Canada’s dysfunctional Senate becomes top campaign issue

You might think it’s hard to imagine any legislative chamber more dysfunctional than the US Senate, with its arcane rules, political polarization and virtual requirement that all legislation survive by a filibuster-proof majority.Canada Flag Icon

But Canada’s upper-chamber Senate actually surpasses its American counterpart for ineffectiveness — and as Canadians begin to focus on the October general election, a scandal involving expenses that implicates prime minister Stephen Harper’s chief of staff and Harper’s belated push for Senate reform could play a pivotal role in the campaign.

Unlike U.S. senators, Canadian senators aren’t (typically) elected. Instead, they are appointed by the governor-general, the mostly ceremonial representative of Canada’s even more ceremonial head of state, Queen Elizabeth II. In practice, though, Senate appointments are made upon the prime minister’s recommendation, and he (or she) typically advances candidates on a political basis. Often, prime ministers appoint former MPs and party grandees who have actually lost elections, further emphasizing the undemocratic nature of the Senate.

The Senate’s 105 seats are allotted by province — but not in any way proportional to Canada’s population in the 21st century — Ontario and Québec have 24 each, Nova Scotia and New Brunswick 10 each and British Columbia, Alberta, Manitoba, Saskatchewan and Newfoundland each have six. Prince Edward Island, with a population of around 150,000, has four senators — that’s two-thirds the allotment for British Columbia, which is home to over 4.6 million Canadians. Senators essentially serve for life, though a 1965 reform instituted a mandatory retirement age of 75.

Senate approval is required to enact Canadian legislation. In practice, however, the upper chamber proves a far less contentious chamber than the U.S. Senate, functioning more like the British House of Lords. Bills almost exclusively originate in the lower chamber, the House of Commons. It’s usually a big deal when the Senate blocks legislation — its opposition to the 1988 free trade bill sparked a snap election over NAFTA, and in 2010, it rejected a bill (supported by every party except the Tories) that committed Canada to sharp reductions in carbon emissions by 2020. Generally, though, its activity is limited. Given that its members aren’t elected representatives, that’s probably a reasonable outcome.

Though Harper originally came to power in 2006 on promises to find a constitutional fix, he too eventually appointed his own senators — 59 of them — between 2009 and March 2013, three of which were elected in Alberta under an experimental scheme to elect their own senators.  Continue reading Canada’s dysfunctional Senate becomes top campaign issue

In Depth: Canada’s general election

With prime minister Stephen Harper’s decision to call an election last week, Canada has now launched into a 13-week campaign that ends on October 19, when voters will elect all 338 members of the House of Commons, the lower house of the Canadian parliament.Canada Flag Icon

By American standards, where Republican presidential candidates will gather for their first debate nearly six months before a single vote is cast (for the nomination contest, let alone the general election) a 13-week campaign is mercifully short. In Canada, however, it’s twice as long as the most recent campaigns and, indeed, longer than any official election campaign since the late 1800s. But the major party leaders have already engaged in one debate — on August 6.

Plenty of Harper’s critics suggest the long campaign is due to the fundraising advantage of his center-right Conservative Party. Harper, who came to power with minority governments after the 2006 and 2008 elections and who finally won a majority government in 2011, is vying for a fourth consecutive term. He’ll do so as the global decline in oil prices and slowing Chinese demand take their toll on the Canadian economy, which contracted (narrowly) for each of the last five months.

Energy policy and the future of various pipeline projects (such as Energy East, Kinder Morgan, Northern Gateway and the more well-known Keystone XL) will be top issues in British Columbia and Alberta. Economic growth and a new provincial pension program will be more important in Ontario. Sovereignty and independence will, as usual, play a role in Québec — though not, perhaps, as much as in recent years.

In reality, the battle lines of the current election have been being drawn since April 2013, when the struggling center-left Liberal Party, thrust into third place in the 2011 elections, chose Justin Trudeau — the son of former Liberal prime minister Pierre Trudeau of the 1970s and 1980s — as its fifth leader in a decade. Trudeau’s selection immediately pulled the Liberals back into first place in polls, as Liberals believed his pedigree, energy and sometimes bold positions (Trudeau backs the full legalization of marijuana use, for example) would restore their electoral fortunes.

Nevertheless, polls suggest* that two years of sniping from Harper about Trudeau’s youth and inexperience have taken their toll. The race today is a three-way tie and, since the late spring, it’s the progressive New Democratic Party (NDP) that now claims the highest support, boosted from the NDP’s landslide upset in Alberta’s May provincial election. (*Éric Grenier, the self-styled Nate Silver of Canadian numbers-crunching, is running the CBC poll tracker in the 2015 election, but his ThreeHundredEight is an indispensable resource).

With the addition of 30 new ridings (raising the number of MPs in Ottawa from 308 to 338) and with the three parties so close in national polls, it’s hard to predict whether Canada will wake up on October 20 with another Tory government or a Liberal or NDP government. If no party wins a clear majority, Canada has far more experience with minority governments than with European-style coalition politics, and the Liberals and NDP have long resisted the temptation to unite.

Canadian government feels more British than American, in large part because its break with Great Britain was due more to evolution than revolution. Nevertheless, political campaigns have become more presidential-style in recent years, and the latest iteration of the Conservative Party (merged into existence in 2003) is imbued with a much more social conservative ethos than the older Progressive Conservative Party. The fact that polls are currently led by a left-of-center third party, the New Democratic Party (NDP), also demonstrates that the Canadian electorate, which benefits from a single-payer health care system, is willing to shift more leftward than typical American electorates.

