. The High Court was right on this issue. Right now, there are several options before the government, and, we are exploring all of them. This government believes in firm and quick action, and, we will do that. We will adopt a policy that will provide relief at the earliest,” he said.

Congress, which likes to wrap itself in its legacy as the party that delivered Indian to independence in 1947 under Jawaharlal Nehru, a leader of the independence movement and later, India’s first prime minister, would jump at the chance to attack Section 377, above all, as a relic of Victorian-era repression inflicted upon India by its British colonial rulers.

Fresh off its massive political victory in regional elections earlier this month in Delhi, the anti-corruption Aam Aadmi Party (AAP) also announced its disapproval of the decision and its support for repealing or amending Section 377.

In contrast, the center-right Hindu nationalist Bharatiya Janata Party (the BJP, भारतीय जनता पार्टी) and Narendra Modi, the chief minister of Gujarat state, and the BJP’s prime ministerial candidate in next spring’s parliamentary elections, have been silent since yesterday’s decision.  Sushma Swaraj, the BJP opposition leader in the Lok Sabha (लोक सभा), the lower house of India’s parliament, has called for an all-party meeting to determine whether there’s support to amend Section 377 in the Lok Sabha.

While Muslim and Christian groups have been more active on Section 377 in India than Hindu groups, the conservative BJP doesn’t exactly fit the mould of a party willing to take a progressive stand in favor of LGBT rights.  Baba Ramdev, a top Indian yoga guru, and a leading Modi supporter, has been outspoken in his virulent opposition to homosexuality.

Either way, Gandhi and Congress will find that time is rapidly running out, with the Lok Sabha expected to be dissolved next spring in advance of parliamentary elections that must be held before May 2014.

While Congress could push to amend 377 through legislative action, there’s a chance that the government could also support a ‘curative petition’ that calls on the Supreme Court to reconsider its ruling — such petitions rarely succeed, but such petitions rarely have the full support of Sonia Gandhi behind them.

Both the Congress-led government and the BJP have at least some reason to pull together to support legislation essentially decriminalizing same-sex conduct (once again) in India.  Continue reading Is there a potential parliamentary path to amending Section 377 in India?

India’s Supreme Court re-criminalizes same-sex conduct in LGBT setback

In a setback for human rights in the world’s largest democracy, the Supreme Court of India early Wednesday re-criminalized same-sex conduct in a decision that directly affects millions of LGBT individuals.India Flag Icon

The court was considering a 2009 decision by the Delhi High Court, Naz Foundation v. Govt. of NCT of Delhi, that found much of Section 377 of the Indian Penal Code unconstitutional.  Section 377 dates from the British colonial era in India — its origin lies in an 1860 law that prohibits ‘carnal intercourse against the order of nature,’ essentially criminalizing same-sex conduction.  When the Delhi High Court handed down its ruling in 2009, it narrowed its reading of Section 377 to exclude adult consensual same-sex conduct, though the law continued to apply to sex with minors and non-sexual conduct.

Today’s decision by India’s Supreme Court, however, invalidates that interpretation, making same-sex conduct once again a criminal offense — think of it as the reverse of the US Supreme Court’s 2003 landmark decision in Lawrence v. Texas, in so much as the Supreme Court of India had the opportunity to decriminalize same-sex conduct in one fell swoop.  Instead, India’s Supreme Court ruled that it was up to the parliament, not India’s courts, to invalidate Section 377.  The effect is to criminalize same-sex relations at a time when most countries are moving toward greater LGBT rights in both judicial and legislative terms.

