Corsican nationalists could achieve breakthrough status in 2016

Forget Scotland or Catalonia. Forget Wallonia and Flanders. Forget the Basque Country or Republika Srpska.corsicaFrance Flag Icon

The hot separatist movement in 2016 might be in Corsica, the French-controlled island where Napoleon Bonaparte was born and which sits roughly 100 miles off France’s southeastern coast.

Corsica’s rising nationalist tide might this year outshine Catalonia, where a new regional government with a mandate to seek independence was sworn in last week, and Scotland, where the Scottish Nationalist Party hopes that local elections in May will boost its hold on the regional parliament and advance a fresh independence referendum.

For the first time, an explicitly nationalist coalition now controls Corsica’s regional government after it unexpectedly triumphed in December’s regional elections. That’s exactly one more region than the far-right Front national controls, despite the hype that Marine Le Pen and her allies could take power in up to six of France’s 13 newly consolidated ‘super-regions.’ A movement that has long been fragmented into myriad camps and ideologies, often violent, is now more united than ever and committed to political engagement.

Once rooted in political terrorism, Corsican nationalism has now turned to a more peaceful approach that appears to be attracting larger numbers of voters. Though the origins of Corsica’s unique regional flag, featuring a Moor’s head wearing a white bandanna, may be lost to the puzzles of history, it is nonetheless as much a symbol of the Corsican nation as the Scottish saltire.

Shortly after regional elections, when a wave of violence against immigrants (including an attack on a Muslim prayer room) threatened to mar the new nationalist government, its leaders united to decry the violence, blaming it on the anti-Muslim rhetoric of the Front national. Though the incident raised tensions between Corsican nationalists and prime minister Manuel Valls, who clumsily reiterated state’s control over Corsica and sent France’s interior minister Bernard Cazeneuve to the Corsican capital of Ajaccio, the unrest subsided soon after the new year.

Corsica’s new regional government will have two years to demonstrate that it can maintain its united nationalist front, provide capable governance and credibly advocate for greater Corsican autonomy. For the first time in years, Corsica’s status might even become an important issue in the upcoming 2017 presidential election.

Most importantly, if 2016 does become a breakout year for Corsican sovereignty, it will reinforce separatist trends not only in Scotland and Catalonia, but across Europe, catalyzing autonomy movements both familiar (e.g., Transnistria, Flanders and Kurdistan) and novel (Bavaria, Sardinia and Russian-majority parts of the Baltic States).

Corsican sovereignty might not top the list of pressing European policy matters. But it’s an island with a long history, controlled by the Greeks, the Romans and many others from antiquity through the present day. For nearly 400 years from 1284, it was ruled by Genoa, the Italian city-state, until Corsican nationalists won independence in 1755.

Pasquale Paoli, who drove the Genoese from the island, established an Enlightenment-influenced government, with a written constitution, universal suffrage for men and women and parliamentary rule, and Paoli remains a Corsican hero despite the republic’s fall to France in 1769. France has controlled the island ever since, bringing it under the thumb of one of Europe’s most consistently centralized national governments. Compared to the United Kingdom, Germany or even Italy or Spain, the central government in Paris has long been reluctant to cede power to France’s regions, including one as idiosyncratic and sometimes turbulent as Corsica.

For Paoli’s descendants, the dream of an independent Corsica isn’t necessarily so farfetched. Poland, for example, lost its sovereignty for centuries — the Polish-Lithuanian Commonwealth collapsed in 1795, a short-lived Polish republic from 1918 to 1939 was soon overrun by Nazi Germany and a postwar Polish republic remained a Soviet satellite until 1989.

Corsica’s population of around 325,000 is about the same as Iceland and just a bit less than Malta. The island has its own indigenous language, Corsu, which is more closely related to the Tuscan dialect of Italian than to French and, indeed, Corsica lies far closer to the Italian mainland and the Italian island of Sardinia than to the French mainland. Only around two-thirds of Corsica’s population can speak Corsu, however, and the French language, universally spoken by all Corsicans, has long dominated official matters, education and public life.  Continue reading Corsican nationalists could achieve breakthrough status in 2016

Remembering the legacy of former Belgian PM Wilfried Martens

Wilfried Martens, a longtime Belgian and European statesman, died last Wednesday night at the age of 77, and though it’s still been a few days, it’s worth pausing to consider his legacy to his country and his continent. Belgium FlagEuropean_Union

While European Commission president Jacques Delors, French president François Mitterrand and German chancellor Helmut Kohl all receive much of the credit for bringing about the modern-day version of the European Union and the single currency, Martens played a crucial role in boosting ever closer union, appropriately for someone who grew up in the aftermath of World War II in poverty in Ghent.

Between 1990 and 2013, Martens served as the leader of the chief center-right grouping in the European Parliament, the European People’s Party.

Belgium today seems to be virtually ungovernable amid splits between the Dutch/Flemish-speaking Flanders in the north and the French-speaking Wallonia in the south — the country famously went 589 days without a government between 2009 and 2011.  Martens’s death draws a bright line against an era when Belgium, as a unitary state, was still governable, if something less than stable.  The always-nimble Martens himself led nine different coalition governments of varying regional and ideological tilt between 1979 and 1992, becoming Belgium’s longest-serving postwar prime minister:

The crisis [that brought Martens to power] was the result of fundamental divisions between the coalition government’s Socialist and Christian Democrat parties over how to tackle economic problems, a burgeoning welfare deficit and the long-term decline of Belgium’s traditional heavy industries. This, together with growing tensions over the country’s regional and linguistic divide between Flemish and French speakers, formed long-running threads in his premiership and resulted in the sequence of shifting coalition allegiances over which Martens presided, as he came to be seen as the indispensable leader, the only man capable of holding factional governments together.