Provincial politics do not often portend changes in federal politics, but the 2015 election is proving to be influenced by political developments in Alberta, Ontario, Québec, Manitoba and elsewhere, and many provincial leaders have not been shy about voicing their opinions about federal developments — most notably Ontario’s Liberal premier Kathleen Wynne.

Will Canada have a recession election?

Last week, Canadian officials announced that GDP contracted by 0.2% in May, the fifth consecutive decline in the country’s economic growth. If on September 1, statistics show a further decline for June’s GDP measurements and confirm the earlier 2015 data, Canada will officially be in recession — the generally accepted technical definition amounts to two consecutive quarters of negative GDP growth. Stephen Poloz, the governor of the Bank of Canada, recently cut the benchmark interest rate to 0.5% in July, and he may take further steps to loosen monetary policy if economic conditions continue to deteriorate.

For a prime minister seeking a fourth consecutive term in a general election on October 19, that presents a significant difficulty — and the economy will almost certainly loom large during the campaign’s first debate tonight.

Even if Canada doesn’t technically enter a recession during the election campaign, it will be an unwelcome distraction for a prime minister who in 2011 benefited from the perception that his government’s economic leadership saw Canada through the worst of the US-originated global financial crisis.

Now, both Liberal leader Justin Trudeau and New Democratic Party leader Thomas Mulcair will be able to use the economy’s flagging performance as a weapon against Harper. In particular, Mulcair’s emphasis on creating jobs has boosted the NDP to a (very narrow) first place in polls. In May’s provincial elections in Alberta, Rachel Notley and the Alberta New Democrats rode a wave of voter dissatisfaction to end 44 years of consecutive Tory rule. The outgoing premier, Jim Prentice, only recently returned to politics after a prior stint as a Harper loyalist in federal government, became the first political victim of lower oil prices in energy-rich Alberta.

NDP rises to lead as Canadian election approaches

In the United States, self-proclaimed ‘democratic socialist’ Bernie Sanders, an independent senator from Vermont running for the Democratic Party’s 2016 presidential nomination, has hit his stride this month — Politico proclaimed it a ‘socialist surge.’Canada Flag Icon

Notwithstanding the thousands of supporters thronging to his campaign events across the country, Sanders holds a very slim chance of defeating against his opponent, former first lady, New York senator and secretary of state Hillary Clinton.

In Canada, however, it’s a different story.

The leftist New Democratic Party (NDP) has surged to a polling lead, giving its leader, Tom Mulcair, a legitimate chance to become Canada’s first NDP prime minister. Make no mistake, if the NDP wins Canada’s October election, it would be a huge milestone for the North American left.

ThreeHundredEight‘s June polling averages give the NDP a slight edge, with 32.6% to just 28.6% for prime minister Stephen Harper’s Conservatives and 26.3% for the Liberal Party. The NDP has a healthy lead in British Columbia and in Quebec, is essentially in a three-way tie in Ontario, leads the Liberals in Alberta and the prairie provinces (a Tory heartland) and leads the Tories in Atlantic Canada (the only remaining Liberal heartland).

On these numbers, the NDP could emerge as the largest party in the House of Commons, though probably not with an outright majority.

It is, of course, still early — the election is more than three months away. But it’s a remarkable reversal of fortune for a party that only recently languished in third place.

It’s an aphorism of Canadian politics that federal trends don’t extrapolate from provincial trends. But there’s no doubting that the election of Rachel Notley in May as Alberta’s premier has much to do with Mulcair’s recent good fortunes. Notley’s Alberta NDP displaced the Progressive Conservative Party after 44 years in power — and sent Jim Prentice, a Harper ally and former federal minister, who returned from private-sector life to lead Alberta’s ailing PC-led government, back into retirement.

Under the leadership of Jack Layton, the NDP made its first major breakthrough in the 2011 elections. With voters unenthusiastic about Michael Ignatieff’s leadership of the center-left Liberals and with Québec voters in particular tiring of the pro-independence Bloq québécois, the NDP won 103 seats, including  59 of Québec’s 75 ridings. It was enough to make the NDP, for the first time in Canadian history, the official opposition. Tragically, Layton died of cancer less than four months after the election, depriving the party of a figure whose personality and integrity were a key element of the so-called ‘orange crush.’

Mulcair, a moderate with aims of winning over moderate as well as progressive voters, won the leadership in March 2012, dispatching Brian Topp, his more leftist rival. A French Canadian who got his start in the rough and tumble of Québec’s local politics, Mulcair served for 13 years in the provincial assembly and won plaudits as the minister of environment from 2003 to 2006 under Liberal premier Jean Charest. Mulcair made the jump to federal politics during the 2007 election, easily winning a riding from Outremont.

With the Liberals stuck in rebuilding-mode, the NDP took the lead in many surveys throughout 2012. But with the election of Justin Trudeau as the new Liberal leader in early 2013, the NDP’s support tanked — to just barely above 20% in many polls. Péladeau could be last shot for Québec independence movement

It wasn’t a surprise that Pierre-Karl Péladeau won the leadership of the Parti québécois (PQ) last weekend.Quebec Flag IconpngCanada Flag Icon

Péladeau, the former CEO of Quebecor, the province’s leading media corporation, took the leadership easily on the first ballot with 57.6% of the vote. He easily defeated Alexandre Cloutier, a young moderate who nevertheless placed second with 29.21% of the vote, and Martine Ouellet, a more traditional PQ leftist. But Péladeau’s victory was sealed earlier this year when the momentum of his campaign forced heavyweights like Jean-François Lisée and Bernard Drainville out of the running.