The 2009 decision was a landmark moment at the time for LGBT activists in India, who believe that the legacy code violates the guarantees to equality, freedom of expression and personal liberty in the Indian constitution.  The Delhi High Court (think of it as a kind of cross between a state supreme court in the United States and the federal DC Circuit Court of Appeals) itself took seven years to hold hearings in the Naz Foundation case, and the verdict was delivered eight years after the case was originally filed.  Here’s a portion of the Delhi Supreme Court’s ruling from 2009:

If there is one constitutional tenet that can be said to be underlying theme of the Indian Constitution, it is that of ‘inclusiveness’. This Court believes that Indian Constitution reflects this value deeply ingrained in Indian society, nurtured over several generations. The inclusiveness that Indian society traditionally displayed, literally in every aspect of life, is manifest in recognising a role in society for everyone. Those perceived by the majority as “deviants’ or ‘different’ are not on that score excluded or ostracised.  Where society can display inclusiveness and understanding, such persons can be assured of a life of dignity and non-discrimination. This was the ‘spirit behind the Resolution’ of which Nehru spoke so passionately. In our view, Indian Constitutional law does not permit the statutory criminal law to be held captive by the popular misconceptions of who the LGBTs are. It cannot be forgotten that discrimination is antithesis of equality and that it is the recognition of equality which will foster the dignity of every individual.

It’s difficult to categorize the state of LGBT rights in a country as diverse as India with over 1.2 billion people across 1.2 million square miles, but LGBT individuals face myriad challenges in a country where same-sex marriage and adoption are not recognized and no anti-discrimination laws exist.  India’s relatively conservative culture means that there’s a lot of opposition to same-sex attraction, both culturally and religiously.  Religious groups, for example, especially within India’s Muslim and Christian communities, applauded today’s decision.

While Section 377 was never regularly enforced, it was nonetheless widely used to harass LGBT individuals.

However, keeping in mind the importance of separation of powers and out of a sense of deference to the value of democracy that parliamentary acts embody, self restraint has been exercised by the judiciary when dealing with challenges to the constitutionality of laws. Who is Raheel Sharif? A look at Pakistan’s new army chief of staff

Ending months of speculation, Pakistani prime minister Nawaz Sharif announced late last week that Raheel Sharif (pictured above) is his choice to succeed Ashfaq Kayani as Pakistan’s new army chief of staff last week, just hours before Kayani’s resignation went into effect.

Though the two men share the same surname, it’s an open question as to which Sharif will be the more powerful person in Pakistani government over the years to come.  The army chief of staff will significantly influence issues of security and foreign policy, including long-term prospects for more peaceful Indian-Pakistani ties, patrolling Pakistan’s border with Afghanistan (all the more relevant given that the US military pullout is likely to occur in 2014), dealing with the Tehrik-i-Taliban Pakistan (commonly referred to as the Pakistani Taliban), and the bilateral relationship with the United States, including the difficult issues of sovereignty and civilian deaths resulting from US drone strikes in northwestern Pakistan.

While Raheel Sharif may not exactly be able to set Pakistan’s policy on these issues, he can certainly complicate the civilian government’s policy decisions on security and foreign policy if he believes that they aren’t in the Pakistani military’s best interests.

What’s most interesting about the decision is that the last time Nawaz Sharif selected a new army chief of staff, as Pakistan’s prime minister in 1998, his choice was Pervez Musharraf, the third-most-senior officer at the time, who Sharif hoped would chart a more harmonious course in line with Sharif’s security policy than Jehangir Karamat, who Sharif dismissed earlier in 1998.  Within a year, however, Musharraf had ousted Sharif in a military coup, ushering in yet another era of military government in Pakistan that would last nearly a decade, and which coincided with intense cooperation between the United States and Pakistan with respect to Afghanistan and, more generally, US military efforts against radical Islamic terror across the Middle East, South Asia and Africa.

Given the ominous precedent, it was important for Sharif to choose very wisely this time around — and so far, there’s every indication that the new army chief of staff, though somewhat of a surprise pick, is unlikely to pursue a radically different path from Kayani, who has worked hard to keep the Pakistani military’s policymaking role behind the scenes since his appointment in 2007.  Kayani is credited, in part, with providing the backdrop of security and stability that allowed for the first government in Pakistani history to serve out its full five-year term, and his commitment to stable, civilian-led government is perhaps his chief legacy.

In choosing Raheel Sharif, Nawaz Sharif decided against Haroon Aslam, the most senior military officer, who was viewed as the frontrunner, and against Rashad Mehmood, who served as Kayani’s principal staff officer and has also served in the Inter-Services Intelligence, the top Pakistani spy agency.