He achieved this balancing act with skill – not least in the face of opposition from some more senior ex-prime ministers – though King Baudouin must have become used to his regular trips to the palace to offer his resignation.

Economic crisis forced Belgium into undertaking many of the structural economic reforms that Germany and Sweden endured in the 1990s (under varying circumstances) and that much of Mediterranean Europe seems destined to enact at even more painful costs today.  Though Martens came to power as a Flemish nationalist, he governed as a Belgian federalist — he helped craft a new constitutional arrangement that made Belgium a much more federal state, in which many powers are devolved to either the Flemish or Walloon regional governments.

If you’re paying attention in Madrid and London (and Barcelona and Edinburgh), the lesson of Martens-era Belgium is that even when Spain and the United Kingdom manage to return to healthier economic conditions, the Catalan and Scottish independence issues won’t necessarily retract. Maroni’s Lombardy victory consolidates Northern League’s regional hold

European and global stock markets whipsawed earlier this week as investors contemplated the notion of gridlock in Italy’s hung parliament following the weekend’s inconclusive vote, and what that means for the eurozone’s future.

Predictably enough, European leaders took turns to warn Italy not to veer from its austerity-minded course, and Germany’s hapless social democratic leader Peer Steinbrück even managed to insult Italy’s president by referring to center-right leader Silvio Berlusconi and protest leader and blogger Beppe Grillo ‘clowns.’

But as Italians turned to counting results from regional elections yesterday, there’s another threat looming on the horizon — the specter of separatism.

Even as the autonomist Lega Nord (Northern League) fell from 60 deputies to just 18 in Italy’s lower house, the Camera dei Deputati (House of Deputies), its leader Roberto Maroni (pictured above) won a hard-fought battle for control of Italy’s largest regional government on a slogan of ‘prima il Nord‘ — ‘the North first.’

That’s because, in addition to the general election, Italians in Lombardy, Lazio and Molise also went to the polls to elect their regional governments as well — it’s as if, on the day of the Canadian federal election, each of Ontario, British Columbia and Prince Edward Island each held their own provincial elections as well.

And there’s no bigger prize than Lombardy, the home of Milan, Italy’s financial, industrial and fashion capital, is Italy’s wealthiest region and its most populous as well — with 10 million people, one in six Italians is a Lombardian.

Maroni’s victory is pivotal because it now gives the Northern League control of the regional governments in Italy’s three largest, wealthiest regions, and Maroni has not hidden his ambitions for a more autonomous northern Italy.  In the past two decades, the Northern League has alternated between supporting greater autonomy and supporting full independence for ‘Pavania,’ its term for northern Italy.

Maroni envisions a Europe of ‘regions,’ and a more federal Italian government that allows northern Italy to keep more of its revenues:

“If I win in Lombardy, a new phase will open: it’s about the path which leads to the creation of the macro-region, and in the same time the first piece of the new Europe of the Regions. It’s an ambitious project, which is not concerning the destiny of Lombardy only, but of the entire North. And it could change history: in Italy’s Northern regions and in Europe.”

That explains, in part, why Maroni was so enthusiastic to leave national politics for local politics — he took over as national leader only last year after long-time Northern League leader Umberto Bossi resigned amid corruption charges.  Maroni has become a familiar face to all Italians over the past two decades — he served as minister of the interior in Berlusconi’s past 1994-95 and 2008-11 governments, and as minister of labor and welfare from 2001-06.

Initially, Maroni wants Lombardy to keep 75% of its total tax revenues, compared to around 66% of the tax revenues it retains currently.

Luca Zaia, the leader of the Liga Veneta (Venetian League), is the regional president of Veneto, where separatist support is strongest, having won the 2010 regional elections in Veneto in a landslide victory, heading a broad center-right coalition.

To the west of Lombardy, in Piedmont, support for the Northern League has traditionally been less enthusiastic — after all, the genesis of Italian unification in the 1860s was born in what was then the kingdom of Piedmont.  Nonetheless, Roberto Cota won control of Piedmont’s government in the 2010 regional elections, leading a center-right coalition that very narrowly ousted the previous center-left Piedmontese government.

With a 2014 referendum on Scotland’s independence from the United Kingdom scheduled and an inevitable showdown between Catalunya’s president Artur Mas and the federal Spanish government over Catalan independence, Maroni’s consolidation of northern Italy under autonomist control means that northern Italy may become the next separatist domino to follow, especially as Italy’s economy continues through a brutal recession and its national government seems unable to take any measures to ameliorate economic decline (or, following this weekend’s election, take any measures at all).

So long after the current crisis recedes with respect to Italy’s national government, Maroni will be around for some time to come to cause headaches for the next Italian prime minister — even more so if it turns out to be a center-left prime minister, such as Pier Luigi Bersani, whose centrosinistra coalition, dominated by Bersani’s Partito Democratico (PD, Democratic Party), looks to form a stable government.