Péladeau, accepting the party’s leadership with a vow to ‘make Québec a country,’ has a huge task ahead.

After just 18 months in office, the province’s voters rejected the minority PQ-led government in April 2014, restoring to power the Parti libéral du Québec (PLQ) under the leadership of former health minister Philippe Couillard. It was a disastrous defeat for the PQ and for premier Pauline Marois, who lost her own riding in the provincial election. Péladeau, who thundered into the election campaign as a first-time candidate, quickly overshadowed Marois with talk of a fresh independence vote for the province, forcing Marois to spend weeks talking about hypothetical referenda, currency and border questions. Arguably, the PQ never subsequently regained a credible shot at winning the election.

Moreover, Péladeau has sometimes stumbled throughout the months-long campaign often designed as an exercise in rebuilding. He never fully repudiated the party’s disastrous (and many would say illiberal and racist) attempt to enact the charte de la laïcité (Charter of Rights and Values) that, among other things, would have banned government employees from wearing any religious symbols. In March,  Péladeau said that ‘immigration and demography’ were to blame for the independence movement’s waning support. As a media tycoon who has pledged only now upon his election as PQ leader, to place his Quebecor stock in a blind trust, leftists throughout Québec remain wary of his leadership. His battles to defeat unions as a businessman are as legendary as his temper.

The latest Léger Marketing poll from April 11 shows the PLQ with a stead lead of 37% to just 28% for the PQ. François Legault’s center-right, sovereigntist Coalition avenir Québec (CAQ) would win 21%, and the pro-independence, leftist Québec  solidaire would win 10%.

All of which makes it baffling that Péladeau’s rise to the leadership has been so effortless. With the future of the struggling independence on the line, the party faithful never really forced Péladeau to fight for the leadership. It’s a lot of faith to place in such a political novice — and no one really knows whether he’ll turn out more like Lucien Bouchard or Michael Ignatieff.  Continue reading Péladeau could be last shot for Québec independence movement

Alberta election results: Conservatives lose 44-year hold on power

For the first time since 1935, Albertans will have a government that is led neither by the Progressive Conservative Party or by its socially conservative and agrarian predecessor, Social Credit — and in its place will be a social democratic government that will not be quite as friendly to the province’s oil industry.Canada Flag IconAlberta Flag Icon

Ironically, when the Progressive Conservative government was supposed to lose an election in Alberta in April 2012 to the upstart right-wing Wildrose Party, it actually won a landslide victory instead, delivering a mandate to then-premier Alison Redford. When the New Democratic Party of British Columbia was projected to win a victory in Alberta’s neighboring province of British Columbia, would-be NDP premier Adrian Dix actually lost seats to Liberal premier Christy Clark in the May 2013 provincial election.

Pollsters took their hits for both Alberta’s 2012 vote and British Columbia’s 2013 vote. But they were correct in Alberta’s 2015 election, which brought to an end a record 44-year streak in government for the center-right Progressive Conservative Party.

But instead of Wildrose, it was Alberta’s New Democratic Party (NDP) that emerged victorious in a landslide ‘orange wave,’ validating late polls that gave the NDP a runaway win. It’s a staggering victory for a party that’s never held more than 16 seats in the province’s 87-seat legislative assembly.

It’s also a staggering victory for Rachel Notley, who’s served as the NDP leader only since October 2014, but whose father, Grant Notley, was a popular NDP leader between 1968 until his death in an airplane crash at the age of 45 in 1984. Notley’s death came just two years before his party became the official opposition for the first time in Alberta. Sharp-tongued and competent, Notley held her own in a leader’s debate last week, demonstrating to Albertan voters that she could be trusted as their next premier.

With oil prices still depressed at around $60 per barrel, Progressive Conservative premier Jim Prentice previewed a pre-election budget that called for tough spending cuts and income tax increases in response to an anticipated $5 billion deficit for the budget. His call for snap elections now seems like a moment of hubris for a new premier that returned to politics after four years in the private sector. The decision will push the Progressive Conservatives into third place, truncating Prentice’s potential premiership by a year.

Without a doubt, Prentice will become the first political victim of the massive drop in oil prices in the past nine months.

But Prentice had always based his career in federal politics as a minister in Stephen Harper’s Conservative government, not in Albertan politics. By the time he returned, he was running at the head of a badly tarnished Progressive Conservative brand in the province after Redford was forced to resign amid scandals over the level of her spending as premier. After Redford and her predecessor Ed Stelmech seemed to pale in comparison to Ralph Klein, the 14-year premier, Prentice appeared like a return to form — especially after Wildrose leader Danielle Smith and eight other Wildrose MLAs crossed the aisle to join the PCs in support of the Prentice government. Smith, who failed to win re-nomination among the voters of her new party, will leave politics; her successor as Wildrose leader, Brian Jean, has surpassed Prentice’s PC to become the leader of the opposition. That’s an amazing result for a party that was written off as a zombie movement just months ago.

‘Grim Jim,’ as he became known in the final days of the campaign, had already conceded that Alberta is in store for a fiscal adjustment — voters decided, however, that they preferred Notley’s version to Prentice’s. Moreover, after 44 years, the damage to the PC brand in the post-Klein era was already done long before Prentice, a capable public servant, took the reins of government. Prentice, in brief remarks after the outcome, resigned not only as Progressive Conservative leader, but also as the newly elected MLA from the Calgary-Foothills constituency just minutes after Canadian news networks declared him the victor.