Raheel Sharif was born in 1956 in Quetta, which is located in the relatively remote province of Balochistan in Pakistan’s southwest, and he comes from a family with a long military tradition — his brother was killed in the 1971 war with India and was awarded Pakistan’s highest military honor, the Nishan-i-Haider.  Though just third in line in terms of military seniority, he has developed new training doctrines under Kayani’s leadership in transitioning the Pakistani army away from its traditional focus on India and toward a role based in counterinsurgency strategy.  He has ties to both top army officials and the political elite and, in particular, is close to lieutenant-general and tribal affairs minister Abdul Qadir Baloch, who’s a key confidante to the prime minister.

 

Five years after returning to Pakistan and five years after the transition back to civilian rule, Nawaz Sharif returned to power after May’s parliamentary elections, which saw Sharif’s Punjab-based, center-right Pakistan Muslim League (N) (PML-N, اکستان مسلم لیگ ن) win a landslide victory against both the Sindh-based, center-left Pakistan People’s Party (PPP, پاکستان پیپلز پارٹی‎) of Asif Ali Zardari, Pakistan’s former president and widower of assassinated prime minster Benazir Bhutto, and the anti-corruption, populist Pakistan Tehreek-e-Insaf (Movement for Justice or PTI, پاکستان تحريک) of Imran Khan.

Upon becoming Pakistan’s prime minister for a third time, Sharif championed a politically negotiated settlement with the TTP and also better economic and security ties with India.  In both cases, the Pakistani military has undermined his goals behind closed doors.   Continue reading Who is Raheel Sharif? BJP’s Modi begins Indian election campaign in an incredibly strong position

It’s nearly a year before Indians will go to the polls in the world’s most populous election, but Gujarat chief minister Narendra Modi looks ever more like the man with the easiest path to become India’s next prime minister.India Flag Icon

Eleven months is a long time in the politics of any country, so there’s no guarantee, and even if Modi winds up as prime minister, it will be after a long-fought slog.  But the decision last week of the conservative Hindu nationalist Bharatiya Janata Party (the BJP, or भारतीय जनता पार्टी) to anoint Modi as the leader of its 2014 parliamentary campaign makes Modi the indisputable, if unofficial, leader of the BJP efforts to regain power after what will be a decade-long hiatus in opposition.

Modi faces plenty of obstacles, too, within his own party and the wider National Democratic Alliance coalition, of which the BJP is the largest participant.

But the fundamental fact is that Modi is now the BJP and NDA standard-bearer and he’ll playing offense against the governing Indian National Congress (Congress, or भारतीय राष्ट्रीय कांग्रेस).  A tired prime minister Manmohan Singh will likely leave office in 2014 after a decade of missed opportunities, above all having presided over an underperforming economy.  Moreover, the likely Congress standard-bearer, Rahul Gandhi, seems a hesitant and reluctant leader, even as the party moves more fully toward consolidating under his leadership.  Whereas Modi, after a decade in regional government, personifies a triumphant hunger to gain power and jumpstart India’s economy, Gandhi personifies the listlessness of a fourth-generation scion of a political dynasty that’s been intermittently in power since India’s independence in 1947.

That doesn’t mean that the residual power of the Gandhi family brand of the rougher edges or internal strife within the BJP and the NDA won’t scuttle Modi’s chances — polls show that Congress remains relatively unpopular and that, Indian voters aren’t quite completely sold on the BJP, the ‘saffron party’ nonetheless remains in a very good position to benefit from Congress’s expense.

The 2014 election will determine the membership of the Lok Sabha ( लोक सभा), the 552-member lower chamber of the Indian parliament.  The governing United Progressive Alliance holds 226 seats, of which Congress itself holds 203 seats; the NDA holds 136 seats, of which the BJP itself holds 115 seats.  The Third Front, a coalition of communist and other leftist third parties, holds 77 seats, and the so-called Fourth Front, which is dominated by the Samajwadi Party (Socialist Party) based in the Indian state of Uttar Pradesh, holds 25 seats.   Continue reading BJP’s Modi begins Indian election campaign in an incredibly strong position

In one year, south Asia and the ‘Af-Pak’ theater as we know it will be transformed

No one thinks about ‘southwest Asia’ as among the world’s regions.  But should we?

Consider for a moment that within the next 12 months, the world will witness the following:Iran Flag IconIndia Flag IconPakistan Flag Iconbangladesh flag iconafghanistan flag

  • the rollout of a new, more stable government headed by Nawaz Sharif in Pakistan dominated with the twin problems of regional security and economic growth, itself a transfer of power following the first civilian government to serve out a full term in office since Pakistan’s founding in 1947; 
  • the selection of a new president for Pakistan in August 2013 to succeed Asif Ali Zardari, the widower of former prime minister Benazir Bhutto;
  • the selection of a new army chief of staff in Pakistan in November 2014 to succeed Ashfaq Kayani, who’s led Pakistan’s military since 2007 (when former general Pervez Musharraf was still in charge of Pakistan’s government) and who remains arguably the most powerful figure in Pakistan;
  • the drawdown of U.S. combat forces in Afghanistan for the first time since 2001 later this year;
  • the election of a new president in Afghanistan in April 2014 to succeed Hamid Karzai, who cannot (and doesn’t want to) run for reelection;
  • the election of a new government in Bangladesh before the end of January 2014 under the explosive backdrop of the ongoing 1971 war crimes tribunals and the Shahbagh protests of earlier this year; and
  • the election of a new government in India before the end of May 2014 — likely to be headed by the latest member of the incumbent party’s family dynasty, Rahul Gandhi, or the sprightly chief minister of Gujarat, Narendra Modi — that will end of a decade of rule by prime minister Manmohan Singh.

Taken together, it’s a moment of extreme political change in South Asia, with turnover in each of the five pivotal countries (with a cumulative population of over 1.65 billion people) that touches and concerns the ‘Af-Pak’ region, and the greater South Asian region generally, which could well be the world’s most sensitive security theater and remains a critical region for global economic development — India is one of the four BRIC countries, and Bangladesh, Iran and Pakistan are each ‘Next Eleven’ countries.

That’s without mentioning the fact that we’ve just entered the first year of what’s expected to be a decade of leadership by Xi Jinping and the ‘Fifth Generation’ of Chinese Communist Party leadership in the People’s Republic of China, and the ongoing interest of Russia as a geopolitical player in the region, with so many former Central Asian Soviet republics bordering the region. It’s also without mentioning the thaw in political repression and diplomatic isolation currently underway in Burma/Myanmar.

For some time, discussion about the European Union has involved the caveat that major policy initiatives on EU policy, especially with respect to monetary union and fiscal union, are on hold until the German federal election, which will take place at the end of September 2013.  It’s reasonable to assume that Angela Merkel will want to secure reelection as Germany’s chancellor before pushing forward with new changes.

But that pales in comparison to the political transformation that will take place in west Asia in the next 12 months, even though I see very few commentators discussing that when they talk about Iran, south Asia, Af-Pak, etc.  In many ways, I think that’s because foreign policy analysis don’t typically think about this particular set of countries as a discrete region in its own right.

Iran comes up in the context of the Middle East and much more rarely in the context of Afghan or Pakistani security, even though Iran’s population is comprised of Persians and Azeris, not the Arabs who otherwise dominate the Middle East.

It’s more common to think about Pakistan today in the context of Afghanistan (for obvious U.S. security interest reasons) than in the context of Bangladesh, even though Bangladesh continues to battle over political ghosts that originated in its 1971 war of independence from Pakistan.  But how much of that has to do with, say, early turf wars in the Obama administration between the late diplomat Richard Holbrooke and other envoys, or the Bush administration’s initial approach to the global war on terror?

It’s common to think about Pakistan, India and Bangladesh together (but not Iran) because they were so centrally administered together as part of the British empire from the 18th through the 20th century.

Looking forward through the end of the 2010s and the 2020s, do any of those linkages make as much sense?

Without channeling the spirit of Edward Said too much, what do we even call the region spanning from Tehran to Dhaka and from Mumbai to Kabul? West Asia? Southwest Asia?

Though I cringe to call it a Spring, make no mistake — the leadership realignment has the potential to remake world politics in ways that transcend even the Arab Spring revolts of 2010 and 2011.