Notley’s NDA is expected to pursue slightly more progressive policies than the Progressive Conservatives, and they will still have to face a tricky budget deficit. With a plan to raise corporate taxes from 10% to just 12%, and with a plan to resurrect a royalty review (last enacted by Stelmech) to determine whether Alberta’s government should be entitled to a greater share of the province’s mineral wealth. In contrast to the rhetoric that painted Notley and the NDP as wild-eyed leftists, the plan is only marginally more progressive than the PC budget. Nevertheless, Notley will struggle to achieve a balance among placating business interests, raising revenues to plug the budget gap and stimulative spending as the oil-dominated economy stumbles. She’ll begin by facing a skeptical opposition, especially among Wildrose stalwarts, that believes there is still plenty of room to cut Alberta’s budget before raising taxes on corporations or individuals.

Everyone expected the NDP to do well in Edmonton, but in the tripartite nature of Albertan politics, polls as recently as 10 days ago showed that the Progressive Conservatives would hold ‘fortress Calgary’ and Wildrose would dominate in the rest of Alberta in largely rural constituencies. The reason that Notley will lead a majority government is due to the inroads that she was able to make against the PC in both Calgary and the rest of Alberta.

Notably, Notley’s opposition to the ‘Northern Gateway’ pipeline, the issue that tanked Dix’s hopes to lead an NDP government in British Columbia, didn’t harm her in Alberta. Onlookers in the United States will note that she’s ambivalent about the construction of the Keystone XL, too — while she doesn’t necessarily oppose its approval by the US government, she’s made clear that her government will not prioritize Keystone, instead focusing on the Energy East and other more feasible pipelines. Nevertheless, the promise of tighter scrutiny on the oil industry will mean a tougher regulatory environment.

Provincial politics, as a rule, are much different than Canadian federal politics, and provincial results don’t necessarily predict future national results. Prentice’s defeat is a minor blow to Canadian prime minister Stephen Harper, who appointed Prentice as one of his top ministers until Prentice resigned from federal politics in 2010. Moreover, it leaves Newfoundland and Labrador as the only province with a Conservative or Progressive Conservative premier — and Paul Davis’s Tories are trailing by 20 to 30 points in polls as the September 2015 provincial election approaches.

It will certainly bring to an end speculation that Prentice could one day succeed Harper as the federal Conservative leader. Taken together with foreign secretary John Baird’s resignation in March, it’s good news, perhaps, for Peter MacKay, the justice minister and former defence minister.

But the NDP, which is now the official opposition at the national level, has fallen behind both Harper’s Tories and Justin Trudeau’s Liberal Party. So many provincial factors contributed to the NDP victory in Alberta, including a presumably wide swing from Alberta Liberal Party supporters to Notley, mean that you should draw with caution any conclusions from the Alberta election for the October federal vote.

Péladeau continues march to PQ leadership

Barring any surprises, Pierre Karl Péladeau, a successful businessman in the Québéc media space who entered politics for the first time last year, will become the new leader of the separatist Parti Québécois (PQ).Quebec Flag IconpngCanada Flag Icon

Though he was already the overwhelming favorite in the leadership election, Péladeau’s leadership hopes were almost reinforced by Bernard Drainville’s decision earlier this week to drop out of the contest, endorsing Péladeau. Drainville was the architect of the last PQ government’s disastrous attempt to enact the charte de la laïcité (Charter of Rights and Values) that would have banned government employees from wearing religious symbols and that critics argued would unfairly restrict the freedom of Muslim and other non-Christian recent migrants to Québec.

Drainville left the race after falling not only far behind Péladeau, but also behind Alexandre Cloutier, a member of Québec’s National Assembly since 2007, and a former minister for Québec’s north and Canadian intergovernmental affairs.

The vote follows the swift defeat of Pauline Marois’s minority government in April 2014. After Marois lost her own constituency in the election, she announced her resignation as party leader. When former Bloc québécois leader Gilles Duceppe declined to run for the leadership, Péladeau quickly emerged as the leading candidate. PQ members will cast a first ballot between May 13 and 15, with a second ballot to follow if no candidate wins a majority.

In the latest Leger poll from early April, Péladeau had the support of 59% of PQ voters, compared to just 13% for Cloutier and 9% for Drainville.

Ontario election too close to call with 48 hours left to go

Just two months after Québec’s extraordinary election, which devastated the sovereigntist Parti québécois (PQ) and replaced the minority government of Pauline Marois with a federalist majority government under Philippe Couillard, Ontario voters will choose their own provincial government on Thursday in what has become a tight two-way race.Canada Flag Iconontario

Politics in Anglophone-majority Ontario, however, looks nothing like politics in Francophone-majority Québec.

As in most provinces, Ontario’s political parties have only informal ties to federal political parties. But Ontario’s political framework  largely maps to the federal political scene. Accordingly, the center-left Liberal Party of Ontario is locked in a too-close-to-call fight with the center-right Progressive Conservative Party of Ontario (PC), with the progressive New Democratic Party of Ontario (NDP) trailing behind in third place.

All three parties have led provincial government the past 25 years. The Liberals are hoping to win their fourth consecutive election, after Dalton McGuinty won majority governments in 2003 and 2007 and a minority government in 2011. Under the leadership of popular former premier Mike Harris, the Progressive Conservatives won elections in 1995 and 1999. Bob Rae, formerly the interim leader of the Liberal Party of Canada, led an NDP government between 1990 and 1995.

ThreeHundredEight‘s current projection, a model based on recent polling data, gives the Liberals an edge over the Ontario PCs of just 37.3% to 36.5%, well within the margin of error. The Ontario NDP is wining 19.8% (though individual polls show that the Ontario NDP could win anywhere from 18% to 27% of the vote) and the Green Party of Ontario is winning 5.2%.