 

As expected, BJP loses Karnataka state elections to surging Congress

Votes from Sunday’s elections in the Indian state of Karnataka were counted today and, as polls suggested, the troubled government of the conservative, Hindu nationalist Bharatiya Janata Party (the BJP, or भारतीय जनता पार्टी) has overwhelmingly lost.India Flag Iconkarnataka flag

The Indian National Congress (Congress, or भारतीय राष्ट्रीय कांग्रेस) has won 121 seats — an absolute majority — among the 223 seats up for election in the Karnataka legislative assembly, the Vidhan Sabha (विधान सभा).  In contrast, the BJP lost 72 seats and now holds just 40.

So what do the results mean for Indian national politics?  As with most special elections and regional and local elections, it’s hard to extrapolate trends from a local election for national significance.  But given that India’s national leaders, including very likely its next prime minister, all campaigned in Karnataka, there are some points worth noting, with India’s own national elections set to take place before May 2014.

First, critics of Gujarat chief minister Narendra Modi, both inside and outside the BJP, will have an argument that Modi’s brand of campaign magic isn’t transferable outside his own state.  Modi campaigned vigorously in the final days of the campaign, and he’s widely seen as the frontrunner to lead the BJP in next year’s general election and even a slight frontrunner to become India’s next prime minister.  But the BJP in Karnataka was always facing an uphill battle, so Modi’s failure to change the dynamic is no more or less indicative of his national appeal than Rahul Gandhi’s inability to help Congress win last year’s elections in India’s most populous state, Uttar Pradesh.

Second, the Karnataka election was the first state election since Rahul (pictured above) became the vice president of Congress, so a loss or a closer-than-expected race might have demonstrated that Congress’s brand — and the Gandhi brand — is wearing thin nationally.  That didn’t happen, so from Rahul’s perspective, the election is a success.

Perhaps the most important lesson is the anti-incumbent mood, and it wouldn’t be surprising if many of Karnataka’s voters, who just ejected a BJP government this week, will be equally keen to eject the national Congress-led government next year — a government that’s been in office nearly a decade and has received much criticism, even abroad, for a drop in India’s economic growth and its relative lack of energy in pursuing economic reforms.

Karnataka, India’s high-growth power state, votes in shadow of 2014 national campaign

In 2004, when the national government of the center-right, Hindu nationalist Bharatiya Janata Party (the BJP, or भारतीय जनता पार्टी) sought reelection, it did so with the slogan of ‘India Shining,’ a catchphrase that it hoped would capture the progress India was making in catching up to the economic development that for so long eluded it.  That campaign failed, and the slogan itself largely backfired, but make no mistake — no city was shining brighter than Bangalore, the capital of the state of Karnataka.karnataka flagIndia Flag Icon

Bangalore, in the 1990s and the 2000s, rapidly developed into the so-called ‘Silicon Valley’ of India, with a rapid, increasingly technology-fueled growth wave that made the city a favorite among multinational corporations and that made Karnataka one of the fastest-growing regions in the world.  Bangalore’s population went from 5.1 million to 8.4 million from 2001 to 2011 alone.

Karnataka itself has a population of nearly 62 million people — although it ranks as only the ninth-most populous state within India, it nonetheless has a slightly larger population than Italy and a population twice as large as Malaysia, though I’m sure you’ve heard much more about the recent Italian elections and the Malaysian parliamentary elections scheduled for the same day as Karnataka’s state elections on May 5.  But given the rising economic, cultural, demographic and political importance of India, and the central role than Bangalore and its economic hinterland has played in India’s 2000s economic boom, there’s really no reason why Italian politics should necessarily be any more important than Karnataka state politics.

Its importance comes especially into relief when you view the Karnataka campaign in the context of India’s highly anticipated 2014 national election showdown between the BJP, which will likely (though not certainly) be led by Gujarati chief minister Narendra Modi and the current governing party, the Indian National Congress (Congress, or भारतीय राष्ट्रीय कांग्रेस), which will almost certainly be led by Rahul Gandhi, the son of current Congress president Sonia Gandhi and the late prime minister Rajiv Gandhi, and both Rahul and Modi have recently visited Karnataka state to campaign for their parties and to take swipes at one another.