Voters elect all 107 members of Ontario’s unicameral Legislative Assembly in single-member ridings on a first-past-the-post basis. That, according to ThreeHundredEight, could result in anything from a Liberal majority government to, more likely, a hung parliament with either a Liberal or PC minority government.  Continue reading Ontario election too close to call with 48 hours left to go

Mulcair loses chance to solidify NDP gains in Québec

Obviously not the hard-core separatist agenda that premier Pauline Marois did such a poor job of concealing from voters. As soon as a potential referendum on independence became the central issue of the election, Marois’s Parti québécois (PQ) immediately lost its polling lead.

Obviously not the market-friendly approach to government that François Legault champions. He’s now failed twice to convince Québec’s voters to elect the Coalition avenir Québec (CAQ) into government.

Despite its massive win in today’s election, it’s not obvious that the Québec electorate was so incredibly excited about returning the Parti libéral du Québec (Liberal Party, or PLQ) to power just 18 months in opposition. The Charbonneau Commission, appointed during the previous Liberal government of premier Jean Charest, hasn’t even finished its inquiry into allegations of corruption related to the awarding of (mostly Liberal) government contracts.

Imagine, instead, if Québec voters had a fourth option — a party with the social democratic credibility that the CAQ lacks but without the PQ’s separatist agenda and without the baggage of last decade’s Liberal governments?

That’s right — a province-level  party of the New Democratic Party, or the Nouveau Parti démocratique du Québec (NPDQ).

Despite the last-minute surge in support for the Progressive Conservative Party that led premier Alison Redford to an improbable landslide victory in April 2012, her resignation as premier this week is the latest sign that the party’s four-decade run governing Alberta may soon come to an end.Alberta Flag IconCanada Flag Icon

Redford, who took office in October 2011, will resign effective Sunday, creating a scramble for the PC government to find a new leader and a new premier in Canada’s wealthiest and fourth-most populous province — also the home province of Canada’s Conservative prime minister Stephen Harper.

Deputy premier Dave Hancock will serve as interim premier for the next four to six months until the party chooses a new leader.

Redford stepped down after facing a revolt within her own caucus, most notably over a decision to attend the funeral late last year of former South African president Nelson Mandela:

The embattled premier has been facing down critics since early this year, when she expensed about $45,000 for a trip overseas for Nelson Mandela’s funeral.  For weeks, Redford ignored calls to refund the money, which many called an extravagant and unnecessary use of public funds.

In mid-March, Redford apologized and repaid the costs associated with the trip, but it appeared the damage was already done.  Critics lambasted Redford for what they called a sense of entitlement as more revelations of questionable spending were brought to light, including allegations that Redford had flown on her own government plane while Progressive Conservative MLAs took half-empty flights to the same destinations.

Redford’s decision also follows a Leger poll earlier this month that showed her party trailing the even more socially and economically conservative Wildrose Party by a margin of 38% to 25% (the provincial Liberal Party would win 16% and the provincial New Democratic Party would win 15%).  More ominously, the poll gave Redford a 20% approval rating, compared to a 64% disapproval rating.  Other polls show the PCs trailing by an even wider margin — a March 19 ThinkHQ poll gave Wildrose a 46%-to-19% advantage.

MLA Len Webber broke from the PC caucus last week to stand as an independent, and Donna Kennedy-Glans did the same on Monday, with other PC legislators promising to follow.

The Wildrose leader, Danielle Smith, remains controversial, even within Alberta, a province with some of Canada’s most conservative voters.  But the uproar over Redford’s spending decisions plays right into the message of fiscal restraint that Smith has hammered since becoming the Wildrose leader in 2009. Chow’s entrance settles October Toronto mayoral race

The initial view today is that with Olivia Chow’s resignation as an MP in the federal Canadian House of Commons and her announcement on Thursday that she will launch a candidate for Toronto’s October 27 mayoral election, the race is now Chow’s to lose.Canada Flag Iconontariotoronto

At first glance, there are a lot of good reasons to believe that Chow is really the frontrunner, and her announcement closes the effective field for Toronto’s 2014 mayoral aspirants.

In a race otherwise dominated by at least two or three high-profile conservative candidates, Chow is the only left-leaning candidate, and she’ll be able to easily consolidate the left-leaning support within the Toronto metropolitan area.

The narrative of federal spending in Canada ignores provincial debt

I don’t mean to single out any particular post at any particular think tank, but a post from Chris Edwards at the Cato Institute today gets to the heart of why I am so distrustful of think tanks that lean so clearly either to the right or to the left.Canada Flag IconUSflag

The Cato post comes after Conservative finance minister Jim Flaherty (pictured above) unveiled a budget on Tuesday that outlines further spending cuts designed to lower Canadian public debt more deeply, largely keeping to the same fiscal path that prime minister Stephen Harper’s government has set for years.  The post, however, argues that the gap between federal spending in Canada as a percentage of GDP, which is lower, and federal spending in the United States, which is higher, is growing:

In Canada, federal spending fell to just 15.1 percent of GDP in 2013 and the government projects that the ratio will decline steadily to 14.0 percent by 2019 (p. 268). Federal debt as a share of GDP fell to just 33 percent this year.

Then follows some fairly massive generalizations about the state of Canadian and US federal spending over the past two decades and contemporary politics in both countries:

On federal fiscal policy, Canada has had pragmatic centrist leadership for the last two decades, with voters keeping the loony left out of power. In the United States, we’ve had power divided between centrist Republicans and loony left Democrats in recent years….