Modi’s Gujarat victory sets platform for national ambitions in 2014

Votes were counted yesterday from two regional state elections in India — in Gujarat, on the west-center coast of India, with 60 million people, and in the much smaller Himachal Pradesh, a much smaller Himalayan state that borders Tibet, with just six million people.India Flag Icon

But in some ways, December 20 was the first day of campaigning for the national election — likely to be held in 2014 — to control India’s Lok Sabha ( लोक सभा), the 552-member lower chamber of the Indian parliament.

The upshot of the elections is that Gujarat’s chief minister Narendra Modi (pictured above) has been reelected for a third consecutive term, and his victory has invariably made him the frontrunner to be the prime ministerial candidate of the Hindu nationalist and conservative Bharatiya Janata Party (the BJP, or भारतीय जनता पार्टी) in 2014, when the BJP hopes to national power for the first time since its stunning 2004 election loss.

Modi had done nothing to dispel the notion that he wants to become prime minister during the campaign, in which Modi, quite novelly in Indian politics (and to my knowledge, world politics), appeared simultaneously at rallies throughout the state using a hologram version of himself.

Even in his victory speech, when he addressed supporters not in the local language, Gujarati, but the more nationally recognized Hindi language, he seemed to indicate that he was turning his eyes toward a national audience.

Modi, if he does lead the BJP in 2014, will not face the current prime minister, Manmohan Singh, but likely Rahul Gandhi — the son of the Sonia Gandhi, the president of Singh’s Indian National Congress (Congress, or भारतीय राष्ट्रीय कांग्रेस) and of the late former prime minister Rajiv Gandhi, and also the grandson of the late former prime minister Indira Gandhi.

Although some other BJP chief ministers appear ready to back Modi, he still faces obstacles — 2014 is far away, and the BJP chief minister of Madhya Pradesh since 2005, Shivraj Singh Chauhan, who has also been a member of the Lok Sabha since 1991, will be seeking his third consecutive term next year.  Madhya Pradesh lies in the heart of central India, with an even larger population (75 million) than Gujarat and which also has an economy better than India’s average.

Furthermore, Raman Singh, who has been the BJP chief minister of the less-populous (25 million) but industrially vital east-central state of Chhatisgarh since 2003, will also seek his third consecutive term in 2013.

At the national level, the chief minister of Bihar state, Nitish Kumar, remains decidedly cold about running with Modi in 2014.  Kumar leads the Janata Dal (United) party (JDU), which holds just 20 seats in the Lok Sabha, but is the second-largest member, after the BJP, of the National Democratic Alliance in the Lok Sabha that stands as the united opposition to Congress.  The JDU lies more to the political left of the BJP, and it’s been strongest in Bihar and Jharkhand in the far east of India.  Kumar, whose party is also more secular than the Hindu-based BJP, has worked to appeal to Muslims, which comprise 16.5% of the population in Bihar.  He has threatened to pull the JDU out of the alliance with the BJP if it nominates Modi as its prime ministerial candidate.

But for now, let’s take a closer look at the results, announced yesterday, in Gujarat:

Going into the election, the BJP controlled 117 of the 182 seats in the Gujarati regional parliament.  Modi held onto most of those seats, despite a nationalized campaign that brought Singh and both Sonia and Rahul Gandhi to campaign against him, and despite rumblings from elements within Gujarat to Modi’s right and Keshubhai Patel, who preceded Modi, serving in 1995 and from 1998 to 2001.  Patel formed a new party, the Gujarat Parivartan Party (GPP), which won two seats, and likely stole away enough votes from Modi’s BJP to allow Congress to win a few more seats in the election.

Although Modi would probably have liked a wider victory — expectations spun wildly out of hand that he could win 130 to 150 seats, although that was never incredibly likely — it’s nonetheless a very strong win after more than a decade of incumbency for Modi personally and two decades of incumbency for the BJP, especially in a country that isn’t incredibly kind, electorally speaking, to incumbents (as the BJP learned yesterday in Himachal Pradesh).  Continue reading Modi’s Gujarat victory sets platform for national ambitions in 2014