Pundits often claim that the Republicans are controlled by radical Tea Party elements. I wish that were true, but in terms of policy results there is no evidence of it. Republican and Democratic leaders are apparently satisfied with federal spending, deficits, and debt far larger than acceptable to the centrists in Canada.

And there’s a chart that proves it! See!? Canada good, US bad.

But there’s no indication that these numbers include spending at the provincial level, which is much more robust in Canada than corresponding spending at the US state and municipal level.  It’s trend that has accelerated in the past two decades, as well, following Canada’s narrow brush with Québec’s independence referendum in 1995.  That makes the chart essentially useless — it’s an apples-to-maple-leafs comparison.   Continue reading The narrative of federal spending in Canada ignores provincial debt

Could the United States and Canada effect a national merger?

I spent an impromptu weekend in Ottawa and Montréal, which marked my first visit to Canada’s capital city — and its fourth-most populous (after Toronto, Montréal and Calgary).USflagCanada Flag Icon

Though Ottawa is a bilingual city that sits on the Ontario-Québec borders, there’s no doubting that this was a city founded by English Canadians (and, in fact, New Englanders founded the first colonial-era settlement) — which may explain why it’s impossible to find a decent meal other than poutine on a Sunday night after 10 p.m.).  But the trip gave me good reason to read the new book from National Post columnist Diane Francis, Merger of the Century: Why Canada and America Should Become One Country. 

OK, so let that sink in for a moment.  Merging the United States and Canada into one mega-country.  Impossible, right?  A national political space with room for both Jacques Parizeau and Haley Barbour? Come on.

But it’s not an unhinged read — it’s a page-turner, and Francis has a command of the data that motivates her argument.  It also meets the ‘learn something on every page’ test.  Did you know that Canada’s First Nations residents also have US citizenship?  Or that the US defense department, if it were a nation, would have an economy the size of Turkey’s?

The political hurdles are immense 

Let’s start with the obvious — in a world where the US Congress can’t even agree for three weeks on whether to fund the government, the appetite for a merger with Canada is probably less than zero, and Francis certainly knows this.  The politics of a US-Canada merger are impossibly difficult, and the weakest part of the book is that Francis glides over the political hurdles — the Québec question and the issue of Southern intransigence in the United States are dealt with in just over three pages.  I like to think that’s because Francis knows the political obstacles are insurmountable and prefers to spend more time making her very able case for the economic synergies that a merger would bring.

It’s tempting to believe that Canada’s relatively more statist and socially and economically liberal population would give the US Democratic Party an almost immediate lock on elections for the foreseeable future (and Francis hints as much), but that’s not necessarily the case.  It’s Canada that has a three-term Conservative prime minister in Stephen Harper and the United States that has a two-term Democratic president in Barack Obama (pictured above with Harper).  As John Ibbiston and Darrell Bricker argue in their own big-think volume from last year, The Big Shift: The Seismic Change In Canadian Politics, Business, And Culture And What It Means For Our Future, there’s a growing majoritarian coalition of immigrants, Westerners and Ontario suburbanites that could make Harper’s Tories the natural party of government in Canada in the 21st century — just as much as the Liberal Party of Wilfrid Laurier, William Lyon Mackenzie King, Pierre Trudeau and Jean Chrétien dominated the 20th.

It’s hard to imagine that Québec premier Pauline Marois and Texas governor Rick Perry would have much in common.  Still, there are common trends in the politics of the left and right on both sides of the border, and Toronto mayor Rob Ford proves that Canada has as many colorful characters in politics as the United States.

On the right, the rise of the ‘tea party’ movement on the US political right matches the rise of a new fiscal and social conservatism captured by the rise of Alberta’s new Wildrose Party (as an alternative to the long-dominant Progressive Conservative Party).  Harper’s own rise, and the merger of the western-based Canadian Alliance with the dwindling eastern-based Progressive Conservatives, is the story of the rise of a more anti-government, pro-Christian, social and economic conservatism in Canada.  That mirrors the rightward shift of US conservatism under the influence of Barry Goldwater, Ronald Reagan and others.

On the left, the late Jack Layton led the New Democratic Party to a historic breakthrough in the 2011 federal election in a way that mirrors the new progressive coalition of minorities, moderates and young voters that powered Obama in 2008 — first to win the Democratic Party nomination over Hillary Clinton, then to win the presidency.  The difference between the pragmatic, business-friendly Liberals and the social democratic NDP in Canada is the difference between, say, US senator Chuck Schumer of New York and US senator Patrick Leahy of Vermont.

Nonetheless, with all due respect to Paul Cellucci, the former US ambassador to Canada, the difference between Québec and Alberta is not the same as the difference between Massachusetts and Mississippi (despite the heritage of French Americans from Maine to Louisiana).  The cultural gulf between the United States and Canada is the gulf between revolution and evolution, fixed in place by 200 years of path dependence.

If I were Canadian, I would worry that the best aspects of Canadian culture and politics would be totally subsumed by US culture and politics — it was Trudeau, after all, who said that having the United States for a neighbor was like being a mouse sleeping next to an elephant.  For all the valid criticisms of the US military-industrial complex, it’s hard to believe that the Canadian influence would slow the militarism of US policy (though, frankly, deploying US troops to patrol the Arctic north or to fortify and develop new northern settlements seems a more productive endeavor than invading Iraq).  

As the United States has increasingly retreated behind a wall of homeland security in the wake of the 9/11 terrorist attacks, Canada has increasingly opened its borders to immigrants.  One out of every two residents of Toronto, Canada’s largest city, is foreign-born, and nearly seven million of Canada’s 35 million people are foreign-born.  In the 21st century, Canada is becoming the melting-pot society that the United States once was in the 20th century.  That would be endangered if Canada became merely the northern-most region within a greater North American superstate.

Francis also betrays a protectionist edge that view Chinese, Russian and Arab malevolence at every turn.  If I were Canadian, I’d be happy to know that China, Russia and other countries are willing to compete with US and Canadian investors to most efficiently develop the resources of Canada’s far north.  It seems to me that the kind of knee-jerk nationalism that led to the 2006 Dubai Ports World kerfuffle in the United States is something that’s more dangerous to democratic and economic institutions in North America than an investment here or there by China.

But when you get to the heart of Francis’s argument about the reasons for and benefits from a US-Canadian merger, it’s as thoughtful, radical and brilliant as you’ll find in any of the top books published last year.

Even the most outlandish ideas should win points for creative thinking.  A payout of $492,529 to each Canadian citizen at a total cost of around $17 trillion to the US treasury?  A bifurcated health care system that would include greater rights and freedoms for Canadians?  The concept that the US deep south, which chose segregation over industrialization and economic modernization for nearly a century, would sign up to a merger because it might mean more Canadians would migrate to the Sun Belt?  That Quebeckers would willingly give up what amounts to a veto on national policymaking for  irrelevance in a super-country whose First Amendment freedoms would make most of the province’s language regulations unconstitutional on Day One?  That the staid Bay Street approach to banking regulation would easily graft itself onto the creatively destructive mentality of Wall Street? None of these are politically feasible.

How to capture the benefits of greater cooperation

The good news is that the United States and Canada don’t actually have to become one nation-state in order to effect a lot of the benefits that Francis outlines, which is where her book really shines.  That’s especially true in a globalized world where national borders are conceivably less important than at any time in the post-Westphalia era.  A handful of efforts could bring much of Francis’s dream to reality without a supranational acquis communautaire or admitting Canada’s provinces and territories as the next 13 American states:

Meet Kathleen Wynne — Ontario’s premier and the 180-degree opposite of Rob Ford

Though it’s been five months since the first reports emerged that Toronto mayor Rob Ford smoked crack cocaine, it’s only been within the last week that the controversy surrounding Ford has reached truly staggering attention.toronto ontarioCanada Flag Icon

When the embattled mayor earlier this month admitted that he used crack cocaine in a drunken stupor, he only opened the floodgates to more questions — and more allegations, which have certainly followed in short order.  It’s been a truly catastrophic week for Ford, who made his problems even worse with some misogynist comments about a former female aide, his refusal to step down as mayor, further admissions that he’d purchased illegal drugs in the last two years, and that he’s operated a vehicle while drunk.

But this week also marks the first time that anyone’s suggested that the province of Ontario should step in — and that’s putting Ontario premier Kathleen Wynne in the spotlight, who is the absolute opposite of everything Ford represents.  Wynne is not only the first female premier of Ontario and the highest-ranking openly gay official in Canadian politics, Wynne exemplifies the polite, dignified consensus-driven leadership for which Canada has become so well-known.

Wynne gently waded into Toronto’s growing crisis earlier this week, urging Ford to take heed of the Toronto city council’s call to step down:

“The concern for me is that city council can function and it seems today that that’s exactly what’s happening,” she said, referring to two overwhelming council votes to politically emasculate the mayor by stripping him of some powers.  “I see that city council is making decisions and they are determined . . . to find a way to make that work,” the premier said at a Council of the Federation meeting in Toronto.

There’s not much that the Ontario premier can actually do to remove Ford, though Wynne opened the door to legislative action earlier this week — but only at the request of the Toronto city council and only with the support of the leaders of both the Progressive Conservative Party of Ontario, Tim Hudak, and the Ontario New Democratic Party, Andrea Horwath.

Ironically, it’s the ‘amalgamation’ plan that former Progressive Conservative prime minister Mike Harris pushed through the Ontario legislative assembly in 1998, over the protest of many Toronto residents, that made Rob Ford’s 2010 election possible.  Under amalgamation, the city of Toronto merged with the surrounding communities of East York, Etobicoke, North York, Scarborough, and York — Ford himself comes from Etobicoke, a suburb to the west of Toronto’s urban core.

Meanwhile, the Toronto city council is likewise limited in its ability to remove Ford from office, though it voted to strip Ford of many of his powers on Friday — on a vote of 39-3, councillors removed Ford’s ability to hire or to fire the city’s standing committee chairs and the deputy mayor, and on a vote of 41-2, councillors voted that Ford’s powers should be delegated to the deputy mayor in the event of an emergency situation.  Despite the council’s limitations, it’s important to keep in mind that the office of mayor in Toronto is relatively circumscribed — in many ways, Ford is more like the council chief than a true chief executive with the broad executive powers of, say, the New York City mayor.

Ford has become an international punchline, to the horror of many Toronto residents, who are proud of a city long known as Canada’s financial capital, a magnet for immigration, and a quiet showcase of North American prosperity and safety.

Far less well-known is Wynne, who is the anti-Ford of Ontario politics.  In her remarks on the Toronto mayoral situation earlier this week, she stressed that Ford’s antics do not characterize Ontario and do not characterize Toronto — Wynne herself represents Toronto in Ontario’s legislative assembly:

“I believe Toronto is not defined by one person, by one politician. We have to be very careful that we not allow ourselves to be defined by this,” she said.

Still, the premier expressed sympathy for Ford and his family, given the mayor’s drinking and admitted illegal drug use.  “I’m very concerned about the human element of this. A person who is struggling in his life, as far as I can tell, and so I hope that he will look after himself.”

Wynne became the province’s first female premier in February.  But that’s not exactly a surprising feat in Canada, where Kim Campbell served as the first female prime minister (however briefly) for just over four months in 1993, and where the premiers of Québec, Alberta and British Columbia are all women.  What makes Wynne more remarkable is that she’s the first openly gay premier of any Canadian province. Despite CETA signing, Harper’s 2014 agenda remains unambitious

Canadian prime minister Stephen Harper today celebrated the signing of a landmark free-trade deal between Canada and the European Union, bringing to fruition one of the top accomplishments that Harper can claim since taking office with a minority government in 2006 and a majority government in 2011. Canada Flag Icon

Although the pact won’t be ratified until 2015, the Comprehensive Economic and Trade Agreement (CETA) removes tariffs between Canada’s economy and the $17 trillion economy of the European Union, which comprises 28 countries and over 500 million people.  Together with the North American Free Trade Agreement (NAFTA), it will give Canada exclusive access to more than half of the global economy.  CETA will allow Canadian automakers to export 12 times as many automobiles to Europe, and it will fully open the EU market to Canadian fruits, vegetables, wheat, grains and dairy, while removing tariffs on European wine and spirits, all seafood, metals and minerals (including steel and iron) and up to 29,000 tonnes of European cheese.  Furthermore, Harper is considering granting compensation to Canada’s dairy producers, especially in Québec, if they lose revenue in the wake of the agreement.

What’s more, Harper (pictured above with European Commission president José Manuel Barroso) will be able to brag that his vision for a Canadian-European free trade agreement served as a precedent for the Transatlantic Trade and Investment Partnership (TTIP) still being negotiated between the United States and the European Union.

At a time when the Liberal Party has emerged from the brink of political oblivion with the selection of its popular, telegenic leader Justin Trudeau, to lead polls in advance of the 2015 election — an iPolitics/EKOS poll earlier this week gave the Liberals 36% support to just 26% support for Harper’s Conservative Party and 25% for the social progressive New Democratic Party — the completion of CETA and its ratification gives Harper three domestic policy wins.

First, it’s perhaps his most significant policy accomplishment in seven years.  Second, not only does it give him a substantive accomplishment, it gives him one that bolsters the case that he’s dedicated to creating jobs and strengthening Canada’s economy, and it provides a contrast to Trudeau’s often wishy-washy blather.  Third, it hoists a difficult choice on the NDP — support the CETA and anger labor unions, especially within its new Québécois stronghold; or oppose to CETA to draw a stronger contrast to Trudeau’s newly invigorated Liberals.

But don’t expect much more in the way of ambition from Harper’s government this year.

The agreement comes after the reading of Harper’s 2013 Throne Speech, much of which constituted a victory lap detailing Canada’s superior employment and economic record compared to its developed-world peers, such as the United States and the European Union, where political instability, stagnant GDP growth and joblessness have been more acute.  While Harper hopes to pass a law requiring balanced budgets in the future, it’s unclear whether he can actually pass a bill through Canada’s parliament or that future governments would keep it in place.

The rest of Harper’s agenda amounted to an odd mix of populist consumer protection schemes:

The government promised to “take steps to reduce roaming costs” for cellphone users. It says it will take action so that cable and satellite customers can “choose the combination of television channels they want” by “unbundling” channel packages. And it promised to move on “hidden fees,” including making it so that “customers won’t pay extra to receive paper bills.” If this part of the agenda reads like it was pilfered from the NDP, that’s because to some extent it was.

It’s puzzling for a market-oriented party like the Tories to prioritize these kind of measures — services like Netflix and Hulu are already, in part, helped to unbundle television packages through market forces.  Roaming costs for Canadian users are already coming down due to market pressures.  So many of the consumer goals Harper listed are likely to come about through the market without the need for government interference.

It’s equally baffling to know how Harper will reduce ‘geographic price discrimination,’ his term for the price differential between consumer goods sold in Canada and the United States. Presumably, if the price difference is enough, Canadians (90% of whom live within 100 miles of the US border) will make a trip down south to buy them at cheaper prices, or enterprising entrepreneurs will find a way to undercut them — especially in the world of e-commerce.

But even more, it’s small ball.  It’s the Canadian equivalent of former US president Bill Clinton’s much-derided 1995 agenda of school uniforms and ‘v-chips.’  Though consumer protection initiatives aren’t nothing, it’s hardly the kind of bold, conservative agenda that you might have expected Harper to champion upon coming to power seven years ago, and surely not what you’d expect from a government just two years after finally capturing a majority government.

John Ivison, writing in The National Post, likened the Throne Speech to ‘a botox treatment gone bad’:

The Throne Speech is littered with examples of the government wading into sectors of the economy to “fix” problems that should be left to either the market or the existing regulators — all to the detriment of millions of Canadian shareholders.  It’s all so transparent and light as tinsel.

But it’s not just this year’s Throne Speech.

Aside from CETA, it’s hard to point to any truly groundbreaking, signature legislative acts in the Harper era.  Sure, the government reduced the rate of the Goods and Services Tax from 7% to 5% by January 2008, and it will likely balance Canada’s budget by 2015.  But those accomplishments, significant as they are, won’t be remembered in 50 or 100 years in the same way that CETA could be remembered.  Continue reading Despite CETA signing, Harper’s 2014 agenda remains unambitious
